BOOK-ENTRY ONLY SYSTEM
The following description of the procedures and record keepingwith respect to beneficial ownership interests in the Bonds, payment of principal, redemption premium, if any, and interest with respect to the Bonds to The Depository Trust Company (“DTC”), New York, NY, its Participants or Beneficial Owners, confirmation and transfers of beneficial ownership interests in the Bonds and other related transactions by and between DTC, its Participants and the Beneficial Owners is based solely on the understanding of the Authority of such procedures and record keeping from information provided by DTC. Accordingly, no representations can be made concerning these matters and neither DTC, its Participants nor the Beneficial Owners should rely on the foregoing information with respect to such matters but should instead confirm the same with DTC or its Participants, as the case may be. The City, the Authority, the Trustee and the Underwriter understand that the current “Rules” applicable to DTC are on filewith the Securities and ExchangeCommission and that the current “Procedures” of DTCto be followed in dealing with Participants are on file with DTC.
DTC will act as securities depository for the Bonds. The Bonds will be issued as fully registered securities registered in the name of Cede & Co. (DTC’s partnership nominee) or such other name as may be requested by an authorized representative of DTC. One fully registered Bond certificate will be issued for each maturity of the Bonds, each in the aggregate principal amount of such maturity, and will be deposited with DTC.
DTC, the world’s largest depository, is a limited-purpose trust company organized under the New York Banking Law, a “banking organization” within the meaning of the New York Banking Law, a member of the Federal Reserve System, a “clearing corporation” within the meaning of the New York Uniform Commercial Code, and a “clearing agency” registered pursuant to the provisions of Section 17A of the Securities Exchange Act of 1934. DTC holds and provides asset servicing for over 3.5 million issues of U.S. and non-U.S. equity issues, corporate and municipal debt issues, and money market instruments (from over 100 countries) that DTC’s participants (“Direct Participants”) deposit with DTC. DTC also facilitates the post-trade settlement among Direct Participants of sales and other securities transactions in deposited securities, through electronic computerized book-entry transfers and pledges between Direct Participants’ accounts. This eliminates the need for physical movement of securities certificates. Direct Participantsinclude both U.S. and non-U.S.securities brokers and dealers, banks, trust companies, clearing corporations, and certain other organizations. DTC is a wholly owned subsidiary of The Depository Trust & Clearing Corporation (“DTCC”). DTCC isthe holding company for DTC, National Securities Clearing Corporation and Fixed Income Clearing Corporation, all of which are registered clearing agencies. DTTC is owned by users of its regulated subsidiaries. Access to the DTC system is also available to others such as both U.S. and non-U.S. securities brokers and dealers, banks, trust companies, and clearing corporations that clear through or maintain a custodial relationship with a Direct Participant, either directly or indirectly (“Indirect Participants”). DTC has a Standard & Poor’s rating of AA+. The DTC Rules applicable to its Participants are on file with the Securities and Exchange Commission. More information about DTC can be found at www.dtcc.com and www.dtc.org.
Purchases of the Bonds under the DTC system must be made by or through Direct Participants, which will receive a credit for the Bonds on DTC’s records. The ownership interest of each actual purchaser of each Bond (“Beneficial Owner”) is in turn to be recorded on the Direct and Indirect Participants’ records. Beneficial Owners will notreceivewritten confirmation from DTCof their purchase. Beneficial Owners are, however, expected to receive written confirmations providing details of the transaction, as well as periodic statements of their holdings, from the Direct orIndirect Participant throughwhich the Beneficial Owner entered into the transaction. Transfers of ownership interests in the Bonds are to be accomplished by entries made on the books of Direct and Indirect Participants acting on behalf of Beneficial Owners. Beneficial Owners will not receive certificates representing their ownership interests in the Bonds, except in the event that use of the book-entry system for the Bonds is discontinued.
To facilitate subsequent transfers, all Bonds deposited by Direct Participants with DTC are registered in the name of DTC’s partnership nominee, Cede & Co., or such other name as may be requested by an authorized Appendix G
representative of DTC. The deposit of the Bonds with DTC and their registration in the name of Cede & Co. or such other DTC nominee do not affect any change in beneficial ownership. DTC has no knowledge of the actual Beneficial Owners of the Bonds; DTC’srecordsreflect only the identity of the Direct Participantsto whose accountssuch Bonds are credited, which may or may not be the Beneficial Owners. The Direct and Indirect Participants will remain responsible for keeping account of their holdings on behalf of their customers.
