TO: Honorable Mayor and City Council Members
FROM: Lincoln Bogard, Finance Director
SUBJECT: Investment Report January 31, 2026
STAFF RECOMMENDATION:

Staff recommends that the City Council receive and file the investment report for January 2026.

EXECUTIVE SUMMARY:

On June 12, 2024, the City of Coachella along with its component units (Sanitary District, Educational & Governmental Access Cable Corporation, Fire Protection District and Water Authority) approved and adopted the current “Statement of Investment Policy”.

Pursuant to Section 16 of that policy, the City Treasurer shall provide to the City Council a monthly investment report which provides a clear picture of the status of the current investment portfolio.

This report shall include, at a minimum, the following information for each type of investment held in the City’s investment portfolio: the issuer; amount of investment; current market value; yield on investment; income generated from investments; dollar amount invested on all securities, investments and moneys held by the local agency; and shall additionally include a description of any of the local agency’s funds, investments, or programs; and a description of unusual investment activity or developments during the month for which the report is prepared. This information shall be provided for all City and component unit pooled investments, as well as for bond accounts, which are managed by outside Fiscal Agents.

The interest rates presented are the most current rates available as of the date of these reports. The market values presented for pooled City investments are based on closing prices for the related investments as of the date of these reports. This information was obtained from the Wall Street Journal or other reliable sources of market prices.

The Market values presented for investments managed by fiscal agents are based on amounts reported by the fiscal agent on their investment statements. The purchase date and type of investment are not included for funds held by fiscal agents.

STAFF REPORT
4/8/2026
TO: Honorable Mayor and City Council Members
FROM: Andrew Simmons, P.E. Public Works Director/City Engineer SUBJECT: Maintenance of Effort Certification Statements Fiscal Year 2026/2027, the Local Streets and Roads Revenue Projections, as well as the Projected Five Year Measure A Capital Improvement Plans Budget for Measure A Funding STAFF RECOMMENDATION:

Authorize the City Manager to Execute a Maintenance of Effort Certification Statement for Fiscal Year 2026/2027, the Local Streets and Roads Revenue Projections, as well as the Projected Five Year Measure A Capital Improvement Plans Budget for Measure A Funding.

BACKGROUND:

The requirements for receipt of Measure A Local Street and Roads funding are to submit a FiveYear Capital Improvement Projects Plan (CIP), a signature on the Maintenance of Effort Certification, and a Project Status Report for the prior fiscal year funding.

The Five-Year CIP plan is a list of proposed uses for Measure A Local Streets and Roads funding and must be based upon the revenue projections provided from Riverside County Transportation Commission. The projects include the description of the anticipated project, the funding sources of the project, and expenditures that will be anticipated from year to year.

The Measure A Ordinance requires annual certification that discretionary General Fund expenditures for transportation related construction and maintenance activities for Fiscal Year 2026/2027 will meet or exceed the Maintenance of Effort Certification Base Year requirement.

This certification process is one part of the regulations to receive Measure A funding.

The Riverside County Transportation Commission must also receive a Project Status Report for the prior fiscal year. The purpose of this report is to document the progress to date on engineering, right-of-way acquisition, and the construction that Measure A is funding as well as the completion date or anticipated completion date.

On Applying Agreed-Upon Procedures
The Board of Commissioners
Riverside County Transportation Commission
Riverside, California
We have performed the procedures enumerated below on Measure A - Local Streets and Roads Program of the City of Coachella, California (“City”) as of and for the year ended June 30, 2025.

Riverside County Transportation Commission (“RCTC”) has agreed to and acknowledged that the procedures performed are appropriate to meet the intended purpose whether the City was in compliance with the Measure A - Local Streets and Roads Program grant terms and conditions for the year ended June 30, 2025. Additionally, RCTC and the City have agreed to and acknowledged that the procedures performed are appropriate for their purposes. This report may not be suitable for any other purpose. The procedures performed may not address all of the items of interest to a user of this report and may not meet the needs of all users of this report and, as such, users are responsible for determining whether the procedures performed are appropriate for their purposes.

