What is Measure C?
Adopted in 1986 and renewed in 2006, Measure C’s ½ cent retail sales tax has transformed the transportation landscape in the Fresno-Clovis Metro area as well as Fresno County. Measure C has been widely successful due to its focus on transportation needs in Fresno County.  Measure C has improved our freeway system, our local city streets and county roads, and our local and rural transit services.  Fresno County was one of the first self-help counties in California.  Over the past 37 years, Fresno County has been able to leverage over $8 billion for transportation because Measure C has been able to provide matching funds.
 Measure C has continued to provide safe, efficient and affordable transportation for Fresno County, by connecting us with health care, emergency services, education and jobs opportunities.
 Under the current measure, annually 35% of Measure C revenues goes directly to local agencies for road maintenance/street repair.

A well-maintained street or road is critical for the safety and mobility of emergency responders, law enforcement, agriculture and commerce needs and everyday user.
 Fresno County streets and roads are critical for moving an everincreasing number of people and goods.  Our nation’s streets, roads and highways move 72%, or nearly $17 trillion, of our nation’s goods.
 There are over 36,000 traffic fatalities on our nation roads.  Forty-three percent of our public roadways and 45,000 Bridges are in poor or mediocre condition.
 AND The World Economic Forum now ranks the United States 13th when it comes to the overall quality of infrastructure.  There is never going to be enough money from the Federal/State to fix, repair, maintain or expand our streets, roads or highways.  Measure C has been able to help close that funding gap over the past 37 years.

 Does it continue to invest in much needed roadway/street repairs, pavement quality, congestion relief, improved air quality, transport goods and mobility to all Fresno County residents.
 In addition, does MC3 need to be more forward-looking, what safety improvements can be made, what impact will high-speed rail have to travel, Alt Transportation such as light rail or rapid bus cooridors  What happens if Measure C goes away?
 Funding for local project will be greatly reduced

Re: Fire Division employee of the year
It is my honor to announce Fire Captain/Paramedic Stephen Hein as the Fire Division Employee of the Year for 2024.

Captain Hein has been with the department since September of 2019 and exemplifies what a Coalinga Fire employee should be. Stephen’s dedication to the department is demonstrated in his daily activity. Not a moment goes by when Stephen is not doing something to make the department better. Whether it is perfecting his own skills or helping others, volunteering for projects, or finding ways to serve the community, Stephen is constantly busy in between calls working at making the department better.

Captain Hein has promoted rather quickly through the ranks that is usually unheard of in the fire service. Usually, it takes 10-15 years of service until you reach Captain rank, However, due to attrition Captain Hein had the opportunity to test, promote, and successfully pass probation for Engineer and then Captain within a two-year period. Captain Hein has impressed all the command staff with how quickly he settled into the role and demonstrated he has qualities and intangibles that cannot be taught to be a leader at the department. Captain Hein has taken it upon himself to become a mentor and role model for his crew. He has taken on new assignments without hesitation and is willing to spend his days teaching others and working on areas of the department that he can help make better. He has taken on the responsibility for all radio and communication equipment purchasing and does his research to make sure we are receiving the best equipment for the cost.

Stephen has earned this award through a nomination by his peers. According to his peers Captain Hein “has impressed us all.” “He took the leap to Captain and showed us he can more than handle the task.” “He is a great person to bounce questions off of and has stepped into his role quite well.” He takes pride in his work and takes care of his coworkers. He is a hard worker and dedicated to his profession. He just comes to work and does his job. His dedication and professionalism are noticed and makes them all want to be better. He supports others to help them achieve their goals and supports the goals and vision of the department. Everything he does is either to better himself, the department, or the fire service as a whole.

Please join me in congratulating Stephen Hein as the 2024 Fire Division Employee of the Year.

Re: EMS Division employee of the year
It is my honor to announce Non-Safety EMT Chantel Sanchez as the EMS Division Employee of the Year for 2024.

EMT Sanchez has been with the department since May of 2023 and personifies what a Coalinga Fire employee should be. Chantel has shown her dedication to the department, her co-workers and the community by showing up to work every day with a smile on her face and a ready-to-work attitude.

Chantel has represented herself as a leader in the EMS division by mentoring and developing new employees. She doesn’t shy away from projects or assignments and is always willing to learn new things. She exhibits great character, morals, values and ethics each and every day.

She is active in community events and educational outreach at the schools and other events. She is a stop the bleed instructor and is working on becoming a CPR instructor. She has taken an interest in enhancing her career by enrolling in Paramedic school this last August and will be completing her training in roughly eighteen months giving the department another Paramedic to better serve the community.