Conveyance of notices and other communications by DTC to Direct Participants, by Direct Participants to Indirect Participants, and by Direct Participants and Indirect Participants to Beneficial Owners will be governed by arrangements among them, subject to any statutory or regulatory requirements as may be in effect from time to time.
Beneficial Owners of the Bonds may wish to take certain steps to augment the transmission to them of notices of significant events with respect to the Bonds, such as redemptions, tenders, defaults, and proposed amendments to the Trust Agreement. For example, Beneficial Owners of the Bonds may wish to ascertain that the nominee holding the Bonds for their benefit has agreed to obtain and transmit notices to Beneficial Owners. In the alternative, Beneficial Owners may wish to provide their names and addresses to the registrar and request that copies of notices be provided directly to them.
Redemption notices shall be sent to DTC, if less than all of the Bonds within a maturity are being redeemed.
DTC’s practice is to determine by lot the amount of the interest of each Direct Participant in each issue to be redeemed.
Neither DTC nor Cede & Co. (nor any other DTC nominee) will consent or vote with respect to the Bonds unless authorized by a Direct Participant in accordance with DTC’s MMI Procedures. Under its usual procedures, DTC mails an Omnibus Proxy to the Issuer assoon as possible after the record date. The Omnibus Proxy assigns Cede & Co.’s consenting or voting rightsto those Direct Participantstowhose accountsthe Bonds are credited on the record date (identified in a listing attached to the Omnibus Proxy).
Payments of principal of, premium, if any, and interest on the Bonds will be made to Cede & Co., or such other nominee as may be requested by an authorized representative of DTC. DTC’s practice is to credit Direct Participants’ accounts upon DTC’sreceipt of funds and corresponding detail information from theCity, theAuthority or the Trustee, on payable date in accordance with their respective holdings shown on DTC’s records. Payments by Participants to Beneficial Owners will be governed by standing instructions and customary practices, as is the case with securities held for the accounts of customers in bearer form or registered in “street name,” and will be the responsibility of such Participant and not of DTC, the Trustee, the City or the Authority, subject to any statutory or regulatory requirements as may be in effect from time to time. Payments of principal of, premium, if any, and interest on the Bonds by Cede & Co (or such other nominee as may be requested by an authorized representative of DTC) is the responsibility of the City, the Authority or the Trustee, disbursement of such payments to Direct Participants will be the responsibility of DTC, and disbursement of such payments to the Beneficial Owners will be the responsibility of Direct and Indirect Participants.
DTC may discontinue providing its services as depository with respect to the Bonds at any time by giving reasonable notice to the City, the Authority or the Trustee. Under such circumstances, in the event that a successor depository is not obtained, Bond certificates are required to be printed and delivered.
The Authority may decide to discontinue use of the system of book-entry transfers through DTC (or a successor securities depository). In that event, Bond certificates will be printed and delivered.
The foregoing information concerning DTC and DTC’s book-entry system has been provided by DTC, and neither the Authority nor the Trustee takes any responsibility for the accuracy thereof.
NEITHER THE AUTHORITY NOR THE TRUSTEE WILL HAVE ANY RESPONSIBILITY OR
OBLIGATION TO DTC PARTICIPANTS, INDIRECT PARTICIPANTS OR BENEFICIAL OWNERS WITH
RESPECT TO THE PAYMENTS OR THE PROVIDING OF NOTICE TO DTC PARTICIPANTS, INDIRECT PARTICIPANTS OR BENEFICIAL OWNERS OR THE SELECTION OF BONDS FOR REDEMPTION.
Appendix G
Neither the Authority nor the Trustee can give any assurances that DTC, DTC Participants, Indirect Participants or others will distribute payments of principal of, premium, if any, and interest on the Bonds paid to DTC or its nominee, as the registered Owner, or any redemption or other notice, to the Beneficial Owners or that they will do so on a timely basis or that DTC will serve and act in a manner described in this Official Statement.
In the event that the book-entry system is discontinued as described above, the requirements of the Trust Agreement will apply.