The procedures and related findings are as follows:

1. Review the 2009 Measure A (Ordinance 02-001) compliance requirements. Western County jurisdictions are required to participate in the Transportation Uniform Mitigation Fee (“TUMF”) program and in the Multiple Species Habitat Conservation Plan (“MSHCP”), which are administered by the Western Riverside Council of Governments (“WRCOG”) and the Western Riverside County Regional Conservation Authority (“RCA”), respectively.

Coachella Valley jurisdictions are required to participate in the TUMF program administered by the Coachella Valley Association of Governments (“CVAG”). Indicate participation in TUMF and/or MSHCP programs.

Finding: The City participates in the TUMF program administered by CVAG. No exceptions were noted as a result of applying this procedure.

2. Obtain from RCTC the approved Five-Year Capital Improvement Plan (“CIP”) for the fiscal year.

Finding: No exceptions were noted as a result of applying this procedure.

3. Obtain from the jurisdiction a detail general ledger and balance sheet for the fiscal year. a. Identify the amount of Measure A cash and investments recorded at the end of the fiscal year. Compare amount to Measure A fund balance and provide an explanation for any differences greater than 25% of fund balance.

Page 107 ends

Item 9.

Board of Commissioners
Riverside County Transportation Commission
Riverside, California
2 Finding: Measure A cash and investments were $801,993 at June 30, 2025. The difference between Measure A cash and investments of $801,993 and fund balance of $916,759 is $114,766 or 13% of the fund balance.
b. Identify any amounts due from other funds.

Finding: There were no amounts due from other funds at June 30, 2025. c. Identify the components of ending fund balance for Measure A activity (e.g., nonspendable, restricted, assigned, committed, unassigned).

Finding: Ending fund balance for Measure A activity was restricted in the amount of $916,759 at June 30, 2025.
i. Identify the existence of any restatement of Measure A fund balance; inquire of management as to the reason for any restatement and provide a summary of the restatement items.

Finding: There were no restatements noted for June 30, 2024. ii. Compare ending fund balance to total revenues for the current year and prior two years. If ending fund balance is greater than the sum of total revenues for the three-year period, inquire of management as to the reason(s) for the accumulation of fund balance (e.g., status of specific projects included in the 5-Year CIP).

Finding: No exceptions were noted as a result of applying this procedure. The City’s ending fund balance did not exceed the cumulative total revenues for the 3- year period as illustrated below.

Revenue for year ended June 30, 2025 $ 869,613
Revenue for year ended June 30, 2024 849,182
Revenue for year ended June 30, 2023 855,018
Total Revenue for the 3-year period $ 2,573,813
Fund balance for year ended June 30, 2025 $ 916,759

4. Obtain an operating statement for Measure A activity for the fiscal year, including budget amounts; include the operating statement as an exhibit to the report. a. Review the revenues in the operating statement.
i. Inquire of management as to what fund is used to record Measure A revenues received from RCTC and identify what the total revenues were for the fiscal year.

Finding: The City accounts for Measure A revenue in its Local Transportation Fund – Measure A (“Fund #117”). The City recorded total revenues in the amount of $869,613 for the fiscal year ended June 30, 2025.

Page 108 ends

3 ii. Obtain from RCTC a listing of Measure A payments to the jurisdiction.

1. Compare the Measure A revenues recorded by the jurisdiction to the listing of payments made by RCTC.

Finding: We identified no variances between the Measure A revenues recorded by the City and the RCTC Measure A payment schedule, which totaled $811,814.
iii. Obtain from the jurisdiction an interest allocation schedule for the fiscal year.

1. Identify the allocation amount of interest income to Measure A activity and what the amount of interest income was for the fiscal year. If no interest was allocated, inquire of management as to the reason for not allocating interest income.

Finding: The City allocated interest in the amount of $57,799 to the Measure A activity for the fiscal year ended June 30, 2025. b. Review the expenditures in the operating statement.
i. Inquire of management as to what fund is used to record Measure A expenditures and what the total expenditures were for the fiscal year.

Finding: The City accounts for Measure A expenditures in its Local Transportation Fund – Measure A (“Fund #117”). The City recorded total expenditures in the amount of $1,573,808 for the fiscal year ended June 30, 2025. ii. Select expenditures for testing that comprise at least 20% of the total expenditures.

