Staff Report - Recreation Quarterly Review, April - June 2025
STAFF REPORT
T
O: Mayor and Members of the City Council
FROM: Angelika Abellana, Recreation Manager
VIA: Dan Barros, City Manager
MEETING DATE: July 9, 2025
SUBJECT: Recreation Services Department Quarterly Review, April - June 2025
RECOMMENDATION
Staff recommend that the City Council adopt:
MOTION TO ACCEPT INFORMATION REPORT ON RECREATION DEPARTMENT PROGRAM, ACTIVITIES, EVENTS AND TRIPS FOR THE SECOND QUARTER OF 2025
BACKGROUND
Participation
The Recreation Services Department offered programs, activities, events, and trips for all age groups during the past quarter. Below is a summary of participation levels by demographic:
● Adults and Seniors – Enrichment Programs
o A total of 199 adults and seniors participated in enrichment programs, reflecting an increase of 6 participants compared to the second quarter of 2024. Sta ff
at
tributes this modest increase to growing interest in programs such as Ladies Social and Breakfast & Bingo.
● Adults and Seniors – Trips and Events
o A total of 131 adults and seniors took part in trips and special events, representing a decrease of 9 participants from the same period in 2024. This decline is attributed to the rescheduling of the Senior Prom and the cancellation of the Legion of Honor trip.
● Youth and Teens – Enrichment Programs
o A total of 866 youths and teens participated in enrichment programs, a increase of 392 participants from the second quarter of 2024. Staff attributes the increase to registration of Day Camp Early Morning Care and Afternoon care. ● Youth and Teens – Events and Trips
o A total of 234 youths and teens participated in events and trips, reflecting an increase of 161 participants compared to the second quarter of 2024. The rise in participation is largely due to the addition of the Eggstravaganza event and the introduction of new teen-focused programs.
● Community Programs (All Ages
)
o A
total of 764 individuals—including youth, adults, and seniors—participated in community programs during the quarter. This marks an increase of 286 AGENDA ITEM #2
Staff Report - Recreation Quarterly Review, April - June 2025
participants over the same period in 2024. Staff attribute the increase to strong attendance at community events such as Junk in the Trunk and Día de los Niños.
T
he attachment contains a detailed breakdown of participation by program.
Rental Activity
The Colma Community Center was rented for 45 different events:
• Resident Rental (19 social events, 1 Funeral)
• Colma Non-Profit (1 Meeting, 1 Fundraiser)
• Non-Resident Rental (2 Social events, 3 Funerals)
• Non-Resident Non-Profit (3 social events, 1 Fundraiser) • In House Reservations (4 Police Department Trainings/Meetings, 1 Blood Drives) • Non-Resident Non-Profit Kitchen only (9 reservations) The Sterling Park Recreation Center was rented for 15 different events:
• Sterling Park Resident Rental Reservations (12 social events, 5 included picnic rentals, 2 picnic rentals only)
• Sterling Park In House Reservations (3 events at Sterling Park) AN
ALYSIS
During the second quarter of 2025, a total of 1,894 participants attended 52 programs, reflecting an increase of 230 participants compared to the same period in 2024. Staff attributes this growth in attendance to the addition of several successful community events, including Junk in the Trunk, Día de los Niños, and the Summer Kick-Off Event. Staff also observed an increase in the number of parents utilizing early morning care and afternoon care as part of the Summer Day Camp program, which contributed to the overall rise in participation.
A decline in participation in certain areas is attributed to the temporary pause of both the Summer Food Program and Second Harvest Food Bank deliveries. Second Harvest suspended services in May; however, staff remains in communication with a community liaison from Jefferson High School, who will notify the Town when distributions resume. Additionally, the Town’s annual collaboration with San Mateo County Libraries did not occur this year due to a delayed start to their programming. Staff will work more closely with library partners next year to ensure a timely and effective partnership.
