Staff Report - Recreation Quarterly Review, July - September 2025 Page 1 of 3

STAFF REPORT
TO: Mayor and Members of the City Council
FROM: Angelika Abellana, Recreation Manager
VIA: Dan Barros, City Manager
MEETING DATE: October 8, 2025
SUBJECT: Recreation Services Department Quarterly Review, July-September 2025

RECOMMENDATION
Staff recommends that the City Council adopt:

MOTION TO ACCEPT INFORMATIONAL REPORT ON RECREATION DEPARTMENT PROGRAMS, ACTIVITIES, EVENTS, AND TRIPS FOR THE THIRD QUARTER OF 2025.

BACKGROUND
The Recreation Services Department offered a variety of programs, activities, events, and trips for all age groups during the third quarter of 2025. Below is a summary of participation by demographic group:
o Adults & Seniors – Enrichment Programs
A total of 104 adults and seniors participated in enrichment programs during the third quarter of 2025, reflecting a decrease of 95 participants compared to the same period in 2024. Staff attributes this decline primarily to reduced interest in the Colma Ladies Social due to participants being out of town and a decreased frequency of Friday Films due to scheduling conflicts with other events.
o Adults & Seniors – Trips and Events
A total of 278 adults and seniors participated in trips and special events during the third quarter, representing an increase of 147 participants compared to the same period in 2024. This growth is largely due to increased interest in Adult and Senior Trips and the success of adult-focused programs such as the Lagunita’s Brewery Tour and Brews & Bingo.
o Youth & Teens – Enrichment Programs
A total of 1,480 youth and teens participated in enrichment programs during the third quarter of 2025, representing an increase of 1,078 participants compared to the same period in 2024. Staff attributes this growth the high interest of Early Morning Care and Afternoon Care during the summer months.
o Youth & Teens – Events and Trips
A total of 139 youth and teens participated in events and trips during the third quarter, reflecting a decrease of 95 participants compared to the same period in 2024. This

AGENDA ITEM
#2

Staff Report - Recreation Quarterly Review, July - September 2025 Page 2 of 3 decline is attributed to reduced participation in Dessert & Arts and Crafts and the cancellation of Crafts and Vibes. Staff also observed a general decrease in teen participation in events, though the Leaders in Training program maintained consistent involvement.

o Community Programs (All Ages)
A total of 2,344 individuals—including youth, adults, and seniors—participated in community programs during the third quarter, marking an increase of 1,740 participants compared to the same quarter in 2024. Staff attribute this growth to strong attendance at popular community events such as Summer Concerts, Cinema at the Cemetery, and Streets Alive – Family Field Day.

The attachment contains a detailed breakdown of participation by program.

Rental Activity
The Colma Community Center was rented for 45 different events:

● Resident Rental (15 social events, 1 Meeting)
● Colma Non-Profit (1 Fundraiser)
● Non-Resident Rental (2 Social events)
● Non-Resident Non-Profit (1 Fundraiser)
● In House Reservations (3 Police Department Trainings/Meetings) ● Non-Resident Non-Profit Kitchen only (22 reservations)

The Sterling Park Recreation Center was rented for 12 different events:
• Sterling Park Resident Rental Reservations (9 social events, 2 included picnic rentals) • Sterling Park In House Reservations (3 events at Sterling Park)

ANALYSIS
In the third quarter of 2025, a total of 4,320 participants attended City recreation programs.

This reflects a decrease of 331 participants compared to the same period in 2024. Staff attributes the decline to a temporary pause in Zumba Gold and Tuesday evening Zumba classes. Additionally, the pause of the Second Harvest Food Bank partnership with Jefferson High School, as well as the inability to secure a summer food program partnership with San Mateo County Libraries, impacted overall participation numbers.

Despite the overall decline, staff observed increased attendance in several key areas. Adult and Senior trips and events—such as Brews and Bingo—experienced notable growth. Furthermore, there was a rise in the number of parents utilizing both early morning and afternoon care as part of the Summer Day Camp program, which positively contributed to overall participation.

In celebration of National Recreation Month in July, staff hosted a series of low-cost community activities in alignment with this year’s theme: “Build Together, Play Together.” A highlight of the month was the installation of the first Neighborhood Lending Library at Sterling Park, providing residents with free access to books and fostering community connections.

Staff estimates that approximately 31% of Colma residents held a current Colma I.D. during the third quarter of 2025.

Staff Report - Recreation Quarterly Review, July - September 2025 Page 3 of 3 Facility rentals totaled 56 for the quarter, marking a slight increase of one rental compared to the third quarter of 2024. The minimal growth is attributed to temporary closures of the Colma Community Center and Conference Room due to floor maintenance.

Sustainability Impact
Staff coordinates and implements programs and activities that align with the Town’s Climate Action Plan and Sustainability Policy. For example, at events including the Annual Town Picnic, cups, plates, forks, knives, and spoons are made from recyclable and/or compostable materials.

CONCLUSION
Staff recommends that City Council Adopt the motion to accept informational report on Recreation Department program, activities, events and trip for the third quarter of 2025.