Finding: The City recorded Measure A expenditures in the amount of $1,573,808.

4 Finding: We noted no transfers in or out recorded in the Measure A fund. No exceptions were noted as a result of applying this procedure. iv. Inquire of management as to the amount of general or non-project-related indirect costs, if any, included in expenditures. If indirect costs exceed 8% of Measure A revenue, inquire of management as to the basis for indirect costs charged to Measure A. If indirect costs are identified, determine if such costs are included in the 5-Year CIP.

Finding: Per discussion with the City management, there were no indirect costs recorded for the fiscal year ended June 30, 2025.
v. Inquire of management as to the amount of debt service expenditures recorded in the Measure A fund and determine if such costs are included in the 5-Year CIP.

Finding: There were no debt service expenditures recorded in the Measure A Fund that were noted as a result of applying this procedure.

1. Compare the debt service expenditures to prior year amount. If debt service expenditures have increased or decreased at least 25%, inquire of management as to the reason for the change in debt service expenditures.

Finding: There were no debt service expenditures recorded in the Measure A Fund that were noted as a result of applying this procedure.

5. Obtain from RCTC a listing of jurisdictions that participate in the Western County or Coachella Valley TUMF programs.

STAFF REPORT
4/8/2026
TO: Honorable Mayor and City Council Members
FROM: Andrew Simmons, P.E., Public Works Director/City Engineer SUBJECT: Adopt Resolution No. 2026-22, A Resolution of the City Council of the City of Coachella to adopt a list of Projects for Fiscal Year 2026-27, Funded by SB 1:

Road Repair and Accountability Act.

STAFF RECOMMENDATION:

Authorize the City Manager to adopt Resolution No. 2026-22, A Resolution of the City Council of the City of Coachella to adopt a list of Projects for Fiscal Year 2026-27, Funded by SB 1: Road Repair and Accountability Act.

BACKGROUND:

On April 28, 2017, the Governor signed Senate Bill 1 (SB 1) (Beall, Chapter 5, Statutes 2017), which is known as the Road Repair and Accountability Act of 2017. The purpose and intention of the Act is to address basic road maintenance, rehabilitation, and critical safety needs on both the state highway and local streets and road systems, as well as provide transit assistance.

Prior to the passage of SB 1, cities and counties were delaying or canceling projects and preparing to lay off staff. Due to lack of funding, basic maintenance of the local streets and road system, repair and replacement of bridges, safety improvements and multi-modal enhancements were all at risk.

The new transportation bill will provide cities and counties an opportunity to catch up on years of unfunded maintenance needs that have plagued our roadways for years. Maintenance and rehabilitation projects will extend the service life of our local streets, roads and bridges. Cities and Counties will also use SB 1 funds for complete streets projects, increasing mobility options for residents, and will employ, to the extent possible green technologies, materials and methods to reduce impacts to the environment from transportation projects.

DISCUSSION/ANALYSIS:

SB 1 includes historic accountability and transparency measures. Cities and counties will adopt project lists at the start of every Fiscal Year and also provide year end reporting on completed projects.

SUBJECT: Comprehensive Water and Wastewater Rate Study Update – Proposed Prop 218 Schedule
STAFF RECOMMENDATION:

Staff will present three (3) Prop 2018 schedule options and recommends approval of option #2.

BACKGROUND:

The City of Coachella owns and operates the Utility System providing potable water service and wastewater service to the residents, businesses and industries within the City and its service areas.

The cost of water and wastewater service is recovered through water and wastewater rates. The last Water Utility Revenue Rate Analysis (rate study) was finalized in 2009. In March of 2010, Ordinance No. 1016 adopted new rates commencing May 1, 2010.

Operational and maintenance costs increase every year due to a number of factors including the cost of materials, inflation, increase in staff, and increase in infrastructure inventory. The City is also facing new challenges which include the need for more staff to maintain and operate the system as was concluded in the recent Manpower Study. Recently, the State Water Resources Control Board adopted a new Maximum Contaminant Level (MCL) for Hexavalent Chromium which is naturally occurring in the groundwater of the Coachella Valley. All groundwater wells operated by the City for the production of drinking water are impacted by this new MCL and require the addition of treatment facilities to remove the Hexavalent Chromium below the 10 mg/l MCL.