In recognition of Mental Health Awareness Month, staff organized a community-wide Teddy
Bear Hunt across Colma. The bears featured inspirational quotes and mental health resources, and participants were encouraged to keep them. This lighthearted and engaging event successfully promoted mental wellness while connecting residents with important information.
Staff participated in El Camino High School’s Career Day to promote careers in Recreation, as well as to highlight our teen programs. In addition, staff took part in Thomas Edison’s End-of- the-Year Carnival, where they shared information about upcoming community events and our summer day camp. These outreach efforts are part of our ongoing commitment to engaging with the community and raising awareness about the wide range of programs and events the Town of Colma offers.
Staff Report - Recreation Quarterly Review, April - June 2025
Staff estimates that 30% of the population held a valid Colma I.D. during the second quarter of 2025.
There was a total of 70 rentals, which is an increase of 6 rentals from the second quarter of 2024.
As we move into the fall and winter seasons, staff will continue to offer annual seasonal events while expanding marketing strategies to increase community participation. Staff also aim to develop additional partnerships with local organizations and businesses to enhance programming and outreach.
Sustainability Impact
Staff coordinates and implements programs and activities that align with the Town’s Climate Action Plan and Sustainability Policy. For example, at events including the Senior Luncheon, cups, plates, forks, knives, and spoons are made from recyclable and/or compostable materials.
CONCLUSION
Staff recommends that the City Council adopt the motion to accept informational report on Recreation Department program, activities, events and trips for the second quarter of 2025.

Staff Report re Adoption of the FY 2025-26 Appropriation Limit Page 1 of 2
STAFF REPORT
T
O: Mayor and Members of the City Council
FROM: Stuart Schillinger
VIA: Dan Barros, City Manager
MEETING DATE: July 9, 2025
SUBJECT: Adoption of FY 2025-26 Appropriation (GANN) Limit
RECOMMENDATION
Staff recommends that the City Council adopt the following:
RESOLUTION ADOPTING THE FY 2025-26 APPROPRIATION LIMIT, PURSUANT TO CEQA GUIDELINE 15378
EXECUTIVE SUMMARY
Each year as part of the annual budget process, the City Council is required by state law to adopt an Appropriations Limit (Limit). The Limit for the Fiscal Year 2025-26 is $69,694,451.
FISCAL IMPACT
Adoption of the Limit will ensure the Town appropriations are in compliance with State requirements. The FY 2025-26 Appropriations subject to the limit (“Proceeds of Taxes”) total $23,635,938 which means the Town is $46,058,513 below the authorized limit.
BACKGROUND
California voters approved propositions amending the State Constitution and requiring the annual Town budget include a calculation of the Appropriations Limit, also known as the Gann Limit. This requirement was imposed by Proposition 4 (1979) and later amended by Proposition 111 (1990).
The requirement imposes a restriction on the amount of governmental revenue which may be appropriated in any fiscal year. The Appropriations Limit was first based on actual appropriations during the base year (1986-87), and it can be increased each year based on a specific formula and specified growth factors. The Appropriations Limit does not apply to all funds. It only applies to funds that are “proceeds of taxes.”
Each year, the adjustment to the Appropriations Limit takes into consideration two factors: 1) the change in the cost of living, and 2) the change in population. For each of these factors, the Town may select between two optional factors. Additionally, State law requires that the calculation factors must be available to the public for 15 days prior to adoption.
AGENDA ITEM #3
Staff Report re Adoption of the FY 2025-26 Appropriation Limit Page 2 of 2
To comply with State law, the documentation used in the determination of the appropriations limit was made available to the public beginning on June 11, 2025 for a full 15 days prior to the City Council meeting.