Chantel has earned this award through a nomination by her peers. According to her peers EMT Sanchez “is a great partner, love working with her.” “She is so friendly and easy going, makes the shift go by fast.” “Chantel has really showed me how to be a better EMT.” “She doesn’t sugar coat things and will be honest with you, and that’s how it should be.” EMT Sanchez takes pride in her work and takes care of her coworkers. She is a hard worker and dedicated to her profession. She just comes to work and does her job. Her dedication and professionalism are noticed and makes them all want to be better. She supports others to help them achieve their goals and supports the goals and vision of the department. Everything she does is either to better herself, her co-workers or the EMS Division as a whole.

Please join me in congratulating Chantel Sanchez as the 2024 EMS Division Employee of the Year.

IMPORTANT NOTICE CONCERNING HAZARDOUS WASTES
a. Seller herby acknowledges that Seller has read and understands and agrees with the matters set forth in the following “Important Notice Concerning Hazardous Wastes”:

Public concern about hazardous wastes has led to the passage of strict laws regulating hazardous wastes and underground storage tanks. “Hazardous wastes” are generally considered to include petroleum base products; paints and solvents; lead; cyanide; DDT; printing inks; acids; pesticides; ammonium compounds; asbestos; PCB’s; cleaning materials; and photographic materials. The foregoing list is illustrative only and may not include substances classified as hazardous wastes by appropriate state or federal agencies. If property is to be sold or leased, is, has been, or will be the site of activities involving hazardous wastes, all parties to the transition should consult with their own legal counsel and other appropriate experts and public officials about their individual rights and liabilities, including the possible costs involved.

The same precaution holds true when the property is, has been, or will be the site of underground storage tanks.

To the extent of its actual knowledge, MID STATE REALTY is committed to providing buyers, sellers, and tenants with all information about hazardous wastes and underground storage tanks in transactions in which it serves as Broker. Neither MID STATE REALTY nor its agents/employees, however, are experts with respect to the laws governing hazardous wastes.

MID STATE REALTY and its agents/employees cannot offer advice about the right and liabilities of buyers, sellers, or tenants with respect to hazardous wastes and underground storage tanks. Neither can MID STATE REALTY or its agent/employees be responsible for the accuracy of information about hazardous wastes and underground storage tanks on particular parcels of property. Such information is obtained from the sellers of the property or public agencies, and MID STATE REALTY merely conveys the information to prospective buyers, sellers, or tenants. Each party to a real estate sales or lease transaction assumes the responsibility for making an independent investigation as to whether an actual or potential problem with hazardous wastes or underground storage tanks exists on the subject property. b. Seller hereby authorizes Broker to give the preceding notice to a prospective purchaser and to otherwise alert the prospective purchaser of the necessity of obtaining independent legal advice, as well as expert opinion as to the potential liability and financial responsibility that may exist if hazardous wastes or substances or underground storage tanks are present on the property.
c. Seller represents to Broker that Seller has in its actual possession written inspection reports pertaining to hazardous wastes or substances or underground storage tanks listed as follows: (If none, write “NONE.”) [Initial](______/______).

Seller agrees to deliver copies of the reports to Broker, as well as any future reports received by Seller. Seller authorizes Broker to deliver copies of the reports to a prospective purchaser. 3 d. Seller shall divulge to Broker and to any prospective purchaser information actually known to Seller as to the past or present existence of hazardous wastes or substances or underground storage tanks on the property. e. Seller acknowledges that Broker is not expert in regards to the legal ramifications and technical problems and liabilities associated with hazardous wastes or substances or underground storage tanks, and that of necessity Broker must rely on Seller’s representations or written report provided to Seller by experts regarding such matters.

12. Agency. Seller acknowledges that Seller has been informed that it is the policy of MID STATE REALTY to be the exclusive agent of Seller when another brokerage company represents the potential Buyer, and to be a dual agent of both Sellers and the potential Buyer when the potential Buyer elects to be represented by MID STATE REALTY. In the negotiation of a potential sale of the property by Seller, Broker is authorized to act as a dual agent representing both Seller and the purchaser, provided Broker gives Seller notice of such dual agency and obtains Seller’s consent in advance. Seller will not withhold consent unreasonably. Broker also will give Seller all disclosures of dual agency required by law. Seller acknowledges that, when performing as a dual agent, Broker will not disclose to Seller the best terms upon which the purchaser is willing to purchase the property, unless authorized to do so by the purchaser. Similarly, Broker agrees not to disclose to a potential purchaser the best terms on which the Seller is willing to sell the property, unless expressly authorized to do so by Seller.

Fonroche Lighting America is proud to be part of Fonroche Lighting, the global leader in off-grid solar street lighting. The deep resources and broader scope of an established market leader lets us take solar lighting even further, from the State Treasury in Salem, Oregon to the West African Republic of Senegal. Over 150,000 Fonroche SmartLight systems have been deployed worldwide.

