Alternate Commissioner Caballero asked about a bike lane being included as a part of this project on Tyler 13 Item 2.
Street. Mr. Bernheimer answered the question and said that there will be a bike lane included as a part of this project.
Chairperson Murillo inquired about street lighting in the area. Stephen Nieto, Armtec’s Consultant, stated that everything will be preserved in place. The project was not conditioned to provide additional lighting.
Vice Chairperson Fonseca inquired about the landscaping conditions and asked why the landscaping conditions were required for Phase 3 instead of Phase 2. Vice Chairperson Fonseca also said he wants to focus on safety and beautification of the City. Mr. Bernheimer spoke to how Armtec is renting out their property that is currently being utilized as soccer fields to the City of Coachella for $1 a month and spoke to how this demonstrates Armtec’s commitment to the community. Mr. Bernheimer also spoke to how the decisions for what Conditions of Approval were selected for which phase were determined by City Staff and were determined on an as needed basis. He referenced that the medians were more of a priority for the City to ensure safety and reduce speeding and that is why the addition of the median during Phase 2 was prioritized over the landscaping in Phase 3. Vice Chairperson Fonseca has questions about them using wrought iron fencing as a replacement for the existing chain link fencing rather than using block wall or a different fencing material. Mr. Swank stated that Armtec uses chain link fencing and their other facilities throughout the United States and that the wrought iron would actually be an upgrade for Armtec. Mr.
Swank stated that they need to use a fencing material that they can see through for safety reason and per federal law.

STAFF REPORT
6/18/2025
TO: Planning Commission
FROM: Adrian Moreno, Associate Planner
SUBJECT: Architectural Review No. 25-01 Ocean Mist Signage a request for Architectural Review Approval for (4) directional signs, (1) monument sign, and (1) main building sign at the Ocean Mist Farm property at 52300 Enterprise Way (Assessor Parcel Number 763-131-029 and 763-131-088) and determining that the proposed project is compliant with California Environmental Quality Act (CEQA) Guidelines Section 15311. Applicant: Daniel Martinez STAFF RECOMMENDATION:
Staff recommends that the Planning Commission approve Resolution No. PC2025-11 approving Architectural Review No. 25-01 for (4) directional signs, (1) monument sign, and (1) main building sign at the Ocean Mist Farm property. Variance 25-02 for a design variance for the monument sign, originally requested for the proposed project, is no longer required as the proposed plans and conditions of approval that would ensure the project design complies with municipal code requirements.
BACKGROUND:
The Ocean Mist Farms property is an existing produce shipping company at 52300 Enterprise Way. On November 19, 2024, a case was opened by the City of Coachella Code Enforcement Division due to the construction of signage without permits. On May 7, 2025, Planning Commission approved Variance No. 25- 03, and continued the Architectural Review No. 25-01 and Variance No. 25-02 to the June 18th Planning Commission hearing and requested that staff and the applicant work towards a mutually agreed upon sign design.
DISCUSSION/ANALYSIS
The applicant proposes (4) directional signs, (1) monument sign, and (1) main building sign at 52300 Enterprise Way. Two of the proposed directional signs are proposed on the southern parcel along Industrial Way. The applicant requested a monument sign at the corner of Enterprise Way and Industrial Way. The applicant requested a design variance, Variance No. 25-02, for the 17 Item 3.
monument sign, however the design variance is no longer required, as the proposed design and condition of approval for the project meets municipal code requirements. The applicant also proposes to replace the existing building sign at the front elevation of the building. The project is on two existing parcels, the northern parcel is zoned Manufacturing Service (M-S) at APN: 763- 131-029 and the southern parcel is zoned Heavy Industrial (M-H) at APN: 763-131-088. The surrounding uses are as follows:
North: Ocean Mist Farms Shipping (M-S, Manufacturing Service zone).
South: Vacant Land (M-H, Heavy Industrial).
East: Vacant Land, and Desert Valley Date agricultural production facility (M-H, Heavy Industrial).
West: Anthony Vineyards agricultural shipping facility (M-H, Heavy Industrial).
