STAFF REPORT - CITY COUNCIL/SUCCESSOR AGENCY/PUBLIC FINANCE

AUTHORITY
Subject: Authorize the Police Department to Purchase a Second Dual Purpose Canine Meeting Date: Thursday, May 4, 2023
From: Marissa Trejo, City Manager
Prepared by: Sean Young, Police Commander
I. RECOMMENDATION:

The Police Department is requesting the Councilauthorize the purchase of a second dual purpose canine.

II. BACKGROUND:

The Police Department would like to begin expanding its current K9 Unit and purchase a second canine. The department’s current vendor, Law Dog K9, has offered to donate a canine to the department, and only charge for the training course for the K9 Handler.

III. DISCUSSION:

K9 Officer Nitro is currently the only canine unit the City has and maintains a steady schedule with work and training. With the approval of a second dual purpose canine, the Police Department would be able to deploy the second canine on the opposite end of the week from K9 Officer Nitro. This would allow the department to have a K9 Officer on patrol seven days a week, with the exception of training days or when the canine handler is off due to vacation, sick leave or other training classes.

The funds for the second dual purpose canine would be provided by Coalinga Police K9 Foundation, Inc.

There are no additional funds needed to purchase a canine vehicle as the department has a spare K9 unit.

The annualcost for the second K9 unit is approximately $4,500.00 a year, which includes food, veterinary checkups and any miscellaneous supplies.

This canine will only be available for a short period of time, as other agencies willalso be looking at it. The next K9 Training Course with Law Dog K9 starts May 11th, 2023, hence the need to get this item on the agenda for this meeting. The next K9 Training Course would not start until possibly August 2023, and in that time frame, we would lose the opportunity of having a canine donated.

IV. ALTERNATIVES:

1. The councilcan approve this request.

2. The councilcan deny this request.

V. FISCAL IMPACT:

There will be no initial fiscal impact to the General Fund for the purchase of the canine as the canine will be donated by Law Dog K9.

The training course for the new K9 Handler is $10,500, which includes the Handler Protection Course and Narcotics Detection Course. This cost will be covered by funds from the Coalinga Police K9 Foundation, Inc. and will have no impact on the General Fund.

There will be an impact to the General Fund of approximately $4,500.00 per year to cover food, veterinary checkups and any miscellaneous supplies. This number is only an estimate and is anticipated to be much lower pending any medicalemergencies with the canine. The Coalinga Police Foundation, Inc. continues to actively raise money to ensure there is minimalcost to the City to keep this program running.