The City, the Authority and the Trustee cannot and do not give any assurances that DTC, the Participants or others will distribute payments of principal, interest or premium, if any, evidenced by the Bonds paid to DTC or its nominee as the registered owner, or will distribute any redemption notices or other notices, to the Beneficial Owners, or that they will do so on a timely basis or willserve and act in the manner described in this Official Statement. Neither the Authority nor the Trustee are responsible or liable for the failure of DTC or any Participant to make any payment or give any notice to a Beneficial Owner with respect to the Bonds or an error or delay relating thereto.

STAFF REPORT - CITY COUNCIL/SUCCESSOR AGENCY/PUBLIC FINANCE
AUTHORITY
Subject: Adopt Resolution No. 4223 Updating the General Fund and Enterprise Funds Reserve Policy for the City of Coalinga for FiscalYear 2024-2025 Meeting Date: August 1, 2024
From: Marissa Trejo, City Manager
Prepared by: Mai Vang, Financial Services Director
I. RECOMMENDATION:
Financial Services Director recommends the City CouncilAdopt Resolution No. 4223 Updating the General Fund and Enterprise Funds Reserve Policy for the City of Coalinga for FiscalYear 2024-2025 II. BACKGROUND:
Municipal governments operate in an increasingly volatile and uncertain world. More uncertainty gives rise to more risk. Reserves are one of the tools the City uses to manage risk, chiefly by self-insuring against certain risks. To assist in managing such risks, the City maintains a Reserve Policy that establishes proper procedures to proactively manage Fund Balances and to set minimum targets as it relates to ‘cash on hand’ in the City’s General Fund Reserve Fund and Enterprise Reserve Funds. The City Council most recently adopted Resolution No. 4004 to establish the Reserve Policy on January 21, 2021.
Since the most recent amendment to the Reserve Policy, the City, like most municipal governments, has weathered a period of volatility and economic uncertainty.
III. DISCUSSION:
In response to this changing and uncertain economic climate, the Financial Services Director has proposed amendments to the Reserve Policy most previously established in 2021 that clarifies and expands upon certain procedures relating to reserves and Fund Balances. Furthermore, the proposed amendments adjust City reserve targets to thresholds that better align with the reality of the current financialcondition of the City and its various funds.
The attached resolution would update the Reserve Policy for the City's General Fund and Enterprise Reserve Funds. The adequacy of a reserve fund balance should be assessed based upon a government’s specific circumstances. The Government Finance Officers Association (GFOA) issued two Best Practices that specifically address this subject. Each Best Practice recommends that general purpose governments, regardless of size, adopt policies that state that unrestricted fund balance in the General Fund be no less than two months of regular operating revenue or expenditures. The Reserve Policies should be established based upon a long-term perspective recognizing that stated thresholds are considered minimum balances. The main objective of establishing and maintaining a Reserve Policy is for the City to be in a strong fiscal position that will allow for a better position to address unanticipated expenses and weather negative economic trends.
POLICY SUMMARY
The attached resolution establishes a Fund Balance Policy for the General Fund and Enterprise Funds as follows:
Establishes a target amount of cash on hand in the Reserve funds of no less than three months (90 days) of regular operating expenditures.
The ‘cash on hand’ in the General Fund and Enterprise Reserve funds shall be the valuation measure used to determine each respective reserve fund balance.
Identifies typical resources that are appropriate to add to or replenish fund balances, such as nonrecurring revenues and budget surpluses.
Contributions/Uses of the General Fund and Enterprise Funds Reserve shallcontinue to be approved by the City Council using the annual budget, regular, or mid-year budget amendment process.
In the event that the cash on hand in the General Fund Reserve or Enterprise Funds Reserves falls below the established minimum threshold, staff will develop and present to the Councilavailable options and strategies to replenish the funds and or reduce the deficit as soon as possible. Generally, fund balances should be replenished within one to three years of use, or as soon as economic conditions allow.
Funds in the General Fund Reserve and Enterprise Funds Reserves cannot be spent without Council approval; however, this policy acknowledges and allows the continued use of the Reserve fund balances as a financing “bridge” to ensure stable cash flow in the General Fund and Enterprise Funds during specific months of the fiscal year leading up to the receipt of anticipated/budgeted revenue allocations (e.g. property tax, sales tax).
100% of interest earnings shall be deposited and or retained in the appropriate Reserve fund.
IV. ALTERNATIVES:
Not approve the General Fund and Enterprise Funds Reserve Policy that has been recommended by the Financial Services Director.