ANALYSIS
The appropriation limit analysis includes two parts. The first part is the calculation of the appropriation limit based on the change in the county’s or the city’s population and the State’s per capita personal income. The new FY 2025-26 Appropriations Limit, as calculated and attached to the proposed resolution, is $ 69,694,451. The increased adjustment factor of 1. 0651 is calculated using the County’s population change of 0.07 percent and the change in the State per capita personal income of 6.44 percent. These adjustments were published in the Department of Finance’s Price and Population Report.
The second part of the analysis is to verify that the “Proceeds of Taxes” do not exceed the limit calculated above. The “Proceeds of Taxes” is determined based on the City Council adopted budget for the new fiscal year. The City Council adopted the FY 2025 -26 Operating and Capital Budget on June 25, 2025, with a projection of $24,227,774 million as general fund revenues. Of this amount, the “proceeds of taxes” subject to the limit is $23,6355,938 which is $46,058,513 less than the FY 2024-25 Appropriations Limit of $69,694,451.
Reasons For the Recommended Action/Findings
Adoption of the FY 2025-26 Appropriation Limit will comply with State laws.
Council Adopted Values
Approval of the FY 2025-26 Appropriation Limit is the responsible action because the Town’s FY 2025-26 Budget complied with State laws.
ENVIRONMENTAL
The adoption of the resolution is exempt from environmental review pursuant to CEQA Guideline 15378 as a governmental fiscal activity without any impact on the environment.
CONCLUSION
Staff recommends that the Council adopt the attached resolution.

OF THE CITY COUNCIL OF THE TOWN OF COLMA
R
ESOLUTION ADOPTING THE FY 2025-26 APPROPRIATION LIMIT,
PURSUANT TO CEQA GUIDELINE 15378
The City Council of the Town of Colma does resolve as follows.
1. Background
(a) Article XIIIB of the California Constitution places certain restrictions on annual appropriations by cities;
(b) The restrictions only apply to those appropriations which meet the definition of “Proceeds of Taxes”;
(c) The FY 2025-26 Appropriations Limit Calculation was publicly noticed and posted on the Town’s website on June 11, 2025, which is more than fifteen days for review consistent with California Government Code Section 7910
;
(
d) The adoption of the Appropriations Limit must identify the optional calculation factors to be used as adjustment factors.
2. Findings
(a) The first adjustment factor, the Town must select between: (A) the change in Town population, or (B) Countywide population, and the Town has selected the Change in Colma’s population; and
(b) The second adjustment factor the Town must select between: (1) the change in the State per capita income, or, (2) the change in the assessed valuation of local nonresidential construction, and the Town has selected the change in the State per capita income; (c) The detailed calculation of the Appropriations Limit for Fiscal Year 2025-26 is described in Exhibit A, attached hereto and by reference made a part hereof. (d) The City Council finds that the Fiscal Year 2025-26 budget does not exceed the constitutional appropriation limit placed on “Proceeds of Taxes” for Fiscal Year 2025-26 and is $46,058,513 below the authorized limit.
3. Appropriation Limit
The Appropriation Limit for the Fiscal Year 2025-26 shall be, and hereby is determined to be $69,694,451.

RESOLUTION ACCEPTING AUDITOR'S REPORTS AND FINANCIAL STATEMENTS FOR THE FISCAL YEAR ENDING JUNE 30, 2024, PURSUANT TO CEQA GUIDELINE 15378
COUNCIL ADOPTED VALUES
A
pproval of the attached resolution is consistent with the Council's core value of responsibility because the annual audit process provides an objective, expert assessment of the Town's financial condition and financial reporting process.

The Town's financial statements are prepared in accordance with the generally accepted accounting principles (GAAP) and reporting requirements of the Governmental Accounting Standard Board (GASB).
For Fiscal Year ending June 30, 2024, the Town engaged O'Connor & Company formerly R.J.
Ricciardi, CPA to conduct an independent audit and review of the Town's financial statement for the fiscal year ending June 30, 2024. The audit includes the agreed-upon procedures, review, and audit of various reports. The Auditor's opinion on the following reports are attached as B through F.
