City of Colfax Quarterly Sales Tax Analysis QE 06.30.24 Staff Report October 23, 2024
Staff Report to City Council
FOR THE OCTOBER 23, 2024 REGULAR CITY COUNCIL MEETING
From: Ron Walker, City Manager
Prepared by: Shanna Stahl, Administrative Services Officer Subject: Quarterly Sales Tax Analysis – Quarter Ended June 30, 2024 Budget Impact Overview:
N/A: √ Funded: Un-funded: Amount: Fund(s):
Summary/Background
City staff provides a quarterly report on Sales and Use Tax revenues as quarterly information is available. We have received the final Accounting for Sales and Use Tax revenues for the quarter ended June 30, 2024, which is the fourth quarter of fiscal year 2023-2024.
As reported in the chart below, sales tax revenues for the quarter ended June 30, 2024 increased 84% as compared to the same quarter last year, and was 95% higher as compared to the previous quarter (03/31/2024).
Fiscal and Budget Impacts
The budget for the current fiscal year was forecasted at a conservative 3% growth over the 2023-2024 fiscal year budget and equates to 48% of the actual revenues received in the last fiscal year.
Sales tax revenues are very difficult to predict. While we did experience a strong closing quarter for fiscal year 2023-2024 sales tax revenue, there is no concrete evidence to suggest there should be a long-term adjustment.
The estimates for this fiscal year remain conservative.
Staff will continue to monitor and provide updates as additional information is available.

Staff Report to City Council
FOR THE OCTOBER 23, 2024 REGULAR CITY COUNCIL MEETING
From: Ron Walker, City Manager
Prepared by: Shanna Stahl – Administrative Services Officer Subject: Cash Summary – September 2024
Budget Impact Overview:
N/A: √ Funded: Un-funded: Amount: Fund(s):
Summary/Background
The monthly financial report includes General Fund Reserved Cash Analysis Graphs and the City of Colfax Cash Summary Report (with supporting documentation). The purpose of these reports is to provide the status of funds and transparency for Council and the public regarding the financial transactions of the City. The reports are prepared monthly on a cash basis and are reconciled to the General Ledger accounting system, previous reports, and bank statements. Detailed budget comparisons are provided as a mid-year report and as part of the proposed budget process each year.
The attached reports reflect an overview of the financial transactions of the City of Colfax in September 2024.
Some monthly highlights are listed below:
o September revenues included:
o Allocation for Sales Tax revenues reported/paid to the State for the month of July 2024 (two-month lag).
o September expenditures included:
o Approved capital project expenditures – expenditures on WWTP Construction Grant. o Quarterly payment to Placer County for Sheriff contracted services o Negative cash fund balances at the end of September are primarily due to the timing of funding allocations and reimbursements:
o Fund 218 – Support Law Enforcement – These expenses are fully funded by Citizens Options for Public Safety Funding ($100K per year). The first allocation for this fiscal year should be received in October.
o Fund 250 – Streets – Roads/Transportation. These expenses are funded by annual Transportation funding through Placer County Transportation Agency (PCTPA), transfer of City Gas Tax revenues, and a General Fund allocation. PCTPA funding request will be completed in October. o Fund 358 – CDBG Road Rehabilitation. This is a reimbursable grant – the final funding of the grant was awarded in November 2023. The City has begun the reimbursement process. SB1 Funds received will also help pay for the City’s match obligation. o Fund 386 – Caboose Relocation. These expenses are being tracked for the relocation of the downtown caboose.
RECOMMENDED ACTION: Accept and File.

I&I Mitigation Project Acceptance
Budget Impact Overview:
N/A: Funded: √ Un-funded: Amount: N/A Fund(s): 575
Summary/Background
The City of Colfax entered into a Construction Grant Agreement with the State Water Resources Control Board (Water Board) in 2021 for the construction of the Solar, Algae Reduction, and I&I Mitigation Projects.
McGuire and Hester was the construction contractor awarded the I&I Mitigation Project (Project). The Project has been deemed by City staff and its representatives as complete.
The Project primarily consisted of replacement and rehabilitation of sewer mains, manholes, and services to property lines. The City maintains approximately 62,000 feet of gravity sewer main, 300 manholes, and 714 services. This project replaced and rehabilitated the following quantities within the system.
Gravity Sewer Main - Replacement 3,868 feet (6.2%)
Gravity Sewer Main - Rehabilitation 3,066 feet (5.0%)
Sewer Manhole Replacement/New 48 (16%)
Residential Service Replacement 88 (9.2%)
Originally not included in the Project was reconstruction of City roadways; however, Water Board staff allowed three roads to be reconstructed with the grant fund. These roads included Lincoln Street, Rose Avenue and one block of Northstar Avenue.
Additionally, the Project replaced a few PCWA water mains to facilitate project completion. These replacements were on N. Auburn Street between Grass Valley and Depot streets, the alley adjacent to the hotel at Grass Valley and S. Auburn, and Northstar Avenue between Marvin Avenue and E. Church Street.
Project Cost
As mentioned above, the entire Project is funded through a Clean Water State Revolving Fund Grant. The original Project cost, at bid award, was $4,225,633. At this time, seven change orders have been issued totaling $1,293,459 for a current overall cost of $5,519,092. These additional costs have been reimbursed by the Water Board with a $1.9 million in contingency that is include with the grant funding.
There are three outstanding change orders that are currently being prepared by the contractor and staff. These will likely total $254,000 bringing the total project cost to around $5,773,000.
RECOMMENDED ACTION: Adopt Resolution __-2024 authorizing the City Manager to execute and record a Notice of Completion for the I&I Mitigation Project, Project No. 20-2024 I&I.

