STAFF REPORT - CITY COUNCIL/SUCCESSOR AGENCY/PUBLIC FINANCE

AUTHORITY
Subject: Authorize City Manager to Sign and Submit Local Transportation Development Funds for FiscalYear 2020-2021
Meeting Date: Thursday, May 19, 2022
From: Marissa Trejo, City Manager
Prepared by: Jasmin Bains, Financial Services Director
I. RECOMMENDATION:

Financial Services Director recommends City Councilauthorize the City Manager to sign and submit the Transportation Funding Claim to the Council of Fresno County Governments (COG) to facilitate the collection of City’s share of the Local Transportation Development Act and State Transit Assistance Funds (Articles 3 & 8, and Transit monies) for FY 2020-2021.

II. BACKGROUND:

The Council of Fresno County Governments has determined the apportionment of Local Transportation Funds and State Transit Assistance Funds for FY 2020-2021.

To facilitate distribution of the funds allocated to the City of Coalinga, a Transportation Funding Claim form (see attachment) must be submitted to COG. City Counciladopted Resolution No. 3629 on November 7, 2013 as a “continuing resolution” so that future action by City Council only requires authorization for the City Manager to sign and submit the Claim Form documents attached. These funds are used for transit operations and street maintenance. The following is a breakdown of this year’s claim.

FY2021
Bicycle & Pedestrian (Art. 3) 13,280
Regional Transportation Planning 18,545
Streets & Roads (Art. 8.A) 489,370
FCRTA (Transit Operations) 223,391
Consolidated Transp. Serv. Agency (CTSA) 33,461
County MOU Pleasant Valley 110,252
Funds Pending Further Claiming 70,698
TOTAL 958,997
III. DISCUSSION:

There is $958,997 in Local Transportation and State Transit Assistance revenues designated for Coalinga in FY 20-21.

A previously signed Memorandum of Understanding (MOU) with Fresno County on March 25, 2008 regarding Tax Sharing Agreement requires the City remit a portion of the transportation revenues to the County. Under Article IX section 9.2B, with the annexation of the non-contiguous Pleasant Valley State Prison and Mental Health Treatment Facility, this specific impact led to an increase in City share of certain population based revenues such as the Transportation Development Act Funds (TDA), and Measure C Program Funds. The MOU allows the City to remit to the County of Fresno their apportionment share of TDA and Measure C funds to be claimed out of the City of Coalinga TDA revenues. Based on population data received from the State Department of Finance, the calculation for FY 20-21 shows the City needs to reimburse the County $110,252 from TDA funds.

IV. ALTERNATIVES:

No alternatives recommended. This annualclaim ensures City receives its proportionate share of this transportation funding.

V. FISCAL IMPACT:

There is $958,997 in Local Transportation and State Transit Assistance revenues designated for Coalinga in FY 20-21, of which $502,650 willcome directly to the City for use.

STAFF REPORT - CITY COUNCIL/SUCCESSOR AGENCY/PUBLIC FINANCE

AUTHORITY
Subject: Authorize City Manager to Sign and Submit Local Transportation Development Funds for FiscalYear 2021-2022
Meeting Date: May 19, 2022
From: Marissa Trejo, City Manager
Prepared by: Jasmin Bains, Financial Services Director
I. RECOMMENDATION:

Financial Services Director recommends City Councilauthorize the City Manager to sign and submit the Transportation Funding Claim to the Council of Fresno County Governments (COG) to facilitate the collection of City’s share of the Local Transportation Development Act and State Transit Assistance Funds (Articles 3 & 8, and Transit monies) for FY 2021-2022.

II. BACKGROUND:

The Council of Fresno County Governments has determined the apportionment of Local Transportation Funds and State Transit Assistance Funds for FY 2021-2022.

FY2022
Bicycle & Pedestrian (Art. 3) 13,996
Regional Transportation Planning 19,546
Streets & Roads (Art. 8.A) 521,732
FCRTA (Transit Operations) 106,097
Consolidated Transp. Serv. Agency (CTSA) 35,329
County MOU Pleasant Valley 110,252
Funds Pending Further Claiming 9,159
TOTAL 816,111
III. DISCUSSION:

There is $816,111 in Local Transportation and State Transit Assistance revenues designated for Coalinga in FY 2021-2022.