• The Basic Financial Report for FY 2023-24,
• Management Report for FY 2023-24,
• Measure A Fund Component Unit Financial Statements for FY 2023-24, AGENDA ITEM #4
Staff Report re FY23-24 Auditor’s Report Page 2 of 5
• Measure W Fund Component Unit Financial Statements for FY 2023-24, and • Appropriations Limit Calculation for FY 2023-24.
A representative from the firm will be at the Council meeting to present the audit and answer any questions the Council may have.
ANALYSIS
Overall, the Town received a "clean" audit for FY 2023-24 with no adverse findings or recommendations. As part of the audit, O'Connor and Company also assessed the Town's internal control and noted in Attachment C, FY 2023-24 Management Report that they did not find any observations.
FY 2023-24 Audited Financial Report
The FY 2023-24 Audited Financial Report is organized in four main sections, see below. All sections have been prepared in accordance with Generally Accepted Accounting Principles (GAAP) and relevant rules established by the Governmental Accounting Standard Board (GASB).
Introductory Section has the Table of Contents, Town Officials, and Town Organization Chart. The FY 2023-24 Financial Report does not include a transmittal letter, as it is embedded in the MD&A.
Financial Section contains the Independent Auditors' Report, Management's Discussion & Analysis (MD&A), Basic Financial Statements, and Notes to Basic Financial Statements.
Independent Auditors' Report (p. 1-2) summarizes the auditors' responsibility regarding the financial statements, their audit opinion, and other matters and information in the Financial Report. As stated above, the Town received a "clean" audit for FY 2023-24.
Management Discussion & Analysis (MD&A) (p. 3-9) provides highlights on the Town's financial condition, overall economic conditions, and a FY 2023-24 Budget overview.
Basic Financial Statements (p. 10-17) presents the Town's FY 2023-24 finances as dictated by GAAP. This section begins with Governmental-Wide financial statements (p. 10-11) where the financial information within the Fund Financial statements (p. 12-17) are consolidated and adjusted in accordance with GAAP. Reconciliations from the Fund level to Governmental-Wide level can be found on page 14. Additional information on Governmental-Wide and Fund Financial Statements can be found on page 18 (NOTE 1B).
The Fund Financial Statements also presents General Fund, Capital Projects Fund as Major Funds. Non-major funds are combined and presented as "Other Governmental Funds" (p. 12- 13) and in the Supplementary Information Section (p. 53-54).
Notes to the Basic Financial Statements (p. 18-44) provides additional information about the Basic Financial Statements. This includes explanation of the basis of accounting and various Staff Report re FY23-24 Auditor’s Report Page 3 of 5
accounting terms. It also includes debt schedules, background information on pension and OPEB, and other pertinent information needed to understand the Basic Financial Statements.
Required Supplementary Information includes General Fund budgetary comparison (p. 45), Pension and OPEB schedules (p. 47-52), and Balance Sheet and Schedule of Revenues, Expenditures and Changes in Fund Balance for Non-major governmental funds (p. 53-54).
Key Notes and Changes
Town Hall Renovation Project Financing
On September 24, 2015, the Town completed a Certificates of Participation (COP) financing of $5.3 Million to fund a portion of the Town Hall Renovation Project. The proceeds from this financing were placed in a separate fund. The net liability as of June 30, 2024, in this fund was $4,160,000. (See Note 4E page 30).
Retirement Liabilities
This is the tenth year of the requirement to incorporate additional information on retirement plan liabilities as required by Government Accounting Standards Board (GASB) statement No.
68. (See Note 5C on pages 33-38). As shown on page 30, the Net Pension Liability decreased by $85,000 from $12.7 Million in the prior year to an ending balance of $12.6 million as of June 30, 2024.
