BACKGROUND
The Town of Colma celebrated its 100th anniversary throughout the calendar year of 2024 with a host of celebratory events designed to bring the community together and celebrate the rich history of Colma. In preparation for these events, the Town’s Centennial Committee solicited donations from the Colma business community in effort to sponsor the unique, once-in-a- century events that would ensue.
ANALYSIS
The Town received a total of $164,995 in sponsorship funding that was used to facilitate the following:
•Centennial merchandise, including T-shirts, hats, mugs, pins, stickers, and tote bags. •Purchase and installation of Centennial Sponsorship banners throughout Town •F Street Mural Ribbon Cutting, April 2024
•Colma Community Fair and Centennial Parade, July 13, 2024 •Colma’s 100th Anniversary Celebration and Mixer, August 5, 2025 •Colma Town Picnic – highlighting the cultures of Colma, September 17, 2024 •Centennial Film Project & Premiere, December 5, 2024
•During the Annual Tree Lighting, we celebrated with an ice-skating rink for the community to enjoy.
AGENDA ITEM #4
Staff Report re Donation to Colma Fire’s 100th Anniversary Page 2 of 2 Following all Centennial events, the town has a balance of $9,025 remaining of sponsorship funds collected. This remaining balance would normally be absorbed into the General Fund as “other revenue.” However, staff is proposing the Town repurpose the remaining funds by donating the balance to the Colma Fire District as they are currently celebrating their 100th anniversary this year (2025).
The Colma Fire District serves Colma, including the business community that originally donated the funds. Further utilizing these funds in celebration of yet another centennial milestone while bringing the community together to continue to celebrate is consistent with the original intent of the funds received.
Additionally, the funds received in sponsorship for the Centennial events were done so by donation and not collected like typical Town revenue through tax-payer sources. Thus, the donation of the remaining fund balance to the Colma Fire District will not involve taxpayer funds. Although the funds have been donated and are not taxpayer funds, the Town still believes a valid public purpose will be served by this expenditure. This is because the Colma Fire Protection District serves the Colma community and many residents in Colma are also affiliated with the Fire Protection District. Overall, staff believes there is a public purpose associated with this expenditure as the 100th year celebrations will bring the Colma community together to celebrate the achievements of the Fire Protection District.
FISCAL IMPACT
The donation of funds would be recorded as an expenditure in the amount of $9,025.
ENVIRONMENTAL
The City Council’s action in adopting the resolution to provide funds to the Colma Fire Protection District and make valid public purpose findings is exempt from environmental review pursuant to CEQA Guideline 15378 as a financial action without any connection to any specific project that may have an impact on the environment.
ALTERNATIVES
The City Council could choose to not adopt the resolution providing funds to the Fire District and keep the funds in the General Fund.
CONCLUSION
Staff is recommending the Town repurpose the remaining funds by donating the balance to the Colma Fire District as they are currently celebrating their 100th anniversary this year (2025).