With five offices in the USA and installations across the country, Fonroche is never far away. Some solution providers enter the solar lighting market—then move on. We’re a reliable partner that sticks around. You get the responsive support and smart answers that you need now—and the confidence that we’ll be here for you far in the future. And we can take on projects of any size, from local to national. That’s why so many municipalities, military and federal facilities, tribes, commercial properties, and developers trust us to deliver the full promise of solar lighting.

To guarantee powerful, cost-effective off-grid lighting, Fonroche operates its own design offices.

We assess the feasibility of each project in four stages:

1. First, we define your lighting requirements.

2. Next, we analyze the last 10 years of local weather
data to determine how much energy our PV panels
will generate.

3. On this basis, we calculate what size and how
many products we need to install.

4. Finally, our sales team draws up a cost estimate.

The global leader in solar lighting
Feasibility of your solar lighting project
- OFF-GRID
100% solar, not connected to the utility
grid. No outages.
365 nights of light a year – guaranteed.
- POWERFUL
Powerful illumination, on a par with
grid-connected systems.
- COST-EFFICIENT
No maintenance for the first 10 years.

Rapid installation. No operating costs.

Olton City Park – Olton, TX
Rightsized to your specific needs
Sizing the project to your needs
We use a set of key criteria to optimally specify your
project:
• Average battery charge level over the year
• Minimum charge level
• Comparative analysis of energy generated by the
panel vs. energy used by the system
• Worst-case scenario (lowest irradiation, longest
night)
Results
Based on our experience, we propose the
optimal solution in terms of lighting
performance and cost effectiveness.
10-Year Analysis of local
weather data
We use the PVsyst software suite and Meteonorm
historical time series irradiation data to calculate the real-world operating conditions — orientation and
tilt angle of the panel, shadow, etc. — and external
parameters, such as direct and diffuse irradiation,
temperature and the solar calendar.

Simulation of product(s) over
a typical year
Our teams have developed a solar sizing
software application, which we use to
determine which products will best meet your
needs. We then simulate how these products
operate over a typical year, based on the
average conditions for the last decade.

Choose Fonroche — and we will reduce your environmental footprint.

A standard streetlight consumes in average 80 W during 4200 h per year which represents 0.08x4200 x number of solar streetlight = X kWh of energy saving.

Once installed, solar lighting reduces
CO2 emissions by 1kWh = 0.99 lbs CO2
compared to a grid-connected installation. (https://www.eia.gov/) Long product service life and component recyclability are key aspects of Fonroche Lighting’s environmental commitments.

Our solar streetlights are over 90% recyclable.

Unlike lead-acid batteries, NiMH batteries do not contain any toxic chemicals. They are 98% recyclable — the nickel is extracted and used to make various materials, mostly stainless steel.

The solar panels have an extremely long service life. Even after 25 years, they will still be producing at least 80% of their initial peak power. So they can continue to be used. Alternatively, about 96% of their component materials can be recycled to make new panels.

In October, the City Council directed staff and initiated a zoning text amendment to remove the City Council approval process as this poses issues related to land use rights and the non-discretionary nature of the regulatory permit approval process.

The current regulatory framework for commercialcannabis operations in Coalinga mandates a multi-step approval process, including:

Site-Specific Regulatory Permit:A permit specific to the site of the cannabis operation.

Conditional Use Permit (CUP):A permit that allows for a land use that may not be permitted outright in a zoning district, subject to additional scrutiny.

Employee Permits: Individual permits for all staff involved in the cannabis operation.

Applications for conditional use permits are processed through the Planning Department and approved by the Planning Commission. The regulatory permits are submitted to the Police Chief, who reviews them based on detailed documentation, conducts background checks, and investigates compliance with applicable regulations. After this initial review, the applications are forwarded to the City Council for finalapproval.

On November 12, 2024 the Planning Commission conducted a public hearing recommending approval of said ordinance to the City Council.

On December 5, the City Councilconducted a public hearing and approved said ordinance.

III. DISCUSSION:

The City Council seeks to amend the planning and zoning code to eliminate the requirement for Council approval of regulatory permits. This request is based on the following considerations:

1. Nature of the Regulatory Permits: The regulatory permit process is designed to be non- discretionary and objective, focusing on compliance with existing regulations rather than subjective evaluation.

2. Efficiency of the Process: Removing the requirement for Councilapproval willexpedite the permit issuance process, allowing commercialcannabis operators to receive necessary approvals in a more timely manner.

3. Distinction Between Permit Types: The conditional use permit process involves subjective assessments, making it more appropriate for discretionary review, while the regulatory permits should adhere to established criteria without discretionary interpretation.

