COUNCIL ADOPTED VALUES
The Lawndale Boulevard RRFB Mid-Block Crosswalk and Bike Lane Improvement Project will provide elements of safety for bicyclists and pedestrians and provide equal accessibility for those who travel through the corridor. Approval of the proposed resolution is the Responsible
action because the Council has considered the financial impact of the project, while improving the accessibility and safety features of the Lawndale Boulevard RRFB Mid-Block Crosswalk and Bike Lane Improvement Project.

BACKGROUND
The City/County Association of Governments of San Mateo County (C/CAG) C/CAG is the designated Congestion Management Agency responsible for the development and implementation of the Transportation Development Act (TDA) Article 3 Program in San Mateo County.

The Transportation Development Act (TDA) Article 3 Program is intended to fund eligible pedestrian and bicycle projects using TDA Article 3 funds, which are derived from Local Transportation funds and the State Transit Assistance fund.

Staff Report – Lawndale Blvd RRFB Mid-Block Crosswalk and Bike Lane Improvement Project – Bid Package Approval Page 2 of 3 On November 13, 2023, the Town submitted an application to C/CAG for the Lawndale Boulevard RRFB Mid-Block Crosswalk and Bike Lane Improvement Project under the TDA Article 3 Program for Fiscal Year 2023/2024.

On January 25, 2024, the Bicycle and Pedestrian Advisory Committee (BPAC) received presentations from TDA Article 3 Program applicants for the Fiscal Year 2023/2024, including the Town of Colma’s project on Lawndale Boulevard.

On May 9, 2024, the C/CAG Board of Directors adopted Resolution 24 -23 approving ten project applications for $2,262,217, including the Town of Colma’s project.

The Town of Colma has been awarded $252,000 grant from the Metropolitan Transportation Commission (MTC) to assist with the implementation of the Lawndale Blvd RRFB Mid -Block Crosswalk and Bike Lane Improvement Project.

ANALYSIS
TDA Article 3 funding would be expensed for the design and construction of the Lawndale Boulevard RRFB Mid -Block Crosswalk and Bike Lane Improvement Project. This project will enhance pedestrian and bicyclist safety and mobility by installing high-visibility crosswalks, ADA- compliant curb ramps, Rectangular Rapid Flashing Beacons (RRFBs), curb and gutter, improved striping and pavement markings, advanced yield lines, and signage.

Based on El Camino High School's recommendation , a pull out area at the northern end of the mid-block crosswalk has been added to the scope of the project . This new designated area will significantly enhance student safety , improve traffic flow, and allow parents to quickly and efficiently drop off or pick up their children.

FISCAL IMPACT
Approval of the Plan and Bid Package carries no current fiscal impact at this point of the project. The estimated budget of $430,000 which was presented at the May 22, 2025 City Council Study Session includes design and construction management, construction costs and project continency.

ENVIRONMENTAL
The City Council’s action in adopting the resolution is exempt from environmental review under the California Environmental Quality Act (CEQA) pursuant to CEQA Guideline 15301 Class 1 ( c ), Existing Facilities - highways and streets, sidewalks, gutters, bicycle and pedestrian trails, and similar facilities (this includes road work for the purpose of public safety, and other similar alterations that do not create additional automobile lanes).

ALTERNATIVES
The City Council could choose to postpone the project to a later date. Doing so is not recommended as the Town risks losing the $252,000 grant from the Metropolitan Transportation Commission (MTC) to assist with the implementation of the Lawndale Blvd RRFB Mid-Block Crosswalk and Bike Lane Improvement Project. Without these funds, the Town’s ability to significantly improve safety for residents, students, and the public would be severely compromised.