Design
The proposed (4) directional signs, (1) monument sign, and (1) main building sign at the property meet size standards per the Coachella municipal code, see municipal code requirements analysis (Attachment 5 – Municipal Code analysis). As requested by the Planning Commission, Staff and the applicant worked towards a mutually agreed upon design that meet municipal code requirements and staff design direction. See below design discussion for the proposed signs.
Design - Main Building Sign
The proposed main building sign is a 100 square foot (sq. ft.) sign that provides channel letters and a blue acrylic backing with green trim. The proposed main building sign does meet staff design direction for the proposed signage backing. Per the attached plans and conditions of approval for the project, the Ocean Mist sign shall provide a pop-out trim to ensure that the proposed signage backing is a high-quality design with dimension. This design request by staff is not a municipal code requirement, however the request by staff is to ensure a high-quality design.
Figure 1 - 2019 Main Building Figure 2 - Proposed Sign
Design - Monument Sign
18 Item 3.
The proposed monument sign is a 108 sq. ft. freestanding sign on the northeast corner of Enterprise Way and Industrial Way. The size of the sign is the same as the previously approved monument sign at the same location. The proposed sign provides a vinyl design with a stone base and white cap per the attached plans and conditions of approval of the project. This design does meet municipal code design requirements to incorporate the design and materials accenting the architectural theme of the buildings on the same property. The proposed sign does provide popout letters as requested by staff. The request for pop-out letters is not a municipal code requirement, however the request is consistent with design direction staff provides for all signage in the city to ensure a high-quality design.
Figure 3 – 2019 Monument Sign Figure 4 - Proposed Monument Sign
Design - Directional Signs
The applicant proposes (4) directional signs that are 27.47 sq. ft. in size, with a 3.7 sq. ft. base, at approximately 4’ 4” in height. These signs are to replace existing wood construction directional signs that city records show were constructed without a permit. The proposed signs provide a vinyl design with a stone base and white cap that does meet staff’s design direction for the signs to incorporate the design and materials accenting the architectural theme of the buildings on the same property. The proposed signs provide pop-out letters. There are no municipal code requirements for directional signage for commercial or industrial projects, however directional signs for public and quasi-public uses require meeting design standards requested by the Director of Planning.
Similarly, staff requests the applicant comply with the above standards to achieve a high-quality design. Per the attached plans and conditions of approval, the proposed signs would meet staff design requests.
Figure 5 - Existing Unpermitted Signage Figure 6 - Proposed Directional Signage 19 Item 3.
ENVIRONMENTAL IMPACT CONSIDERATION
The City of Coachella has determined that the proposed project is categorically exempt from environmental review pursuant to the guidelines of the California Environmental Quality Act (CEQA) as a Class 1, Accessory Structures, exemption as the project consists of the construction and replacement of signage (CEQA Guidelines 15311). As such, no additional environmental review or further mitigation is required for this request.
CONCLUSIONS AND RECOMMENDATIONS

DANIEL MARTINEZ, APPLICANT.
WHEREAS, Daniel Martinez filed an application for Architectural Review 25-01, a request for (4) directional signs, (1) monument sign, and (1) main building sign at the Ocean Mist Farm property at 52300 Enterprise Way at the northeast corner of Industrial Way and Enterprise Way; Assessor’s Parcel No. 763-131-029 and 763-131-088; and, WHEREAS, the proposed project is exempt from the California Environmental Quality Act (CEQA) Guidelines Section 15311 – Accessory Structures, as amended; and, WHEREAS, the Project has a land use designation of Industrial District pursuant to the City of Coachella General Plan; and
WHEREAS, the Project has a zoning designation of Manufacturing Service M-S and Heavy Industrial M-H; and
WHEREAS, the Project is permitted pursuant to Chapter 17.56, 17.72, and 17.76 of the Coachella Municipal Code, subject to supported written findings of determination; and,
WHEREAS, the Planning Commission conducted a duly noticed public hearing for Architectural Review 25-01, Variance 25-02, and Variance 25-03 on May 7, 2025 at 1515 6th Street, Coachella, California regarding the proposed Project; and, WHEREAS, the Planning Commission at the duly noted public hearing on May 7, 2025, continued the hearing item for the Architectural Review 25-01 to a date certain on June 18th, 2025; and,
WHEREAS, at the Planning Commission hearing, the Applicant and members of the public were present and were afforded an opportunity to testify regarding the Project.
