Staff Report - Recreation Quarterly Review, January- March 2025
STAFF REPORT
TO: Mayor and Members of the City Council
FROM: Angelika Abellana, Recreation Manager
VIA: Dan Barros, City Manager
MEETING DATE: April 23, 2025
SUBJECT: Recreation Services Department Quarterly Review, January - March 2025
RECOMMENDATION
Staff recommends that the City Council adopt:
MOTION TO ACCEPT INFORMATION REPORT ON RECREATION DEPARTMENT PROGRAM, ACTIVITIES, EVENTS AND TRIPS FOR THE FIRST QUARTER OF 2025
BACKGROUND
Participation
The Recreation Services Department offered programs, activities, events, and trips for all age groups during the past quarter. Below is a summary of participation levels by demographic:
●Adults and Seniors – Enrichment Programs
o A total of 178 adults and seniors participated in enrichment programs, reflecting a decrease of 29 participants compared to the first quarter of 2024. Staff attribute this decline in participation to the delayed start of the restorative yoga and evening Zumba classes, which began in mid-February rather than in January. As a result, attendance has shown a slower progression. ●Adults and Seniors – Trips and Events
o A total of 105 adults and seniors participated in trips and events, reflecting a decrease of 11 participants compared to the first quarter of 2024. Staff attribute this decline to the shift from a hybrid luncheon format to an in-person-only Senior Luncheon. While some seniors chose to attend in person, others opted out due to the change in format. Despite the decrease in overall participation, monthly adult and senior trips have continued to be successful. ●Youth and Teens – Enrichment Programs
o A total of 204 youth and teens participated in enrichment programs during the reporting period, marking an increase of 70 participants compared to the first quarter of 2024. This growth is primarily attributed to the participation in the Kids Club and Presidents Day Camp. Additionally, staff noted a rise in engagement in the Teen Hang Out program and will continue to expand outreach efforts to further engage the teen community and support ongoing program growth.
AGENDA ITEM #4
Staff Report - Recreation Quarterly Review, January- March 2025
● Youth and Teens – Events and Trips
o A total of 67 youth and teens participated in events and trips during the first quarter of 2025, reflecting a decrease of 72 participants compared to the same period in 2024. Staff attribute this decline to lower participation in the Dessert and Art program this quarter, as well as the scheduling of the Eggstravaganza event in the second quarter of 2025 rather than the first. Additionally, due to staff changes, the Tiny Tots Reading Across America event was canceled.
Despite the overall decline, the Parents' Night Out program continues to generate high interest and remains a successful offering.
● Community Programs (All Ages)
o A total of 303 youth, adults, and seniors participated in community programs, reflecting an increase of 4 participants compared to the first quarter of 2024.
Staff attribute this rise in participation to the addition of new programs, including the Ghost Run and Family Bingo Night, which contributed to increased engagement across all age groups.
The attachment contains a detailed breakdown of participation by program.
Rental Activity
The Colma Community Center was rented for 42 different events:
● Resident Rental (18 social events, 1 Funeral)
● Colma Non-Profit (1 Meeting, 1 Fundraiser)
● Non-Resident Rental (3 social events, 2 funeral)
● Non-Resident Nonprofit (2 Fundraiser)
● Non-Resident Nonprofit, kitchen only (5 reservations) ● In House Reservations (8 PD Trainings, 1 Flag Raising)
The Sterling Park Recreation Center was rented for 15 different events:
• Sterling Park Resident Rental Reservations – including Picnic Site (4 social events) • Sterling Park Resident Rental Reservations (11 social events)
ANALYSIS
In the first quarter of 2025, a total of 857 participants attended 43 programs, representing a decrease of 38 participants compared to the same period in 2024. This decline is primarily attributed to the delayed start dates of the Zumba Evening and Restorative Yoga programs.
Additionally, the decrease is partly due to the Eggstravaganza event, which was scheduled in the second quarter of 2025 instead of the first quarter, as in 2024.
Staff also made the strategic decision to postpone select programs, including Wine and Canvas and the Lagunitas Brewing and Golden Gate Taproom trip, to allow additional time for targeted marketing efforts. These postponements aim to increase community awareness and boost participation in future offerings.
During this quarter, staff hosted the town's first 5K—Ghost Run, a family-friendly event for all abilities and ages, in partnership with Cypress Memorial Lawn and the Colma Police

Department. This event was well-received and contributed to increased community engagement.
Staff estimate that 31% of the population held a current Colma I.D.
Facility rental activity totaled 57 reservations, representing a slight decrease of one rental compared to the first quarter of 2024.
Staff continue to refine and enhance marketing strategies to support increased participation in recreation programs and community events.
Sustainability Impact
Staff coordinates and implements programs and activities that align with the Town’s Climate Action Plan and Sustainability Policy. For example, at events including the Senior Luncheon, cups, plates, forks, knives, and spoons are made from recyclable and/or compostable materials.
CONCLUSION
Staff recommends that City Council adopt the motion to accept informational report on Recreation Department program, activities, events and trips for the first quarter of 2025.
