Daryl Terrell made a comment about thieves in possession of a catalytic converter that need to be prosecuted regardless of the victim being identified. He requested support from the City of Coachella by adopting an ordinance as have other cities.

Kirk Geiger founder of the non-profit Animal Rescue Center of California is raising funds. He needs a conditional use permit in a non-residential area in Coachella for a facility. He is looking for support from the City of Coachella and requested to be placed on a future agenda to bring more aspects of the program.

David Catanzarite, Executive Director of the Green Room Theater Company mentioned touring production bilingual play Maggie Magalita about immigration and family dynamics. He invited the council and staff to the show. He gave the council an update on the program.

REPORTS AND REQUESTS:

Council Comments/Report of Miscellaneous Committees.

Councilmember Dr. Figueroa went to the high school on career day talk on Tuesday. The impact when talking to students about college and it is better to speak with them in person. He looks forward to Eggstravaganza on Saturday at Bagdouma Park.

Councilmember Delgado completely supports funding Kirk’s effort to give better animal services. She is looking forward to seeing the ARPA funds come back. She is looking forward on what they are pitching to the EPA and what the ask is and what they are considering. She attended, County Supervisor event and Mariachi festival. She thanked RSO team for the career day at her high school.

Councilmember Galarza is looking forward to the study session on the CVSL. He reminded the team that the council gave direction to allow CVSL the continuance use of Las Flores Park on Saturdays.

Mayor Pro Tem Virgen attended Rancho Los Flores expansion and it was very well attended. She also attended the ribbon cutting at Vistas Escondida Community Park. A lot of families were super excited and grateful. This Saturday is the Women’s Summit at 8:00 am.

Councilmember Galarza stepped away at 7:53 pm and returned at 7:57 pm.

Mayor Pro Tem Virgen stepped away at 7:55 pm and returned at 7:58 pm Mayor Hernandez apologized for not being able to attend the ribbon cutting of the Vistas Escondida Community Park but he was happy that it is done as it took years. There is an idea to put a trail behind to link to the development on Avenue 54 into downtown. Follow up with Kirk on animal control is bothering him on euthanasia on the cat population that is high, The City needs to adopt a policy to catch spay/neuter and release to adopt. Educating people and building infrastructure. He asked Renee to look into how to build this. He met with the City Manager and the Chief of Police and Lieutenant on how to augment police services for the city.

The engineering department identified areas of flooding due to the amount of rain and giving out sand bags. He would like for staff to educate the community as to why they are giving sand bags to certain communities.

The City Manager announced all events happening: Orientation for workshop and accept application for the sidewalk vendor passed at the library, the Women’s Summit, Eggs-Travaganza; Steve Chase Humanitarian Awards event. Councilmember Dr. Figueroa will be accepting the 2024 award.

SUBJECT: Investment Report – January 31, 2024
STAFF RECOMMENDATION:

Staff recommends that the City Council receive and file the investment report for January 31th 2024.

EXECUTIVE SUMMARY:

On June 28, 2023, the City of Coachella along with its component units (Sanitary District, Educational & Governmental Access Cable Corporation, Fire Protection District, and Water Authority) approved and adopted the current “Statement of Investment Policy”.

Pursuant to Section 16 of that policy, the City Treasurer shall provide to the City Council a monthly investment report that provides a clear picture of the status of the current investment portfolio.

This report shall include, at a minimum, the following information for each type of investment held in the City’s investment portfolio: the issuer; amount of investment; current market value; yield on investment; income generated from investments; dollar amount invested on all securities, investments and moneys held by the local agency; and shall additionally include a description of any of the local agency’s funds, investments, or programs; and a description of unusual investment activity or developments during the month for which the report is prepared. This information shall be provided for all City and component unit pooled investments, as well as for bond accounts, which are managed by outside Fiscal Agents.

The interest rates presented are the most current rates available as of the date of these reports. The market values presented for pooled City investments are based on closing prices for the related investments as of the date of these reports. This information was obtained from the Wall Street Journal or other reliable sources of market prices.

The Market values presented for investments managed by fiscal agents are based on amounts reported by the fiscal agents on their investment statements. The purchase date and type of investment are not included for funds held by fiscal agents.