V. FISCAL IMPACT:
There is no immediate impact of adopting this financial policy. If adopted, this policy will guide Staff and the City Council to allocate appropriate resources to build and maintain the current General Fund and Enterprise reserve balances to the minimum levelas recommended by the GFOA. Credit agencies, lenders, and other stakeholders look favorably upon agencies that adopt and implement robust financial policies as it demonstrates a commitment to sound financial management.

RESOLUTION NO 4223
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF COALINGA
REVISING THE ANNUAL CITY OF COALINGA RESERVE POLICY FOR THE GENERAL FUND AND THE ENTERPRISE FUNDS FOR FISCAL YEAR 2024-2025 WHEREAS, It is essential that governments maintain adequate levels of fund balance to mitigate risks, and provide a back-up for revenue shortfalls, working capital, budgetary stabilization, and responding to extreme events in order to maintain essential services; and
WHEREAS, In 2020-2021, the City Council authorized the creation of a General Fund Reserve Fund that serves as a “savings account” of the general fund reserves and can only be spent with City Council authority; and
WHEREAS, the City had not previously established a formal fund balance policy for the City’s General Fund Reserve or Enterprise Funds Reserves; and WHEREAS, The Government Finance Officers Association (GFOA) recommends at a minimum, that general-purpose governments, regardless of size, incorporate in its financial policies that unrestricted fund balances be no less than two months of regular operating revenues or regular operating expenditures; and WHEREAS, The fund balance policy should also establish a transparent strategy to add to or replenish fund balance, including defining the revenue sources that would typically be looked to for this purpose; and
WHEREAS, the City Council adopted Resolution 4004 on January 21, 2021 establishing a fund balance policy for the City to work towards and maintain a minimum level of cash on hand, equivalent to 180 days operating expenditures, in the City's Reserves; and
WHEREAS, since its inception, the policy has achieved its goal of being available for significant unanticipated costs and covering temporary cash flow needs, while City staff and the Council have worked diligently towards building its Reserves to meet and eventually exceed the minimum target, and
WHEREAS, in recognition of increased economic and regulatory uncertainty, as well as significant cost factors outside of the City’s control that may adversely affect municipal finances in the future, the City Council and staff desire to revise the target amount of reserves to no less than three months (90 days) of regular general fund and enterprise funds operating expenditures.
NOW THEREFORE, BE IT RESOLVED by the City Council of the City of Coalinga in the exercise of its discretion, as follows:
Section 1. Establish a target amount of ‘cash on hand’ in the General Fund Reserve and Enterprise Funds Reserve funds of no less than three months (90 days) of Resolution No. 4223
regular general fund operating expenditures, generally excluding capital outlay items, debt service and depreciation expense, for the prior fiscal year. The value of three months of operating expenditures to be held in the General Fund Reserve fund shall be recalculated annually at the close of the previous fiscal year. The ‘cash on hand’ in the Reserve funds shall be the valuation measure used to determine the reserve funds balances.
Section 2. Typical resources that are appropriate to add to or replenish fund balances include non-recurring revenues and budget surpluses. Year-end surpluses are an especially appropriate source for replenishing fund balance. Additionally, direct pay subsidies are an appropriate replenishment source for Enterprise Fund Reserves.
However, depending upon the City’s current or projected financial status, it may be appropriate to defer utilizing these additional resources (for adding to or replenishing the Reserve funds balances) if an imminent budgetary shortfall is projected in the current or following fiscal year.
Section 3. All contributions to and uses of the General Fund Reserve and Enterprise Fund Reserves shall continue to be approved by the City Council.
Section 4. The value of three months (90 days) of operating expenditures is established only as a minimum fund balance reserve target. The addition or accumulation of future resources that exceed this target is encouraged, subject to current and projected budgetary status of the City at any given time. Staff and future councils should review this policy annually to ensure it is meeting expectations and consider relevant economic factors influencing fund balances and reserve levels.
Section 5. In the event that the cash on hand in the General Fund Reserve or Enterprise Funds Reserves falls below the established minimum threshold, staff will develop and present to the Council available options and strategies to replenish the funds and or reduce the deficit as soon as possible. Generally, fund balances should be replenished within one to three years of use, or as soon as economic conditions allow.
Section 6.
Section 7. 100% of interest earnings shall be deposited and or retained in the appropriate Reserve fund.
