PLEDGE OF ALLEGIANCE AND ROLL CALL
Mayor Gonzalez called the meeting to order at 7:00 p.m.
Council Present – Mayor Ken Gonzalez, Vice Mayor Carrie Slaughter and Council Members Helen Fisicaro, Joanne F. del Rosario, and Thomas Walsh Council Absent – None
Staff Present – City Manager Daniel Barros, City Attorney Christopher Diaz, Assistant City Attorney Robert Murillo II, Chief of Police John Munsey, Administrative Services Director Nathan Bassett, Human Resources Manager Juan Rumayor, Recreation Manager Angelika Abellana, Recreation Coordinator Daisy Esquivias, Recreation Coordinator Dinora Navarro, , and City Clerk Michelle Estabillo
Council recited the Pledge of Allegiance.
REPORT OUT FROM CLOSED SESSION
Mayor Gonzalez deferred to City Attorney Diaz. City Attorney Diaz announced that the Council unanimously agreed to initiate litigation and that the particulars of that case will be shared once the litigation has been filed.
ADOPTION OF THE AGENDA
Action: A motion was made by Councilmember Walsh, seconded by Councilmember del Rosario, to adopt the agenda. The motion carried by the following vote:

PRESENTATIONS
• Vice Mayor Slaughter read the proclamation recognizing November 15 at Arboretum Day and presented it to Cypress Lawn Arboretum Director Josh Gervetz who offered brief remarks about Cypress Lawn’s Arboretum Day event.
• Mayor Gonzalez read the proclamation recognizing November 11 as Veterans Day and stated that the Town had a Veterans Appreciation Barbeque at Veterans Village on November 4.
• Recreation Coordinator Dinora Navarro announced the following winners of the 2025 Halloween House Decorating Contest.
o Spookiest House – Brodzin Family
o Most Festive – Gotelli Family
o Most Creative – Yohannes Family
o Best Lighting Display - Lopez Family
• Human Resources Manager Juan Rumayor gave a presentation on employees who were celebrating milestone anniversaries with the Town of Colma.

CONSENT CALENDAR
1. Motion to Approve the Minutes from the October 22, 2025 Regular Meeting Action: A motion was made by Councilmember Walsh, seconded by Councilmember del Rosario, to approve the Consent Calendar.

STUDY SESSION
5. DISCUSSION ON THE CREATION OF THE CULTURE AND ARTS COMMISSION
City Manager Barros presented the staff report.
Public Comment was received from Maureen O’Connor from the Colma Historical Association requesting the organization be considered and included in the Culture and Arts Commission as needed.
Council questions and discussion followed.
City Manager Barros and City Attorney Diaz responded to Council questions.
Direction was given to staff to return to Council to obtain further public comment and adopt an option on the creation of the Culture and Arts Commission.
COUNCIL CALENDARING
Mayor Gonzalez announced there is a Special Meeting on December 9, 2025 and that the next Regular Council meeting will be on December 10, 2025.

City Manager Reports
City Manager Barros reported the following:
• Public Works refreshed the rumbled strips on Collins Road. • Parol Lantern Workshop on November 14 at the Colma Community Center • First and CPR training on November 15 at the Colma Community Center • Arboretum Day on November 15 at Cypress Lawn.
• Stars and Souls Friendsgiving on November 20 at the Colma Community Center • Glass Succulent Ornament with Succulents by Sue at the Colma Community Center • Annual Holiday Tree Lighting on December 2 at Town Hall.
Mayor Gonzalez acknowledged that this is his last Council meeting as Mayor and thanked Town staff for their assistance during his inaugural year.

ADJOURNMENT
Mayor Gonzalez adjourned the meeting at 7:59 p.m. in memory of Donna Alban.