Summary/Background
In 1947, a dedicated group of residents came together to form the Living War Memorial Committee, driven by a desire to honor the sacrifices of their community’s veterans. Their efforts culminated in a groundbreaking ceremony on March 3, 1949. On May 8, 1949, the park was officially dedicated as the Colfax Living War Memorial Park.
Over the past 75 years, this park has become a cornerstone of Colfax’s history, serving not only as a memorial but also as a vibrant gathering place for the community. From local events to recreational activities, the park has fostered a strong sense of community and remembrance. Its legacy is woven into the fabric of Colfax, symbolizing resilience, unity, and the enduring spirit of those who served.

Skate Park Project Update and Preliminary Plans
Budget Impact Overview:
N/A: √ Funded: Un-funded: Amount: Fund(s):
Summary/Background
On October 23, 2019, the City Council adopted Resolution 51 - 2019 which formally approved locating the Skate Park adjacent to the Splash pad. This project has experienced multiple delays and has yet to be completed.
The skate park is part of the Colfax Green Machine Project, for which donations have been promised and/or collected from the community over the years. Increases in costs, including prevailing wage expenses, have surpassed the current project budget, potentially causing further delays to the project.
Colfax Green Machine has contracted with New Line Skateparks Inc to revise the footprint of the skate park and provide preliminary plans for City Council review and approval.
Conclusions and Findings
To address the escalating project costs, City Council approved Green Machine’s request for approval to modify the current footprint and design of the skate park to align with the available budget and approval to allocate $100,000 from Colfax City Park and Recreation fees to facilitate the completion of the skate park per Resolution 07-2024.

GEOTECHNICAL ASSUMPTIONS + APPROACH
STORM WATER ASSUMPTIONS
GEOTECHNICAL SOIL TESTING RESULTS
Geotechnical approach for the sites development is based upon the following notes from the Geotechnical Report:
• The city is not requiring any stormwater water quality measures due to the skatepark project replacing the previous pool and deck facility which was 100% impervious material. • The city is outside of the Placer County MS4 permit area.
Note: Stormwater permitting and water quality requirements to be determined and may generate a significant cost impact for the project. • Site strip is assumed to be 3” og organic topsoil. Actual stripping depth to be determined based on-site conditions.
• Undocumented Fill is possible within the footprint of former swimming pool. • If undocumented fill (pipe, asphalt pieces, concrete) are found, the undocumented fill shall be removed to expose competent soil or undisturbed weathered bedrock to a deoth of 3’ below finished pad grade, whichever is shallower (Per Geotech Report)
• Subgrade Prep shall include (in Overexcavated areas and areas left at grade) scarifying to a depth of 12”, uniformly moisture-conditioned, at or above optimum moisture content, and compacted to at least 90% relative compaction.

The intent of theming within the design is to integrate the skatepark into Colfax’s environment. Thematic features encourage users to understand the culture and identity of Colfax. Theming elements will include highlighting details of Colfax’s natural and historical context.
Colfax, once a major supply hub for goldmining camps, is now most known as a genuine historical railroad town. The Central Pacific Railroad was developed in the 1860s, part of the First Transcontinental Railroad project. One of the first station stops developed in California was Colfax. This railroad project eventually connected the east coast with the Pacific coast, San Francisco bay.
To preserve this rich history of Colfax, railroad and mining themes are considered within the skatepark design.

The revised concept design is a product of the
feedback input that was received at the previous
stakeholder meeting. Upon entrance, there are
seat ledges and a stair set that leads to a closed
bowl. The bowl features a hip and a peninsula
spine that connects to a mini ramp. The street
area features hips, ledges, a manual pad, downrail,
flatrail, and a step up gap. South of the park is
spectator space, which may include seating and
shade depending on final budget.

City of Colfax United Sovereign Americans Resolution on Elections Staff Report October 23, 2024
378552.1
Staff Report to City Council
FOR THE OCTOBER 23, 2024 REGULAR COUNCIL MEETING
From: United Sovereign Americans
Prepared by: Conor Harkins, City Attorney
Subject: United Sovereign Americans Resolution on Elections Budget Impact Overview:
N/A: Funded: Un-funded: Amount: Fund(s):
Summary/Background
United Sovereign Americans presented the attached resolution at the City’s October 9, 2024 City Council meeting. Councilmember Lomen asked staff to add the resolution to the City Council’s next agenda for discussion and there were no objections to doing so.
The resolution calls on “our Representatives” to conduct the 2024 general election in accordance with a list of “existing laws[] and equitable principles of law.” Staff has reviewed the resolution and supporting documentation and cannot verify many of its factual assertions. We do not recommend adopting resolutions of dubious veracity. Staff notes that the Heritage Foundation has identified 1,561 “proven instances of voter fraud” nationwide since 1982.1
The laws United Sovereign Americans cites supporting its proposed resolution are all federal laws — there is no reference to the California Elections Code, the Placer County Code, the Colfax Municipal Code, or any regulations or policies putting those laws into practice. It is not clear the procedures the Resolution promotes comply with the laws or procedures applicable to municipal elections in California. Therefore, we cannot recommend advocating for the changes proposed by the resolution.