Retiree Medical and Dental (OPEB) Liabilities
This is the seventh year of the requirement to incorporate additional information on retirement plan liabilities as required by Government Accounting Standards Board (GASB) statement No.75. (See Note 7 on pages 40-44). As shown on page 30, the Net OPEB Liability decreased by $751,000 from $11.2 Million in the prior year to an ending balance of $10.5 million as of June 30, 2024. Previously, OPEB liabilities were offset by contributions. With the implementation of GASB 75, OPEB liabilities and additional contributions are recorded separately, showing the estimated future OPEB debt.
Other Reports
Management Report
As part of the Audit process the Auditors also review procedures and make recommendations on improvements as part of a Management Report (See Attachment C). The Auditors did not make any reportable findings with the current year work.
Measure A Transportation Funds
The Town receives $72,055 per year in Measure A Transportation Funds from San Mateo County. The Measure A Program requires the Town to complete a separate audit of these funds (See Attachment D). In addition to financial testing of transactions, the Auditors do additional Staff Report re FY23-24 Auditor’s Report Page 4 of 5
review to provide a reasonable assurance that the Town of Colma has complied with certain provisions of Measure A.
No Measure A expenditures were made by the Town in FY 2023-24. The balance available in the Measure A Fund as of June 30, 2024 is $180,671.
Measure W Transportation Funds
The Town receives $31,930 per year in Measure W Transportation Funds from San Mateo County. The Measure W Program requires the Town to complete a separate audit of these funds (See Attachment E). In addition to financial testing of transactions, the Auditors do additional review to provide a reasonable assurance that the Town of Colma has complied with certain provisions of Measure W.
No Measure W expenditures were made by the Town in FY 2023-24. The current fund balance is $97,067. Staff will allow the fund to accumulate until it is sufficient to be used for a capital project.
Appropriations Limit
Annually the Town is required to calculate an Appropriations Limit which is presented in the Budget and adopted by the Council. State Law does not require an "Audit" of the proceeds of taxes, but does require a review completing specific procedures. This review was completed by the Auditors with no exceptions being noted (See Attachment F).
Reasons For the Recommended Action/Findings
Acceptance of the FY 2023-24 audited/reviewed financial statements and reports will authorize Staff to publish and distribute them to various interested parties and ensure compliance with the Town's debt issuance requirements.
FISCAL IMPACT
This is for reporting purposes. No fiscal impact.
ALTERNATIVES
None. In addition to supporting good governance, the completion of the Audited Financial Statements is a requirement of the Certificate of Participation (COP) debt issuance and rules imposed by the SEC.
CONCLUSION
Staff recommends the City Council receive the presentation from the Town’s auditor, then adopt a resolution accepting the Auditor’s reports for Fiscal Year 2023-24

FROM: Brad Donohue, Director of Public Works and Planning Abdulkader Hashem, Principal Project Manager
VIA: Daniel Barros, City Manager
MEETING DATE: July 9, 2025
SUBJECT: Approval of Engineer’s Report of Sanitary Sewer Service Charges for Fiscal Year 2025-26
RE
COMMENDATION
Staff recommends that the City Council adopt the following:
RESOLUTION OVERRULING PROTESTS TO AND ADOPTING ENGINEER’S REPORT ON SEWER SERVICE CHARGES FOR FISCAL YEAR 2025-26, DIRECTING THE CITY ENGINEER TO FILE A COPY OF THE ENGINEER’S REPORT WITH THE SAN MATEO COUNTY TAX
COLLECTOR, AND AUTHORIZING THE COUNTY TAX COLLECTOR TO PLACE THE CHARGES ON THE PROPERTY TAX ROLL PURSUANT TO CEQA GUIDELINE 15301 AND 15378
COUNCIL ADOPTED VALUES
The adoption of the resolution is consistent with the City Council’s value of being Fair . Before any annual sanitary sewer charge is placed on the county tax rolls for a property in the Town of Colma, a public hearing will be held, giving residents an opportunity to protest the calculation of their annual charge to the City Council. The Council will then review and rule on each protest.