There is $816,111 in Local Transportation and State Transit Assistance revenues designated for Coalinga in FY 21-22, of which $535,728 willcome directly to the City for use.

STAFF REPORT - CITY COUNCIL/SUCCESSOR AGENCY/PUBLIC FINANCE

AUTHORITY
Subject: Approve Purchase of Fire Department Training Structure with California Intergovernmental Risk Authority (CIRA) Grant Funds
Meeting Date: Thursday, May 19, 2022
From: Marissa Trejo, City Manager
Prepared by: Greg DuPuis, Fire Chief
I. RECOMMENDATION:

The Fire Chief and City Manager recommend that the City Council approve the purchase of a Fire Department training structure with California Intergovernmental Risk Authority (CIRA) grant funds.

II. BACKGROUND:

The Fire Department (CFD) has identified, and prioritized, firefighter training as a key to preventing firefighter injury and death. In addition, we recognize that through increased skilland competency our firefighters will be able to operate more efficiently and reduce overallcivilian injury, mortality, and fire loss.

After analyzing of our compliance with NFPA 100, which includes the minimum job performance requirements (JPRs) for career and volunteer fire fighters whose duties are primarily structural in nature, we identified a need for improved basic skills maintenance, and development.

The Fire Chief applied for and was awarded grant funding to construct a Fire Department training structure.

III. DISCUSSION:

We requested funds to purchase shipping containers to construct a three-story training tower and two different training props to provide training on a large variety of basic firefighter operations. These operations include vertical ventilation on pitched and flat roofs, gable end ventilation, forcible entry in “through the lock”, non-destructive door prying, hinge cutting, dead bolt cutting and drop bar entries. The props would also allow training opportunities for live fire, ladder evolutions, and firefighter bailout drills.

Currently we do not have a designated training facility or training prop where we can throw ladders, practice forcible entry, perform verticaland horizontal ventilation, live fire, or other basic firefighter skills. The closest training facility for us is in the cities of Fresno or Visalia, approximately an hour away. We do not have the funding to be able to pay for overtime for personnel to travel to those facilities. These training props would also be used by Coalinga PD (forcible entry and K9 searches) as well other fire department agencies on the West side of Fresno County that have the same constrictions as CFD. CFD currently has mutualand auto aid agreements with Fresno County Fire, Cal Fire, Pleasant Valley State Prison, and portions of Kings County Fire.

The purchase of these props would give us a foundation to build upon and give us the opportunity to train at a facility located within our response area. The effects of these training props will be measured by its ability to provide employee training that will improve the safety and efficiency of firefighters which in turn will reduce the loss of life and property to the community. All these factors combined will improve public safety in Coalinga.

Project Description
The project willconsist of purchasing shipping containers to create a three-story training structure. The structure will include props for forcible entry, ventilation, live fire, and other firefighter training evolutions. The design of the structure and construction will be done third party contractors as wellas firefighters for other tasks. All the contractors contacted could not provide an accurate quote until the shipping containers are in place and they make a site visit. The estimates below are from discussions with North Central Fire and Clovis Fire on the cost associated with the building of their own towers.

Projected Cost Breakdown
(3) 20’ shipping containers- $12,600
(5) 40” shipping containers- $30,000
Seismic engineering cost- $7,000
Purchase and installation of forcible entry door and ventilation prop- $25,000 On site improvements (concrete slab, welding contractor and designer) $75,000 Total project cost- Approximately $150,000
Examples of structures and props are included in the attached documents.

IV. ALTERNATIVES:

1. Do not accept the grant funds.

V. FISCAL IMPACT:

The Fire Department was awarded the grant funds not to exceed $150,000. There is no cost to the general fund, all purchases, design, and on-site improvements will be through the grant funds.