WHEREAS, at the conclusion of the public hearing and following discussion, the Planning Commission approved this Resolution for the approval of the Architectural Review of the Ocean Mist Signage (Case File No. PC25-11), with the motion vote outcome specified in the meeting minutes for the June 18th 2025, Planning Commission meeting.
NOW, THEREFORE, BE IT RESOLVED, THE PLANNING COMMISSION
OF THE CITY OF COACHELLA, CALIFORNIA, HEREBY RESOLVES, FINDS AND DETERMINES AS FOLLOWS:
21 Item 3.
Resolution No. PC2025-11
SECTION 1. Incorporation of Recitals. The Planning Commission hereby specifically finds that all of the facts set forth in the recitals of this Resolution are true and correct, and are incorporated into the following findings by reference, and constitute a material part of this Resolution.
SECTION 2. Environmental Findings. The Planning Commission has independently reviewed the Notice of Exemption and the administrative record for the Proposed Use, including all oral and written comments received during the public hearing, the staff report, and all attachments thereto, which are all incorporated herein by reference and are on file with the Community Development Department for the City of Coachella, and the Planning Commission finds that:
The City of Coachella, as Lead Agency, has reviewed the Project pursuant to: 1) CEQA Guidelines Section 15002(k) – General Concepts, outlining the three-step process for determining which document to prepare for a project subject to CEQA; and 2) CEQA Guidelines Section 15061 – Review for Exemption, which provides procedures for determining if a project is exempt from CEQA. It can be seen with certainty that implementing the Project would not cause a significant adverse effect on the environment because the Project involves the construction and replacement of existing signage in a heavily disturbed area. Therefore, the Project is categorically exempt from CEQA pursuant to CEQA Guidelines Section 15311 –Accessory Structures. Furthermore, there is no substantial evidence indicating that any of the exceptions set forth in CEQA Guidelines Section 15300.2 – Exceptions apply to the Project. As such, no additional environmental review or further mitigation is required for this request.
SECTION 4. Architectural Review Findings. Based upon the evidence presented at the hearing, including the staff report and written and verbal testimony, which are all incorporated herein by reference, the Planning Commission hereby finds that:
1. The proposed project is consistent with the General Plan; as project signage would be in accordance with the objectives of the Industrial District general plan designation. The existing Ocean Mist Farms Shipping company is an existing allowed use in that zone, and the proposed signage would support the existing uses that continue to provide employment to the nearby community.
2. The proposed project does comply with zoning regulations of the M-S Manufacturing Service zone and the M-H, Industrial District zone, as the proposed project does complies with Chapter 17.56 - Signage. The proposed directional signage on Enterprise Way is not compliant with the location guidelines per Chapter
17.56 – Signs, which requires the directional signs to be outside the public right-ofway.
3. The proposed project is consistent with the City’s Design Guidelines. The proposed project plans and conditions of approval would ensure the project is compliant with the design guidelines of Chapter 17.56 – Signs, which requires the monument sign to be architecturally compatible with the main building. 22 Item 3.
Resolution No. PC2025-11
The proposed project would not be detrimental to the public health, safety, or welfare, or materially injurious to properties and improvements in the vicinity, as staff circulated this project for review, and there were no concerns from the Fire Department, Utilities Department, Building Division, or Engineering Department regarding the location of the signs.
4. The proposed project is located, designed, constructed, operated and maintained so as to be compatible with the existing or intended character of the general vicinity and shall not change the essential character of the same area. The project conditions of approval would ensure the project is located, designed, and constructed to be compatible with the existing or intended character of the general vicinity and shall not change the essential character of the same area.
Section 5. Planning Commission Approval. Based on the foregoing, the Planning Commission hereby CONDITIONALLY APPROVES Architectural Review No. 25-01, a request for (4) directional signs, (1) monument sign, and (1) main building sign at the Ocean Mist Farm property at 52300 Enterprise Way (Assessor Parcel Number 763-131-029 and 763-131-088) and the determination that the project is compliant with California Environmental Quality Act (CEQA) Guidelines Section 15311 – Accessory Structures. The Applicant shall demonstrate compliance with ALL Conditions of Approval, as set forth in “Exhibit A” and development plans in “Exhibit B”. Failure to demonstrate compliance with these conditions of approval may result in the delay of the Proposed Use or the rescinding of the City of Coachella’s architectural review approval. Where the term “Applicant” is used in any condition of approval, this term shall also apply to the Property Owner, any developer, or any successor in the interest of the Applicant. It is the Applicant’s or Applicant’s successor in interest responsibility to fully comply with the conditions of approval unless subsequently modified in accordance with the City’s required processes and procedures.