The proposed amendment aligns with the City’s goals of promoting economic development while ensuring that cannabis operations comply with all regulations. By allowing the Police Chief to issue regulatory permits, the City can maintain oversight while streamlining the approval process and control land use permitting through the CUP process.

When approving a zoning text amendment, the Planning Commission has make the following findings based on the Zoning Text Amendment proposal:

The proposed Zoning Ordinance amendment would not be detrimental to the public interest, health, safety, convenience, or welfare of the City.

The proposed Zoning Ordinance amendment is consistent and compatible with the goals, policies, and actions of the General Plan, and the other applicable provisions of the Zoning Ordinance.

If applicable, the site is physically suitable (including, but not limited to access, provision of utilities, compatibility with adjoining land uses, and absence of physical constraints) for the requested zoning designations and anticipated land uses/developments.

The proposed Zoning Ordinance amendment has been processed in accordance with the applicable provisions of the California Government Code and the California Environmental Quality Act.

Staff feels that all of these findings can be made in order to approve the said zoning text amendment.

AUTHORITY
Subject: Fresno COG One Voice Priorities
Meeting Date: Thursday, January 16, 2025
From: Sean Brewer, Interim City Manager
Prepared by: Sean Brewer, Interim City Manager
I. RECOMMENDATION:

Staff requests that the City Council Identify and direct staff to submit regional transportation priorities for consideration in Fresno COG’s 2025 One Voice Advocacy Trip to Washington, D.C.

II. BACKGROUND:

The Fresno Council of Governments (Fresno COG) has issued a Call for Priorities for the 2025 One Voice Advocacy Trip. This trip focuses on advancing regional transportation projects and priorities through direct advocacy with federal representatives and agencies in Washington, D.C. Participating cities and organizations are being invited to submit their project priorities.

Staff is requesting input from the City Council to identify key projects or initiatives that align with regional goals and require federal support. Additionally, Councilmembers or staff interested in attending the advocacy trip are asked to indicate their interest, as Fresno COG is finalizing logistics, including securing accommodations. Members can reach out to the Interim City Manager for more details.

III. DISCUSSION:

Since 2003, Fresno COG has led the annual One Voice Advocacy Trip, bringing a public-private delegation to Washington, D.C., to secure funding and advocate for policy reforms. Delegates engage directly with Congressional representatives and federalagencies to address regulatory challenges and pursue federal discretionary grant opportunities for projects benefiting Fresno County communities.

Staff has brainstormed some ideas for priorities with regional significance and although the focus is transportation there are other priorities that can be submitted as well. Here is a list that staff has come up with.

Staff feels that three (3) priorities would be a good number as there will be several submitted from other agencies and the goal is to have a unified approach to the priorities:

Federal Funding for Airport(s)
Assistance with Improving Housing Affordability
Increase Ease of Access to IIAJ Federal Infrastructure Funds If there are any other priorities of regional significance that the council would like to include staff will take the information from the Counciland fill out the forms for COG to take with the delegation to Washington DC.

STAFF REPORT - CITY COUNCIL/SUCCESSOR AGENCY/PUBLIC FINANCE

AUTHORITY
Subject: Council Consideration of Options Related to Lobbying Services for the City of Coalinga (Vosburg)
Meeting Date: Thursday, January 16, 2025
From: Sean Brewer, Interim City Manager
Prepared by: Sean Brewer, Interim City Manager
I. RECOMMENDATION:

Staff does not have a recommendation as this was a future agenda item requested by Councilman Vosburg.

II. BACKGROUND:

At the request of Councilman Vosburg, this report provides the option for soliciting lobbying services for the City. Currently, the City contracts with the Cris Com Company for lobbying services. The City has been contracted with Cris Com since 2/15/2020.

To ensure the City continues to receive the most effective advocacy and representation, the Council may choose to evaluate other service providers through a competitive Request for Proposal (RFP) process. This process willallow the City to assess various firms' qualifications, experience, and cost proposals.

III. DISCUSSION:

If the Council directs staff to proceed with the competitive RFP process, staff will draft and issue a RFP for lobbying services. This process would take approximately 2-3 months in order to draft the RFP, review proposals, interview and negotiate with a provider.

IV. ALTERNATIVES:

Non determined at this time as this was a future agenda item by Councilman Vosburg.

V. FISCAL IMPACT:

The cost of conducting the RFP process is expected to be minimaland can be absorbed within the existing budget. However, the outcome of the RFP may result in a change to the cost structure for lobbying services.

The City currently pays The Cris Com Company $48,000 per year. The cost allocation is between (7) accounts from water, sewer, gas, streets, and general fund.