STAFF REPORT - CITY COUNCIL/SUCCESSOR AGENCY/PUBLIC FINANCE

AUTHORITY
Subject: Approve Acceptance of Grant Funds from California Intergovernmental Risk Authority (CIRA) for the Purchase of Electric Vehicles
Meeting Date: May 19, 2022
From: Marissa Trejo, City Manager
Prepared by: Jose Garza, Chief of Police
I. RECOMMENDATION:

City Manager and The Police Chief recommend the City Council accept grant funds from California Intergovernmental Risk Authority (CIRA) for the unbudgeted expense to the General Fund for the purchase of five electric vehicles to be used as commuter cars for officers traveling to and work from outside of the City Limits.

II. BACKGROUND:

On February 17, 2022, the Coalinga City Counciladopted Resolution No. 4064 authorizing the City Manager to submit a grant application to the San Joaquin Valley Air Pollution Control District to purchase police vehicles under the public benefit grant program. The grant total was $100,000 which left the City with a fiscal impact to the General Fund of $42,077.50 which was unbudgeted.

III. DISCUSSION:

The City applied and was approved for a CIRA grant in the amount of $42,077.50 for the unbudgeted fiscal impact to the General Fund for the purchase of five electric vehicles to be used as commuter cars for officers traveling to work from outside of the City Limits.

IV. ALTERNATIVES:

Don’t accept the grant funds.

V. FISCAL IMPACT:

This would save the General Fund $42,077.50 which was previously approved but not budgeted.

STAFF REPORT - CITY COUNCIL/SUCCESSOR AGENCY/PUBLIC FINANCE

AUTHORITY
Subject: Authorize Purchase of Small Package Outdoor Fitness Equipment for Centennial Park and Sandalwood Park Under the Parks Per Capital Grant Award Meeting Date: May 19, 2022
From: Marissa Trejo, City Manager
Prepared by: Sean Brewer, Assistant City Manager
I. RECOMMENDATION:

Staff is requesting City CouncilAuthorization to Purchase the Greenfield Outdoor Fitness Small Package Outdoor Fitness Equipment for Centennial Park and Sandalwood Park Under the Parks Per Capital Grant Award in the amount of $85,301.68.

II. BACKGROUND:

The City of Coalinga was allocated $187,000 in parks per capital funding in 2019 for park improvements. On September 2, 2021 the City Councilapproved the scope of work for Centennial Park and Sandalwood Park by purchasing and installing Outdoor Fitness equipment which includes 7 stations and signage at each park location. It would be installed on a concrete slab and the City would also installa large shade structure over the outdoor fitness area.

III. DISCUSSION:

In an effort to expedite the construction of this fitness equipment the City solicited proposals from three (3) park equipment vendors who manufacture fitness equipment so that the City can purchase the equipment ahead of the bidding the canopy and concrete slab that the equipment will be installed upon.

Staff reached out to three companies on April 15, 2022 and received quotes from suppliers for Landscape Structures and Greenfields Equipment. Gametime did not respond to staffs quote request, but we have provided a copy of their product page from their website which does list a price. Staff recommends moving forward with Greenfields product as they provide the best equipment for the city's needs and offers a competitive small park package that works for both parks.

IV. ALTERNATIVES:

Do not go with staff's recommendation and direct staff accordingly.

V. FISCAL IMPACT:

The authorization amount for this purchase is $85,301.68. This will supply equipment for both parks. These funds are covered by the Parks Per Capita Grant Funds and partially matched by Park Development Impact Fees.

To the extent permitted by law, Greenfields shall not be liable for any direct, indirect, special, incidental or consequential damages, which are expressly excluded from the sale of its product. To make claims under the terms of this warranty, please contact Greenfields’ Customer Support Center at [email protected]. Please include photos or video.

INSTALLATION
Greenfields’ equipment is constructed from heavy steel pipes and is subject to heavy forces and torques when in use as intended. Extra care must be taken to ensure that the equipment is securely installed so that it can be safely enjoyed for years to come.