Section 8. This Resolution and resulting Financial Policy shall supersede Resolution 4004, take effect immediately after its adoption, and shall remain in effect until amended by the City Council by future resolution.

Subject: Adopt Resolution No. 4224 Amending the City's Conflict of Interest Code Regarding Designated Employees and Disclosure Categories as Required by the Political Reform Act and Approving the 2024 LocalAgency Biennial Notice Meeting Date: Thursday, August 1, 2024
From: Marissa Trejo, City Manager
Prepared by: Shannon Jensen, City Clerk
I. RECOMMENDATION:
City Manager recommends the City Counciladopt Resolution No. 4224 amending the City's Conflict of Interest Code regarding designated employees and associated disclosure categories as required by the Political Reform Act and approve the the 2024 LocalAgency Biennial Notice.
II. BACKGROUND:
A conflict of interest code tells public officials, government employees, and consultants ("designated employees") what financial interests they must disclose on their Statement of Economic Interest (Form 700).
Financial interests include investments, business positions, income, loans, and gifts. The code requires different levels of disclosure ("disclosure categories") for the designated positions. An accurate disclosure is essential to monitor whether officials, employees, and consultants have conflicts of interest and is the basis or the transparency that California's Political Reform Act requires of public officials.
III. DISCUSSION:
The Political Reform Act requires every local government agency to adopt a conflict of interest code and review that code at least every two (2) years. Amendments are required to include new positions, revision of disclosure categories, revision to titles of existing positions, and deletion of titles of positions that have been abolished and/or positions that no longer make or participate in making governmental decisions.
No amendments are necessary since the City's last biennial notice in 2022.

STAFF REPORT - CITY COUNCIL/SUCCESSOR AGENCY/PUBLIC FINANCE
AUTHORITY
Subject: Authorize the Police Department to Purchase Two New Patrol Vehicles Meeting Date:
From: Marissa Trejo, City Manager
Prepared by: Sean Young, Police Commander
I. RECOMMENDATION:
Staff is requesting authorization to purchase 2 new patrol vehicles.
II. BACKGROUND:
The police department is still in need of purchasing new vehicles to supplement its existing fleet. The current fleet continues to have issues and are constantly being repaired due to the age of the vehicles. Council previously authorized the purchase of 2 patrol vehicles using COPS grant funding. Those vehicles have been ordered but will not be ready and delivered until the first quarter of 2025.
III. DISCUSSION:
Fleet vehicles that are ready for upfiting are still difficult to locate. As stated, the police department currently purchased two Dodge Chargers in January 2024 using COPS grant funding. Those vehicles were supposed to be available and ready for upfitting, but will not be completed and shipped until the first quarter of 2025.
A vehicle supplier the police department has used before, Dana Safety Supply, recently contacted the police department and advised us they had several Ford Police Interceptor Units (Explorers) available and on their lot in the Los Angeles area. Dana Safety Supply can also upfit emergency vehicles, so will be able to deliver a vehicle that is patrol ready, except for a radio, which Cooks Communication in Fresno handles for the police department.
There have been no other vendors that have vehicles readily available for purchase that can help update our deteriorating fleet.
IV. ALTERNATIVES:
Deny the purchase of these two vehicles.
V. FISCAL IMPACT:
Staff requested an increase of $160,000 in our 2024 / 2025 budget specifically for the purchase of two new patrol vehicles, which was approved with the new budget. The vehicles willcost $52,101.28 each, for a total of $104,202.56. The cost to upfit both vehicles is $51,266.07 for the pair. This brings the total purchase cost to $155,468.63. If approved, the cost of these two vehicles will be taken from the police departments Police Vehicles Lease Principal line item.

STAFF REPORT - CITY COUNCIL/SUCCESSOR AGENCY/PUBLIC FINANCE
AUTHORITY
Subject: Consideration of Bid Award for Birch, Durian & Lucille Ave Improvements Meeting Date: Thursday, August 1, 2024
From: Marissa Trejo, City Manager
Prepared by: Sean Brewer, Assistant City Manager
I. RECOMMENDATION:
It is recommended that the Coalinga City Council ward a Contract in the amount of $164,380.00 to A.J.
Excavation, Inc., 514 N. Brawley Ave., Fresno, CA 93706 for the Birch, Durian & Lucille Ave Improvements Project. It is also recommended that a contingency of 10% ($16,438.00) be included in the Councilaction to cover any unforeseen incidentals for a totalauthorization amount of $180,818.00.
