1. CALL TO ORDER 6:00 PM
Council Members Present: Horn, Ramirez, Vosburg, Schindler, Hedgecock (via Zoom) *Councilman Hedgecock attended via an alternate location at 3825 East Main, Weatherford, OK 73096.
Others Present: Assistant City Manager Sean Brewer, City Attorney Mario Zamora, City Treasurer Dawn Kahikina, and Administrative Analyst Mercedes Garcia Council Members Absent: None
Others Absent: City Manager Marissa Trejo, Chief of Police Jose Garza, Financial Services Director Mai Vang, Fire Chief Greg DuPuis, and City Clerk Shannon Jensen Changes to the Agenda: City Manager Marissa Trejo announced the following changes to the Agenda:
1. Closed Session Item No. 9.1 is removed from the Agenda.

CITIZEN COMMENTS
The following individual(s) spoke under Citizen Comments:
Hilda Crawford announced the Coalinga-Huron Library District Summer Reading Program began on June 15, 2024 and will go through August 3, 2024. Each Saturday during the program the library will hold special events. For more information visit www.chld.org or call (559) 935-1676.
City Treasurer Dawn Kahikina stated she would like to see government reporting online and the ability to apply for City business license online.

4. PUBLIC HEARINGS
1. City Council Consideration and Authorization for the City Manager to Execute an Energy Services Contract with Johnson Controls, Inc. (JCI) to install photovoltaic Solar Panels at the Water and Wastewater Treatment Plants based on Specified Contingencies being Satisfied Assistant City Manager Sean Brewer gave a brief overview of the item.
Mayor Horn opened the Public Hearing for public comment. Hearing none, Mayor Horn closed the Public Hearing.
Motion by Schindler, Second by Horn to Approve Consent Calendar Item Nos. 5.1 through 5.6. Approved by a 5/0 Roll-Call Majority Vote.
5. CONSENT CALENDAR
1. Adopt Resolution No. 4213 Authorizing City Manager to Execute Agreement with Members of Pleasant Valley Water Conveyance Partners, LLC for Sale of Excess Untreated USBR Contract Water for Water Year 2024/2025
2. Declare Chevrolet Impala and Chevrolet Colorado as Surplus and Dispose of Vehicles
3. Adopt Resolution No. 4214 Amending the Fire Mid-Management Pay Scale
4. Adopt Resolution No. 4215 Amending the General Fund Pay Scale
5. City Council Consideration of Resolution No. 4216 Approving a New Gas Supplier and further Authorizing the City Manager to Execute a Contract with NRG City Council Consideration and Approval of a Ground Lease Agreement with Wood Land Company, LLC
Motion by Schindler, Second by Ramirez to Approve Consent Calendar Item Nos. 5.1 through 5.6. Approved by a 5/0 Roll-Call Majority Vote.

Councilman Vosburg thanked the Coalinga Machine Shop for their press for the books for the Library's Summer Reading Program.
Mayor's Announcements:
Mayor Horn announced that the annual Let Freedom Ring Celebration will be held on Saturday, June 29, 2024, with the fireworks show beginning shortly after dark.
8. FUTURE AGENDA ITEMS
Mayor Pro-Tem Ramirez requested a Future Agenda Item to revisit the speed bumps located at Glenn and Third Avenues.