There are two methods of installation for the equipment:
• Surface mount installation with posts bolted to a reinforced concrete slab a minimum of 6”-8” thick (please refer to Installation Instructions & Video for detailed guidelines)
• Permanent in-ground installation in which the equipment post extensions are placed in concrete footings and use provided rebar pegs (please refer to Installation Instructions & Video for detailed guidelines) Installers and project managers are encouraged to contact Greenfields’ Customer Support Center with any questions before and/or after installation. Detailed installations instructions are available for all products and are included in the Operations & Maintenance (O&M) Owner’s Manuals which are shipped with every order.

Often the installation of Greenfields products is assigned to the lowest bidding contractor. The contractor may not have been in contact with Greenfields prior to the project or seen the detailed Installation Instructions. It is the responsibility of the project manager to ensure installing contractor is provided with the most updated set of Greenfields’ Installation Instructions & Installation Video to ensure the validity of the warranty.

Should the project installer need a copy of the Installation Instructions, please contact Greenfields’ Customer Support Center at 888-315-9037 x105 or by email at [email protected].

SAFETY STANDARDS
This adult outdoor fitness equipment is not intended for use by unsupervised individuals younger than 14 years of age.

ASTM recently adopted ASTM F3101−15 Standard Specification for Unsupervised Public Use Outdoor Fitness Equipment.

While playgrounds are subject to laws in various states requiring compliance with ASTM and/or Consumer Product Safety Commission (CPSC) guidelines, at time of this publication, and to the best knowledge of the author, there are no state laws requiring compliance with standards set forth by ASTM for outdoor fitness equipment (nor with CPSC guidelines, as none currently exist.) Play equipment can be certified to be in compliance with ASTM by the International Playground Equipment Manufacturers Association (IPEMA), and many agencies have a requirement that they only purchase equipment that is IPEMA certified. However, at this time, this is not possible with outdoor fitness equipment, as IPEMA does not currently certify compliance of outdoor fitness equipment. In addition, at this time there are no programs in place to train certified inspectors for outdoor fitness equipment. Without a state law that requires compliance, specifications are voluntary only. However, Greenfields Outdoor Fitness strives to comply with all of the voluntary specifications of ASTM F3101-15.Greenfields recommends adding a customized sign to each project to limit liability.

SURFACING MATERIALS
Over the years, Greenfields’ product has been installed using the following types of surfacing: decomposed granite (aka DG or crushed granite), concrete, bonded rubber or poured-in-place surfacing, rubber tiles, asphalt, paver stones, and synthetic grass. Mulch, woodchips, beach sand, and sod have also been used but are not recommended with respect to wheelchair access. The type of surfacing used is ultimately the choice of the owner and their project manager. When it comes to Greenfields Functional Fitness Series, it is advised to use fall attenuating surfacing.

MAINTENANCE & EQUIPMENT UP KEEP
Greenfields Outdoor Fitness equipment is intended to be used by the unsupervised public in a variety of outdoor settings. Greenfields is extremely proud of the safe and durable design of its products, which are built to surpass their warranty under normal usage. Installations throughout the hemisphere prove this equipment’s success in both hot and cold climates, as well as dry and humid conditions. While the units are designed to require, for the most part, little to no maintenance, Greenfields recognizes that heavy and constant usage will require a minimal level of maintenance which will be scheduled based on the specific nature of each project.

Installation on an ocean front, or with a direct line of sight to the ocean, will expose the units to salt and will require additional maintenance which is not required at inland sites or in dry climates. Such installations will require a regular fresh water rinse to remove the salt from the units (do not use reclaimed water - exposing the equipment to reclaimed water will void warranty). Greenfields recommends periodic inspection by a maintenance team to ensure each and every apparatus functions as intended. Please refer to the Periodic Inspection Checklist provided with the O&M Owner’s Manuals.

Fresh-air fitness is on the rise
Today, the value of being outdoors, getting fresh air and recharging our minds and bodies is more important than ever. Regular exercise has always been a key component to a healthy lifestyle, but the benefits are even greater when it takes place outdoors.

Studies have found that exercising outdoors (compared to indoor exercise) may contribute to increased energy as well as reduced anger, tension and depression. Exposure to sunlight during outdoor fitness also enhances vitamin D production, which provides a boost in mood.

Landscape Structures offers a variety of outdoor fitness equipment solutions designed to welcome people of all ages, abilities, and activity levels to your community.

