Staff Report - Recreation Quarterly Review, April - June 2025
STAFF REPORT
TO: Mayor and Members of the City Council
FROM: Angelika Abellana, Recreation Manager
VIA: Dan Barros, City Manager
MEETING DATE: July 9, 2025
SUBJECT: Recreation Services Department Quarterly Review, April - June 2025
RECOMMENDATION
Staff recommend that the City Council adopt:
MOTION TO ACCEPT INFORMATION REPORT ON RECREATION DEPARTMENT PROGRAM, ACTIVITIES, EVENTS AND TRIPS FOR THE SECOND QUARTER OF 2025
BACKGROUND
Participation
The Recreation Services Department offered programs, activities, events, and trips for all age groups during the past quarter. Below is a summary of participation levels by demographic:
●Adults and Seniors – Enrichment Programs
o A total of 199 adults and seniors participated in enrichment programs, reflecting an increase of 6 participants compared to the second quarter of 2024. Staff attributes this modest increase to growing interest in programs such as Ladies Social and Breakfast & Bingo.
●Adults and Seniors – Trips and Events
o A total of 131 adults and seniors took part in trips and special events, representing a decrease of 9 participants from the same period in 2024. This decline is attributed to the rescheduling of the Senior Prom and the cancellation of the Legion of Honor trip.
●Youth and Teens – Enrichment Programs
o A total of 866 youths and teens participated in enrichment programs, a increase of 392 participants from the second quarter of 2024. Staff attributes the increase to registration of Day Camp Early Morning Care and Afternoon care. ●Youth and Teens – Events and Trips
o A total of 234 youths and teens participated in events and trips, reflecting an increase of 161 participants compared to the second quarter of 2024. The rise in participation is largely due to the addition of the Eggstravaganza event and the introduction of new teen-focused programs.
●Community Programs (All Ages)
o A total of 764 individuals—including youth, adults, and seniors—participated in community programs during the quarter. This marks an increase of 286 AGENDA ITEM #2

participants over the same period in 2024. Staff attribute the increase to strong attendance at community events such as Junk in the Trunk and Día de los Niños.
The attachment contains a detailed breakdown of participation by program.

•Resident Rental (19 social events, 1 Funeral)
•Colma Non-Profit (1 Meeting, 1 Fundraiser)
•Non-Resident Rental (2 Social events, 3 Funerals)
•Non-Resident Non-Profit (3 social events, 1 Fundraiser) •In House Reservations (4 Police Department Trainings/Meetings, 1 Blood Drives) •Non-Resident Non-Profit Kitchen only (9 reservations)
The Sterling Park Recreation Center was rented for 15 different events:
•Sterling Park Resident Rental Reservations (12 social events, 5 included picnic rentals, 2 picnic rentals only)
•Sterling Park In House Reservations (3 events at Sterling Park)
ANALYSIS
During the second quarter of 2025, a total of 1,894 participants attended 52 programs, reflecting an increase of 230 participants compared to the same period in 2024. Staff attributes this growth in attendance to the addition of several successful community events, including Junk in the Trunk, Día de los Niños, and the Summer Kick-Off Event. Staff also observed an increase in the number of parents utilizing early morning care and afternoon care as part of the Summer Day Camp program, which contributed to the overall rise in participation.
A decline in participation in certain areas is attributed to the temporary pause of both the Summer Food Program and Second Harvest Food Bank deliveries. Second Harvest suspended services in May; however, staff remains in communication with a community liaison from Jefferson High School, who will notify the Town when distributions resume. Additionally, the Town’s annual collaboration with San Mateo County Libraries did not occur this year due to a delayed start to their programming. Staff will work more closely with library partners next year to ensure a timely and effective partnership.
In recognition of Mental Health Awareness Month, staff organized a community-wide Teddy Bear Hunt across Colma. The bears featured inspirational quotes and mental health resources, and participants were encouraged to keep them. This lighthearted and engaging event successfully promoted mental wellness while connecting residents with important information.
Staff participated in El Camino High School’s Career Day to promote careers in Recreation, as well as to highlight our teen programs. In addition, staff took part in Thomas Edison’s End-of- the-Year Carnival, where they shared information about upcoming community events and our summer day camp. These outreach efforts are part of our ongoing commitment to engaging with the community and raising awareness about the wide range of programs and events the Town of Colma offers.
Staff Report - Recreation Quarterly Review, April - June 2025
Staff estimates that 30% of the population held a valid Colma I.D. during the second quarter of 2025.
There was a total of 70 rentals, which is an increase of 6 rentals from the second quarter of 2024.
As we move into the fall and winter seasons, staff will continue to offer annual seasonal events while expanding marketing strategies to increase community participation. Staff also aim to develop additional partnerships with local organizations and businesses to enhance programming and outreach.
Sustainability Impact
Staff coordinates and implements programs and activities that align with the Town’s Climate Action Plan and Sustainability Policy. For example, at events including the Senior Luncheon, cups, plates, forks, knives, and spoons are made from recyclable and/or compostable materials.
CONCLUSION
Staff recommends that the City Council adopt the motion to accept informational report on Recreation Department program, activities, events and trips for the second quarter of 2025.