As part of the chromium-6 compliance plan, which requires the City to implement treatment by August 2031, it is critical that a new rate study be performed to ensure there are enough revenues to meet anticipated expenses. The updated preliminary cost for the treatment is estimated to be $50 - $54 million. Operational and maintenance cost will also increase with the new added treatment technology.

Similarly, the last Wastewater Rate Study was finalized in November of 2017. The last sewer rate increase was adopted on 7/1/2021.

Item 11.

Similar to water operations, sanitation also experiences increases in operational and maintenance costs every year due to a number of factors including the cost of materials, inflation, increase in staff, and increase in infrastructure inventory. The City is also facing new challenges which include the need for more staff to maintain and operate the system as was concluded in the recent Manpower Study. Other challenges include ensuring enough revenues are collected to cover existing debt obligations, and covenant ratios.

DISCUSSION/ANALYSIS:

On January 22, 2025, City council authorized the City Manager to execute a professional services agreement with Newgen Strategies & Solutions to conduct a comprehensive water and wastewater rate study.

City staff and Newgen Strategies & Solutions have developed potential rate increase structures for water and sewer service and have presented the findings to Council at the regular meeting of March 11, 2026.

Staff is seeking direction on the Proposition 218 schedule which will include the following components:
 Public Outreach During a Four (4) Month Period
 Council Approval of the Cost of Service Study and Authorizing of the Prop 218 Notice Mailing
 Deadline for Objections to Proposed Rates
 Public Hearing Date Adopting New Rates
 Rate Increases Effective Date

STAFF REPORT
4/8/2026
TO: Honorable Mayor and City Council Members
FROM: Andrew Simmons, Director of Public Works/City Engineer SUBJECT: Approve a Special Event and associated appropriations for a Keys to the City Ceremony in Honor of the Coachella Valley High School Girls Soccer Team in Recognition of Their CIF Division 5 Championship.

STAFF RECOMMENDATION:

Staff is requesting approval of a special event and associated appropriations for a Keys to the City Ceremony in honor of the Coachella Valley High School Girls Soccer team, The Lady Arabs.

Staff recommends that the Keys to the City Event take place at Veteran’s Park on or around the morning of May 2nd and that a catered breakfast be provided for the honorees and their guests.

Staff recommends a budget of $7,000 for the event set up an additional $1,500 of in-kind labor from staff for the successful set up and delivery of the event.

BACKGROUND:

The Coachella Valley High School Girls Soccer Team, the Lady Arabs, completed the 2025/2026 season by winning 17 regular season games and advancing to the CIF championships. Through dedication, discipline, and teamwork, the Lady Arabs earned the title of CIF Division 5 Champions, achieving a historic milestone for their school and bringing pride and recognition to the City of Coachella. The team’s CIF Division 5 Championship victory represents a first for the Coachella Valley, elevating their school and community with pride and distinction.

In order to recognize this dedicated group of 22 student athletes, their coaches, their families and the community pride inspired by their achievements, City Council has directed City Staff to plan, organize and host a Keys to the City Event.

DISCUSSION/ANALYSIS:

Staff has evaluated several opportunities for a celebration and seek City Council approval for the proposed event. The following options were considered:

Page 136 ends

Item 12.

1. Hosting a Keys to City event at the library park adjacent to 7th Street.

In the past, many Keys to the City events have been hosted at the Coachella Library Park.

These events typically require the closing of streets and also require the rental of a stage and sound system for hosting the event. Previous events have only hosted a couple recipients at a time. Staff was concerned that this area might not provide enough space to host a larger group of recipients. Staff was also concerned about increased overall costs due to stage and sound system rentals as well as additional in-kind costs due to extra labor required for street closures.