II. BACKGROUND:
In May 2024, the Coalinga City Council directed staff to prepare engineering plans and specifications and authorized a call for bids for the Birch, Durian & Lucille Ave Improvements Project. The project will implement street improvements to East Birch Avenue between 5th Street / Coalinga Plaza and North 4th Street, and East Birch Avenue between 5th Street / Coalinga Plaza and Sunset Street, and West Durian Avenue between North Sunset Street to North 7th Street. It will encompass 1.5” cold milling of the existing asphalt concrete on Birch and Durian Avenues with new 1.5” asphalt concrete overlay and removal of one existing concrete valley gutter on both Birch and Durian with new concrete valley gutter and new subbase. No utilities were found and there will be no improvements to existing curb, gutters, and ramps. Existing Striping will be removed and improved by the City of Coalinga Public Works Department.
III. DISCUSSION:
City Staff received and opened four bids for this project on July 18, 2024, at 2:00 p.m. A.J. Excavation, Inc., was the apparent low bidder with a total bid proposal of $164,380.00. The Engineer’s Estimate was $152,570.00. The entire bid summary is included as Attachment “A”. A.J. Excavation, Inc., has furnished the required bid bond. If the City Council decides to award the project to A.J. Excavation, Inc., and the “Notice to Proceed” is issued, the contractor will have 45 working days to complete the work. The following is a tentative schedule:
Award of Contract: August 1, 2024
Start of Construction: September 16, 2024
Completion of Construction: November 19, 2024
IV. ALTERNATIVES:
The alternative to this councilaction would be to reject all bids. If all bids are rejected, the city would have to re-advertise or cancel the project. Staff believes that re-advertising the project will not result in lower bids.
V. FISCAL IMPACT:
Total authorization request for this contract is $164,380.00 with an additional 10% contingency of $16,438.00 for a total of $180,818.00. This project is funded from TDA Street Maintenance Fund which has appropriate funds to cover the expense.
There will be no fiscal impact to the General Fund.

Monthly Report
The Coalinga Police Department, in partnership with the community, continues to do an outstanding job in addressing crime in the city. According to the Month to Month and Year to Year Table of Part 1 Crimes (See Table below), crimes are down by 22% Year to Date compared to last year 2023. For the month of June 2024, Part 1 crimes were up by 11% compared to June 2023, which was primarily due to an increase in the number of assaults (Of the14 assaults, 3 were domestic violence related). We need to keep the momentum going and work together to hold these criminals accountable for their actions.
Notable Investigation and Arrest (Press Release)
“On June 4th, 2024, at about 8pm, officers were dispatched to the 100 block of Madison Street for a report of a stabbing. Upon arriving, officers learned that two brothers had been involved in an argument which led to a physical fight, resulting in one brother stabbing the other brother in the chest. The suspect, identified as Coalinga resident Cezar Javier Oropeza-Velazquez, was arrested at the scene after a brief struggle with officers. The victim was treated at the scene by Coalinga EMS and then transported to the Regional Medical Center in Fresno for further treatment of his wounds. Oropeza-Velasquez was later transported to the Fresno County Jail for attempted murder, resisting / obstructing officers, and parole violation. Oropeza-Velasquez has prior arrests for assault with a deadly weapon, narcotic violations, and is currently on parole for burglary.”

DATE: Wednesday, July 10, 2024
TO: Mayors, Council Members, City Clerks, and City Managers RE: DESIGNATION OF VOTING DELEGATES AND ALTERNATES
League of California Cities Annual Conference and Expo, Oct. 16-18, 2024 Long Beach Convention Center
Every year, the League of California Cities convenes a member-driven General Assembly at the Cal Cities Annual Conference and Expo. The General Assembly is an important opportunity where city officials can directly participate in the development of Cal Cities policy.
Taking place on Oct. 18, the General Assembly is comprised of voting delegates appointed by each member city; every city has one voting delegate. Your appointed voting delegate plays an important role during the General Assembly by representing your city and voting on resolutions.
To cast a vote during the General Assembly, your city must designate a voting delegate and up to two alternate voting delegates, one of whom may vote if the designated voting delegate is unable to serve in that capacity. Voting delegates may either be an elected or appointed official.