Municipal Code Requirements Analysis
Municipal Code Standards: Does the sign
meet municipal
code standards?
Main
Building
Sign (1)
Size
Standard
Per Section 17.56.010(F)(c)(i), the sign may
be up to one-half square foot of sign area per
lineal foot of frontage. A maximum of 50 feet
in size is allowed, with exceptions.
Per Section 17.56.010(F)(c)(iii), a business
with over 50 feet of frontage is allowed an
additional square foot of sign area for each
four feet of frontage in excess of fifty (50) feet
Analysis:
The Ocean Mist building has 322 linear feet of
frontage at Industrial Way. This allows up to
118 sq. ft. of building signage.
Yes, the building
sign is 100 SF in
size and is
compliant with
municipal code
standards.
Design
Standard
Per Section 17.56.010(J)(3)(b), the color of
sign may not be more than 4 colors, black and
white shall not be considered colors.
Analysis:
The sign does not provide staff design
direction to remove backing from signage. The
request from staff is to be consistent with staff
design direction for all signs in the city to not
provide sign backing for main building
signage.
Yes
Monument
Sign (1)
Size
Standard
Size Standard:
Per Section 17.56.010(F)(e), an identification
sign shall not exceed thirty-two (32) square
feet unless no individual tenant signs are
included in the sign, in which case the sign
area may be based on the frontage formula.
Per Section 17.56.010(F)(1)(a), the total sign
area shall not exceed two square feet for every
linear foot of building frontage on any one side
of the business.
Per Section 17.56.010(F)(f), a freestanding
sign shall not exceed 12 feet in height.
Yes, the sign is
within 108 sq. ft.
and meets size
requirements.
35 Item 3.
Analysis:
Since the linear building frontage on Industrial
Way is 323 square feet and the linear building
frontage on Enterprise Way is 550 square feet,
the monument sign meets size requirements.
The monument sign is considered a
freestanding sign and meets height
requirements.
Design
Standard
Per Definitions Section of the Municipal Code
a monument sign is considered a low-profile
free-standing sign incorporating the design
and materials accenting the architectural
theme of the buildings on the same property.
The sign does not provide individual channel
letters, recessed, or pop-out letters.
Yes
Directional
Signage (4)
Size
Standard
and
Design
Standard
Size and Design standard:
There is no set standard for commercial or
industrial directional signs. There are
standards for public and quasi-public uses,
which is the most similar standard applicable
to the proposed use. Staff used this standard
for review. The standard is as follows:
Per Section 17.56.010(J)(3)(a), The design
must conform to standard directional sign
specifications promulgated by the director of
planning and approved by the planning
commission. The total number of signs
allowed shall be based on the minimum
number necessary for adequate public
identification as determined by the director of
planning.
Analysis:
Staff finds that the proposed 27.47 sq. ft. sign
sizes are adequate in size and the number of
signs is adequate for the designed purpose to
improve traffic circulation. Staff provided
design direction to build with compatible
building materials to the main building, with
individual channel letters, recessed, or pop-out
letters.

You may add the following statement to the Staff report:
The Engineering department supports the variance based on circulation and engineering elements.
Engineering has no comment relative to overall architectural design standards or appearance.
Enterprise Way is fully improved to the ultimate condition with sidewalks and landscaping. The proposed signs do not interfere with existing improvements or future planned improvements. The proposed signs do not affect visibility or cause negative impacts on the use of the right-of-way. In addition, the signage proposed in the variance area are primarily intended as information signs to improve circulation and truck movements. The signs in the proposed variance area are not proposed as advertisements. Ensuring that trucks use proper entrance and exit routes improves traffic circulation in the right-of-way and provides an overall public benefit.