Show children that fitness is fun
We designed outdoor fitness equipment sized right for kid-style fitness and made it fun. When fitness is fun, children are more likely to try a healthy activity and stick with it. The result is increased cardiovascular health, increased upper- and lower-body strength and improved balance, agility and hand-eye coordination.

Make fitness possible for more adults
Outdoor fitness equipment eliminates two common barriers to exercise — time commitment and cost. Because outdoor exercise opportunities don’t require a gym membership, they allow more people to build free personal exercise programs into their own schedules and improve their health.

Find the right fit for your community
Be an advocate for good health and increase usage of your outdoor space. Offer a fitness space for community-held classes.

Place individual stations along a trail. Add an obstacle course to your park.

We’ll help you discover the right fit for your outdoor area, from parks and playgrounds to schools and senior living communities; basically anywhere people gather.

STAFF REPORT - CITY COUNCIL/SUCCESSOR AGENCY/PUBLIC FINANCE

AUTHORITY
Subject: Approve Lease Agreement with California Business Machines Meeting Date: Thursday, May 19, 2022
From: Marissa Trejo, City Manager
Prepared by: Jose Garza, Chief of Police
I. RECOMMENDATION:

Staff request Council’s approval in renewing a 63-month lease contract with California Business Machines for supplying the City 11 new copiers and providing full-service maintenance.

II. BACKGROUND:

On January 5, 2017, Councilentered into a 63-month lease agreement with California Business Machines to supply 11 copiers for the monthly amount of $805.72. The contract ends May 18, 2022. In addition, California Business Machines paid off two existing leases in the amount of $3,500.00 and returned the old copiers.

III. DISCUSSION:

The City requests to enter into a 63-month lease agreement with California Business Machines for the use of 11 new copiers (5-Kyocera M2640idw, 1-Kyocera M5526cdw, and 5 Kyocera TA 4054ci). California Business Machines will replace their old Kyocera copiers with new upgraded copiers.

The new agreement with California Business Machines will be in the amount of $606.00 per month, compared to the original lease amount of $805.72, a savings of $199.72 per month. The average monthly full-service maintenance cost, which includes paper usage, will be approximately $329.51. Thus, the totalcost is $935.51 per month for a new 63-month lease contract.

IV. ALTERNATIVES:

The Councilcould decide not to renew the lease agreement with California Business Machines and pay month to month untilan agreement is approved with another vendor.

V. FISCAL IMPACT:

The lease agreement in the amount of $606 and the maintenance agreement in the amount of $329.51, will impact the City’s General Fund monthly, in the totalamount of $935.51. Total yearly cost is $11,226.12. This is an increase of approximately $1,557 annually spread across all funds, however, as stated above, this new agreement includes full-service maintenance and paper usage so it will likely net a savings overall.

Re: CBM PERFORMANCE GUARANTY FOR KYOCERA COPIER/MFPs ON LEASE CBM IS A LOCAL 68-YEAR OLD COMPANY providing quality service to all its customers in the Valley and has never had an issue where we did not perform in keeping equipment running to manufacturer’s specs and to customers required service time. This is proven by our National BEI Gold Service Award for High Statistics as well as our repeating Business Journal “Best Office Equipment Dealer in the Valley” Vote – as well as backed by the word of all our customers including the references given.

SCOPE OF PROPOSED SERVICES: We guarantee a four -hour response time for all calls – or less when possible for emergencies. Kyocera has very long-life drums and maintenance kits for limited preventative maintenance cycles. In between PM calls, CBM will respond to all calls or alerts for service as quickly as possible. CBM techs are trained to do the complete call and will check and maintain all machines as necessary. We also will install Kyocera Fleet Services Software which will provide us service and toner level alerts as well as provide automatic meter reporting.

CBM GUARANTEES your equipment to work at or above Kyocera’s specifications for at least the term of the lease contract as long as covered under our maintenance program. CBM has an escalation process when there is a service issue that is not resolved. Although rarely occurring, CBM will provide a loaner if necessary – or an equivalent replacement.

Respectfully,
Teri Brymer