2. Hosting a Keys to the City Event at Bagdouma Park
This option was considered as a larger community centered event that could include soccer themed activities within a park setting. Staff envisioned a block party atmosphere that would occur in the evening rather than the morning, with a catered dinner for the honorees, a DJ, food trucks and community-based activities. Hosting a large-scale event of this nature would increase costs significantly and significantly increase the staff time and involvement. Staff determined that an event at this scale could cost upwards of $20,000 and does not recommend an event at this scale.

3. Hosting a Keys to the City Event at Veteran’s Park.

Staff determined that Veteran’s Park would be the recommended location due the fact that it already has a suitable stage and the City posses a sound system that would be suitable for an event in this area. The Event would be set up in a similar fashion as the annual Veteran’s breakfast with catered breakfast for all honorees. City Staff will also seek donations and sponsorship opportunities from local businesses to enhance the event without increasing costs.

Staff is recommending that a tentative date of Saturday May 2nd be selected for the event. A Saturday event allows maximum attendance from the honorees and their families. This date allows ample time for appropriate planning, marketing and solicitation of sponsorships. The exact time and date of the event will be determined thru a collaborative effort with the honorees.

FISCAL IMPACT: The recommended budget for the event is $7,000 which would be billed to the General Fund (Fund 101). Additional in-kind staff time for the planning and operations of the event are already budgeted in the annual budget appropriations.

Item 12.
80237.00000\44868549.1
TO: Honorable Mayor Pro Tem and City Council Members
FROM: City Attorney
SUBJECT: Process to Fill Mayoral Vacancy
RECOMMENDED ACTION:

Discuss the available options for filling the vacancy of Mayor and provide direction to staff. The City Council may fill the vacancy by either appointing an eligible resident to serve as Mayor or by calling a special election.

If the Council elects to make an appointment, it should discuss at this meeting what processes, if any, it wishes to adopt for contacting, interviewing, nominating and voting on an appointment.

BACKGROUND:

On March 24, 2026, a vacancy was created on the City Council due to Mayor Steven Hernandez pleading guilty to one felony count of violating Government Code section 1090. The Council must act within 60 days of the effective date of the vacancy to determine whether to fill the Mayoral seat by appointment or to call a special election.

A. APPOINTMENT PROCEDURES
If the Council decides to fill the vacancy by appointment, Council may appoint an eligible resident by majority vote within the 60-day period, or before May 23rd. Council may wish to nominate an eligible resident for appointment and may make such nomination for appointment at a future Council meeting. Alternatively, the Council may adopt more formal procedures to fill the vacancy, which could include directing the City Clerk to advertise the vacancy, establish an application process, and provide Council with the opportunity to interview candidates for consideration and appointment. The level of formality is up to Council, provided the Council takes action within the 60-day period.

The Council may appoint a sitting Council Member to be the Mayor. If the Council appoints one of its members to fill the Mayoral vacancy, an immediate vacancy will then occur in the seat of the Council Member appointed to Mayor.

Under Government Code section 34902(a), an appointment to fill a Mayoral vacancy is effective for the remainder of the unexpired term, regardless of when the vacancy occurs. In this case, the appointment will be effective until the November 2026 election. At that time, the seat will stand for election for a standard two-year term.

STAFF REPORT
April 8, 2026

Page 138 ends

Item 13.
80237.00000\44868549.1
B. SPECIAL ELECTION PROCEDURE
The Council may call a special election to fill the vacancy. If a special election is called, it must be held on the next regularly established election date not less than 114 days from the call of the election, consistent with Elections Code section 1000. However, the next regularly established election date is the general election on November 3, 2026. Thus, Council may take no action, as any special election would simply be absorbed into the currently scheduled general election.

Alternatively, for general law cities, there is a discretionary option to conduct an all-mailed ballot election as permitted under Elections Code section 4004 if certain conditions are met. Specifically, the election must be for a City with a population less than 100,000, cannot be consolidated with another election, and must be used to fill a vacancy. The next available date for an all-mailed ballot election is August 25, 2026. The resident elected would serve the approximate three-month remainder of the term.

FISCAL IMPACTS
The potential cost of holding an all-mailed ballot election to fill the current Mayoral vacancy is approximately $70,000.

CONCLUSIONS AND RECOMMENDATIONS
Staff recommends that the City Council discuss the available options for filling the vacancy and provide direction to staff.
