Eric Rollins, resident, asked everyone to remember that the holidays can be hard for some people and encouraged sharing kindness.
Bill Scott, resident, spoke about gratitude despite a recent family loss and spoke to early American history and its religious foundations.
CONSENT CALENDAR - 6:07
Upon call, there was no public comment.
Motion by Councilmember Ashbeck, seconded by Councilmember Basgall, that the items on the Consent Calendar be approved, including the waiver of the reading of the ordinance. Motion carried by 4-0-1 vote, with Councilmember Bessinger absent.
1. Administration - Approval - Minutes from the November 17, 2025, Council Meeting.
2. Administration - Adopt - Ord. 25-12, an Ordinance of the City Council of the City of Clovis Amending Sections 8.1.02, 8.2.101, 8.5.101, 8.6.101, 8.15.101, 8.16.101, 8.17.101 of Title 8 of The Clovis Municipal Code Relating to the Adoption of the 2025 California Building, Electrical, Mechanical, Plumbing, Residential, Energy, And Green Building Standards Codes. (Vote: 5-0)
Administration - Adopt - Ord. 25-13, Amending Various Sections of Title 4, Chapter 4.4, Article 1 of the Clovis Municipal Code Relating to the California Fire Code. (Vote: 5-0) ADMINISTRATIVE ITEMS - 6:18

CITY MANAGER COMMENTS - 6:15
City Manager Haussler discussed the growing concern around kratom, explaining what Fresno County and the City of Fresno have already done in terms of regulation and why Clovis may need to consider its own action. He also reminded the public about the "Meet the Mayor and City Manager" event scheduled for Wednesday, December 3, 2025, at 5:30 p.m. in the council chambers, and highlighted the upcoming Christmas Parade on Saturday, December 6, 2025, encouraging the community to come out and enjoy the holiday events in Clovis.
COUNCIL COMMENTS - 6:17
There was consensus on the council to direct staff to bring back an item, including a possible ordinance, for the council to consider regarding kratom.