B
ACKGROUND
The Town of Colma contracts with the City of South San Francisco (“SSF”) and the North San Mateo County Sanitation District (“District”) to provide sanitary sewer services to all properties in the Town. The Town assesses sewer service charges against properties within the Town at the same rate that SSF or the District charges the Town for those properties.
The Town levies an annual sewer service charge on each property that utilizes or has access to these sewer systems. Pursuant to section 5473 of the Health and Safety Code of the State of California, the Town has elected to collect the annual sewer service charges through the County of San Mateo Property Tax Rolls. Therefore, in accordance with the Health and Safety Code, the AGENDA ITEM #5
Staff Report: Engineer’s Report, Sanitary Sewer Service Charges FY 2025-26 Page 2 of 6 City Engineer has prepared a report describing each parcel that receives sewer service and the amount of the service charge that will be assessed against each parcel for Fiscal Year 2025-26 (the “Engineer’s Report” or “Report”).
As required, the Engineer’s Report has been on file with the office of the City Clerk for public review and comment for at least fifteen days prior to the Public Hearing on July 9, 2025. In addition, the required notice of public hearing and the proposed sewer charges was published pursuant to Government Code Section 6066 in the local newspaper on June 16 & 23, 2025; a courtesy copy of the notice with individual sewer charge was mailed to all affected property owners, residents, and business owners on June 4, 2025; and a copy of the notice was posted on the Town’s three official bulletin boards for at least 10 days prior to the Public Hearing.
ANALYSIS

n June 23, 2021, the Town approved a resolution adopting the maximum sewer service charges to its customers served by the District. The proposed sewer rate for FY 2025-26 will be based on the sewer rates adopted by the Daly City Council on June 23, 2025.
South San Francisco “SSF” Sewer Rates
The maximum per unit approved rates for sewer service charges for customers served by the City of South San Francisco are set forth in the following schedule:

The above proposed wastewater treatment rates imposed by SSF for FY 202 5-26 are increased by approximately 3% based on pass-through adjustments imposed by South San Francisco.
Wastewater Collection System Charge
The wastewater collection system charge is in addition to the charges for wastewater treatment that are currently passed through to Colma’s customers based on charges levied by the City of South San Francisco or the District.
The wastewater collection system charge is a usage -based charge of $3. 44 per hundred cubic feet of water consumption and would become effective starting July 1, 202 5. For residential customers, the billed amount of the wastewater collection system charges will be calculated based on the volume of metered water use during the winter months of January and February, typically a period of minimal outdoor irrigation, multiplied by six . For non -residential customers, the wastewater collection system charge will be calculated based on total annual metered water consumption. Charges for all customers would be subject to a minimum annual charge of $41.28 that only applies when billed usage results in a lower annual charge. The minimum annual charge helps recover a portion of the Town’s fixed costs of providing service.
Staff Report: Engineer’s Report, Sanitary Sewer Service Charges FY 2025-26 Page 4 of 6 At the May 25, 2022 City Council Meeting, City Council approved a 4 -Year Phase in program to assist residents and businesses to adjust to the new sanitary sewer collection charges. • The 1st year of the program property owners will be charged 25% of the annual collection charge and the Town will subsidize the remaining 75% of the annual charge. • The 2nd year, the property owners will be charged 50% of the annual collection charge and the Town will subsidize the remaining 50% of the annual Charge. • The 3rd year the property owner will be charged 75% of the annual sewer charge and the Town will subsidize the remaining 25% of the annual charge. • The 4th year the property owner will be responsible for the full collection charge.
We
are currently in the 4th year of the Phase in Program.
Water Conservation Incentive Program
In July 2012, City Council approved a Water Conservation Incentive Program for all sewer service customers in Town. The proposed Program would grant each sewer service user a subsidy if the customer used the same amount of water or less compared to the average of the prior three years.
