STAFF REPORT - CITY COUNCIL/SUCCESSOR AGENCY/PUBLIC FINANCE

AUTHORITY
Subject: Council Consideration and Approval of a Budget Authorization Request to Undertake SeveralAsphalt Concrete (AC) Street Patches at Various Locations in and Around the City
Meeting Date: Thursday November 7, 2024
From: Sean Brewer, Interim City Manager
Prepared by: Sean Brewer, Interim City Manager
I. RECOMMENDATION:

Staff recommends that the City Councilapprove a budget allocation not to exceed $100,000 from the Street Maintenance Funds and permit the Interim City Manager to undertake multiple patch AC street projects throughout the City, using the services of the existing contractor currently working on the Durian, Birch and Lucille Paving Project.

II. BACKGROUND:

The City of Coalinga has a list of identified areas in need of asphalt patch repairs due to past water leaks, potholes, and various signs of deteriorating pavement.

Engaging an existing contractor (AJ Construction), currently working on the Durian, Birch and Lucille Paving Project, with experience and familiarity with our infrastructure willallow us to complete these repairs efficiently and cost-effectively, without the need for a separate bidding process. This approach ensures timely and effective improvements to our roadways. Due to the length of the project the City is within an unanticipated window to take advantage of the mobilized contractor to undertake the various patch jobs.

III. DISCUSSION:

The scope of work to be conducted includes partial dig outs, re-compaction and overlay of AC at the following locations:

Polk Street near Monterey to the County Line
Derrick Ave near Derrick Water Tank (water leak patch)
Derrick Ave Near Gale Ave (water leak patch)
Washington Street near Princeton/Joaquin (large pothole replacement) Van Ness at Sunset (deteriorating asphalt)
Van Ness at Lincoln Street (previous water leak)
A copy of the exhibit with locations has been attached for the council's review.

IV. ALTERNATIVES:

Do not approve the requested budget allocation.

V. FISCAL IMPACT:

A budget authorization of TDA street maintenance funds not to exceed $100,000 for the listed patch locations. The TDA street maintenance funds has sufficient fund to support this budget request.