Action by Council Required. Consistent with Cal Cities bylaws, a city’s voting delegate and up to two alternates must be designated by the city council. Please note that designating the voting delegate and alternates must be done by city council action and cannot be accomplished by individual action of the mayor or city manager alone.
Following council action, please submit your city’s delegates through the online submission portal by Wed., Sept. 25. When completing the Voting Delegate submission form, you will be asked to attest that council action was taken. You will need to be signed in to your My Cal Cities account when submitting the form.
Submitting your voting delegate form by the deadline will allow us time to establish voting delegate/alternate records prior to the conference and provide pre-conference communications with voting delegates.
Conference Registration Required. The voting delegate and alternates must be registered to attend the conference. They need not register for the entire conference; they may register for Friday only. Conference registration is open on the Cal Cities website.
Council Action Advised by September 25, 2024
For a city to cast a vote, one voter must be present at the General Assembly and in possession of the voting delegate card and voting tool. Voting delegates and alternates need to pick up their conference badges before signing in and picking up the voting delegate card at the voting delegate desk. This will enable them to receive the special sticker on their name badges that will admit the voting delegate into the voting area during the General Assembly.
Please view Cal Cities’ event and meeting policy in advance of the conference.
Transferring Voting Card to Non-Designated Individuals Not Allowed. The voting delegate card may be transferred freely between the voting delegate and alternates, but only between the voting delegate and alternates. If the voting delegate and alternates find themselves unable to attend the General Assembly, they may not transfer the voting card to another city official.
Seating Protocol during General Assembly. At the General Assembly, individuals with a voting card will sit in a designated area. Admission to the voting area will be limited to the individual in possession of the voting card and with a special sticker on their name badge identifying them as a voting delegate.
The voting delegate desk, located in the conference registration area of the Long Beach Convention Center in Long Beach, will be open at the following times: Wednesday, Oct. 16, 8:00 a.m.-6:00 p.m. and Thursday, Oct. 17, 7:30 a.m.-4:00 p.m. On Friday, Oct. 18, the voting delegate desk will be open at the General Assembly, starting at 7:30 a.m., but will be closed during roll calls and voting.
The voting procedures that will be used at the conference are attached to this memo.
Please share these procedures and this memo with your council and especially with the individuals that your council designates as your city’s voting delegate and alternates.
Once again, thank you for submitting your voting delegate and alternates by Wednesday, Sept. 25. If you have questions, please contact Zach Seals at [email protected].

How it works: Cal Cities
Resolutions and the General Assembly
General Assembly
General Resolutions Policy Committees
Developing League of California Cities policy is a dynamic process that engages a wide range of members to ensure Cal Cities represents cities with one voice. These policies directly guide Cal Cities’ advocacy to promote local decision-making, and lobby against statewide policies that erode local control.
The resolutions process and General Assembly is one way that city officials can directly participate in the development of Cal Cities policy. If a resolution is approved at the General Assembly, it becomes official Cal Cities policy. Here’s how resolutions and the General Assembly work.
The petitioned
resolution is an
alternate method
to introduce policy
proposals during
the annual conference. The
petition must be signed by
voting delegates from 10% of
member cities, and submitted to
the Cal Cities President at least
24 hours before the beginning
of the General Assembly.
Petitioned Resolutions
The Cal Cities
President assigns
general resolutions
to policy committees
where members
review, debate, and recommend
positions for each policy proposal.
Recommendations are forwarded
to the Resolutions Committee.
Who’s who
The Resolutions Committee
includes representatives
from each Cal Cities
diversity caucus, regional
division, municipal
department, and policy
committee, as well as
individuals appointed by
the Cal Cities president.
Voting delegates
are appointed by each
member city; every city
has one voting delegate.
The General Assembly is a
meeting of the collective
body of all voting
delegates —one from
every member city.
Seven policy committees
meet throughout the year
to review and recommend
positions to take on bills
and regulatory proposals.
Policy committees include
members from each Cal
Cities diversity caucus,
regional division, and
municipal department,
as well as individuals
appointed by the Cal
Cities president.
During the General Assembly, voting delegates
debate and consider general and petitioned
resolutions forwarded by the Resolutions
Committee. Potential Cal Cities bylaws
amendments are also considered at this meeting.
Cal Cities policy
development is a memberinformed process,
grounded in the voices and
experiences of city officials
throughout the state.