On May 28, 202 5, the City Council approved an estimated $ 60,673.09 (Inclusive of a $4 ,000 contingency) for Water Conservation Incentive Program for FY 2025-26. Staff further refined the water use data and it has been determined that the actual Water Conservation Incentive Program subsidy for fiscal year 2025-26 for “Eligible Customers” is $ 58,149. This subsidy would reduce Eligible Customers annual sewer charge by 10%.
Hearing on Engineer’s Report to Consider Individual Protests The purpose of the hearing on the Engineer’s Report is to hear individual protests to the Engineer's Report for each parcel of property within the Town of Colma subject to the sewer service charge. For example, a property owner might protest the classifica tion for the owner’s property, or another owner might claim that an error was made in the calculation of the owner’s annual sanitary sewer charge. However, protests cannot serve as a protest of the entire sewer rates, due to the fact that the time for lodging those protests of the sewer rates was at the June 22, 2022, Proposition 218 hearing. Each affected property owner has the right to file a written protest to the Engineer’s Report any time prior to the conclusion of the public hearing on the Report on July 9, 2025. If the Council decides a protest(s) is valid, the Council should sustain the protest, and potentially direct the City Engineer to amend the Engineer’s Report or remove the charge depending on the factual circumstances and staff’s input. If the Council decides that a protest is invalid, it should overrule the protest, and direct the City Engineer to file the Engineer's Report without change.
If there are any protests to the Engineer’s Report submitted after the Council receives this staff report, the City Engineer will prepare a supplemental staff report detailing those protests. Written protests can be submitted until the close of the public hearing. If a protest is filed at the public hearing, staff will advise the Council at the meeting of their recommendation and, amend the Engineer’s Report as directed by the City Council before submitting it to the County. If the Staff Report: Engineer’s Report, Sanitary Sewer Service Charges FY 2025-26 Page 5 of 6 attached Resolution needs to be amended to address any protests submitted at the hearing, the City Attorney will help guide the Council through that process.
As of July 3, 2025, the Town has received zero “0” inquiry and zero “0" protests. Staff will submit to City Council a copy of the inquiry and protest log along with a copy of the written protest, (Exhibit C), prior to the opening of the public hearing for adopting the Engineer’s Report on sewer service charges for FY 2025-26.
Assessment on County Tax Rolls
On or before July 31, 202 5, the City Engineer will send the approved or amended Engineer’s Report to the County along with a Resolution requesting that the County Tax Collector enter the amounts of the charges shown on the Report as assessments against the respective parcels on the County tax rolls for FY 2025-26.
F
ISCAL IMPACT
The total sewer treatment and collection charges posted on tax rolls for properties served by the City of South San Francisco (“SSF”) and the North San Mateo County Sanitation District (“NSMCSD” or “District”) is $1,286,695.64. After calculating the water incentive program and sewer charges for Town-owned properties, the Town will be reimbursed through the County Tax Rolls $1,208,919.48, leaving a net cost of $77,776.16 to the Town for Town-wide annual sanitary sewer charges.

NVIRONMENTAL
The City Council’s action in adopting the resolution to place the charges on the tax roll is exempt from the California Environmental Quality Act (CEQA) pursuant to CEQA Guideline 15301 as the operation and maintenance of the Town’s existing sewer infrastr ucture. It is also exempt pursuant to CEQA Guideline 15378 as a governmental fiscal activity which doesn’t commit to any specific project which may result in a potentially significant physical impact on the environment.
ALTERNATIVES
As to each protest against the proposed sewer service charge, the City Council can either sustain or overrule the protest for that parcel. If the City Council sustains the protest, it can modify or remove the proposed charge for that parcel. The Town may also choose to collect the sewer service charges separately from the tax roll. This option will result in increased costs for technology and staff dedicated to billing, as well as a higher risk of errors. Additionally, this option will not allow the Town to place the sewer service charges as a lien against the subject property.
