Recommendation:
This item is included as a discussion item at the request of the City Council. Staff is not providing a recommendation on whether the City Council should consider term limits. The City Council requested this discussion item based on the City’s 2025 National Community Survey results.
Executive Summary:
On April 14, 2025, the City Council directed staff to place an item on a future agenda to discuss potential term limits for City Council Members. The item was subsequently discussed on August 11, 2025, at which time the Council directed staff to gather community feedback on potential term limits through a community survey. On March 9, 2026, following the community survey results, the City Council requested a discussion item on a future agenda.
The 2025 National Community Survey included responses from 333 Clovis residents on a variety of topics. On the topic of potential city council term limits, 64% of the 333 responses supported a limit of two terms for council members, and 22% supported a limit of three terms. The results of the survey did not address when the respondents favored beginning any potential term limits.
There is no statewide requirement for city council member term limits. Government Code Section 36502 authorizes cities to impose term limits for council members, subject to voter approval at a regularly scheduled election. As such, term limits are optional and would require voter approval through a ballot measure. A proposed term limit measure could be placed on the ballot by the City Council or via a citizen initiative petition.
If the City Council desires to pursue a proposed ballot measure, direction would be required to staff and the City Attorney regarding timing and preparation of a proposed measure for future Council review and consideration at a future City Council Meeting.
Background:
On April 14, 2025, there was a consensus among the City Council to direct staff to place an item on a future City Council agenda to discuss potential term limits for Council Members. The item was subsequently discussed on August 11, 2025, at which time the Council directed staff to gather community feedback on term limits through a community survey and to revisit the discussion at a later date. The survey results were presented to the City Council on March 2, 2026, and no direction was given at that time. On March 9, 2026, there was consensus from the Council for a discussion item on a future agenda.
The City of Clovis conducted the 2025 National Community Survey between September 5, 2025, and October 17, 2025, to gather resident feedback on a range of community issues. As part of the survey, residents were asked about potential term limits for City Council members. Results showed that approximately 79% of respondents supported establishing term limits, with 64% favoring a limit of two terms and 22% favoring a limit of three terms. The survey did not address whether respondents favored term limits beginning in 2026 or sometime in the future.
Under Government Code Section 36502(b), both general law and charter cities may adopt term limits for Council Members. Term limits must be approved by the voters of the city at a regularly scheduled election, and any approved term limit would apply prospectively only.
If the City Council wishes to move forward with a proposed ballot measure for term limits, direction must be given regarding the number of terms, whether limits apply consecutively or in total, at which future election the proposed measure would be submitted, and other potential implementation details.
Staff and the City Attorney’s Office would then need to prepare the necessary documents for future City Council review and consideration.
The deadline for placing a ballot measure on the November 2026 ballot is fast approaching. Based on the Council meeting schedule, Council action is recommended by July 6, 2026, if Council desires the measure to be on the November 2026 ballot. If Council desires the measure to be on a future ballot, additional time would be available. Placement of a measure on the ballot would require adoption of a resolution calling for the election, along with preparation and consideration of the proposed ballot measure.
Fiscal Impact:
There is no fiscal impact if the City Council does not pursue a term limit ballot measure. If the City Council elects to place a measure on the ballot, election costs would be associated with services provided by the Fresno County Clerk/Registrar of Voters (CCROV). CCROV estimates the cost of the three City Council district elections in November 2026 at approximately $35,000. A citywide ballot measure is estimated to cost an additional $25,000 to $35,000, depending largely on publication and printing requirements for the County Voter Information Guide. Should the City Council desire to place a measure on the ballot, staff and the City Attorney’s Office will prepare the necessary documents for future City Council consideration.
Reason for Recommendation:
This item is presented at the request of the City Council following direction provided on March 9, 2026, to bring forward a discussion regarding term limits based on the results of the 2025 National Community Survey. Staff is not providing a recommendation on whether the City Council should consider proposing term limits to the voters of Clovis.

Recommendation:
That the City Council provide direction regarding proposed improvements to the Bullard Couplet pocket park in the Stanford Addition.
Executive Summary:
On February 17, 2026, City Council provided direction to bring an item for Council to discuss improvements to the Bullard Couplet area in the Stanford Addition neighborhood. Staff explored the history of the pocket park and the Stanford Addition neighborhood and worked with a resident to develop ideas for improving the area. Staff is seeking input and direction regarding the proposed improvements.
Background:
On February 17, 2026, City Council provided direction to bring an item for Council to discuss improvements to the Bullard Couplet area in the Stanford Addition neighborhood. Provided below is some history of the pocket park and the neighborhood it serves, as well as a proposal to make improvements for Council consideration.
History
The Bullard Couplet is a pocket park that was created when 5th Street and Bullard Avenue were realigned to allow for traffic to traverse to Old Town from growth occurring around the new Clovis High School on Fowler Avenue. The pocket park serves the Stanford Addition neighborhood.
The Stanford Addition neighborhood is the first subdivision created in the City of Clovis and the homes were amongst the first properties connected to City water and sewer systems. The historic neighborhood was home to notable Clovis families such as former Mayor Jose Flores and Mr. Elvy Perkins, one of the first utility directors for the City. The area has also been home to many families
who worked to establish industries in Clovis, including lumber mills and agriculture. The pocket park was chosen as a spot to honor a young Police Explorer who passed away in 1997 due to health issues. A bench on a concrete pad was placed in this location with a bronze plaque honoring the life of Police Explorer Kevin Badner in 1997.
The Stanford Addition neighborhood serves as an active reminder of Clovis’ original history and is home to Clovis families today with much the same spirit as when the City began in 1912.
Proposed Improvements
Staff met with an area resident to explore opportunities to improve the pocket park and developed the following plan for consideration.
General Improvements:
- Add a new layer of decomposed granite and/or bark to the area. - Add plantings as feasible.
- Remove uplifted concrete as needed.
Honor Police Explorer Badner:
- Preserve and clean granite plaque honoring Police Explorer Badner.
Honor History:
- Develop and install an interpretive sign board in cooperation with the Clovis Historical Society and interested residents detailing the history of the neighborhood and connection to the City's beginnings, industry, and notable families.
Fiscal Impact:
If directed by Council, adequate resources will be included in the proposed 2026/27 budget. The improvements are not expected to be a significant cost.

On February 17, 2026, City Council provided direction to bring an item back for council to discuss improvements to the Bullard Couplet area.
