STAFF REPORT
TO: Mayor and Members of the City Council
FROM: Brad Donohue, Director of Public Works
VIA: Dan Barros, City Manager
MEETING DATE: December 10, 2025
SUBJECT: Acceptance of the Lawndale Blvd RRFB Mid-Block Crosswalk and Bike Lane Improvement Project.

RECOMMENDATION
Staff recommends that the City Council make the following motion:

MOTION ACCEPTING THE LAWNDALE BLVD RRFB MID-BLOCK CROSSWALK AND BIKE

LANE IMPROVEMENT PROJECT AND DIRECTING THE DIRECTOR OF PUBLIC WORKS TO

FILE A NOTICE OF COMPLETION FOR THE PROJECT WITH THE SAN MATEO COUNTY RECORDER’S OFFICE, PURSUANT TO CEQA GUIDELINE 15301

COUNCIL ADOPTED VALUES
By accepting the Project as complete, the City Council has reviewed and approved the work performed by Zara Construction Inc., thus taking a Responsible position requesting that the Notice of Completion be filed with the County Recorder’s Office and that final payment be timely made to the contractor.

DETAILED DESCRIPTION OF THE PROJECT
The Lawndale Boulevard RRFB Mid-Block Crosswalk and bike lane Improvement Project will enhance pedestrian and cyclist safety and mobility by installing high-visibility crosswalks, ADA- compliant curb ramps, Rectangular Rapid Flashing Beacons (RRFBs), curb and gutter, improved striping and pavement markings, advanced yield lines, and signage.

Based on El Camino High School's recommendation, a pullout area at the northern end of the mid-block crosswalk has been added to the scope of the Project. This new designated area will significantly enhance student safety, improve traffic flow, and allow parents to quickly and efficiently drop off or pick up their children.

AGENDA ITEM #3

Staff Report - Notice of Completion for the Lawndale Mid-block Crosswalk City Council Meeting 12/10/2025 Page 2 of 3

BACKGROUND
The Transportation Development Act (“TDA”) Article 3 Program provides funding from Local Transportation funds and the State Transit Assistance to eligible pedestrian and bicycle projects within San Mateo County.

The Town of Colma has been awarded a $252,000 grant from the Metropolitan Transportation Commission (“MTC”) to assist with the construction of the Lawndale Blvd RRFB Mid-Block Crosswalk and Bike Lane Improvement Project (Project).

On May 28, 2025, the City Council allocated an additional $188,000 from the Fiscal Year 2025- 2026 Capital Improvement Budget to the Project.

On June 25, 2025, the City Council approved the bid document package and authorized staff to solicit formal bids for the Project.

On July 1, 2025, the project was publicly bid and advertised in accordance with the Town of Colma’s Public Contract Code.

On August 27, 2025, the City Council awarded the construction contract to Zara Construction Inc., in the amount of $279,898.00 with a construction contingency in the amount of $27,887.80, (10% contingency).

ANALYSIS/ RECOMMENDED ACTION
Town Engineering staff provided construction management and inspection oversight for the project and have approved the work to be complete and in compliance to the approved project plans and specifications.

Staff requests the City Council accept work performed on the Project and authorize the Director of Public Works to file a Notice of Completion with the San Mateo County Recorder’s Office.

The filing of the Notice of Completion means:
• The Town accepts the Project as complete.
• The time frame for the filing of stop payment notice claims is shortened once the Notice of Completion has been timely filed with the San Mateo County Recorder’s Office

To date there have been no stop notices or claims filed with the Town for the Project.

Sustainability Impact
The Project will help promote safe bicycle travel, thus encouraging individuals to use non- motorized modes of transportation and assisting in lowering our greenhouse gas emissions.

FISCAL IMPACT
The City Council awarded a construction contract to Zara Construction Inc. in the amount of $279,898.00 with $27,898.80 in construction contingency, for a total construction budget of $307,887.80. The final construction cost (no change orders were issued) came to $279,228.00, a net savings in the amount of $28,659.80

ENVIRONMENTAL
The City Council’s acceptance of the project and its direction to staff to file a Notice of Completion is exempt from environmental review under the California Environmental Quality Act (“CEQA”) pursuant to Guideline Section 15301 . Subdivision (c) of that section provides a categorical exemption for Class 1 activities including the operation, repair, maintenance, permitting, leasing, licensing, or minor alteration of existing public or private structures, facilities, mechanical equipment, or topographical features, involving negligible or no expansion of existing or former use, which includes but is not limited to pedestrian crossings in existing streets.

ALTERNATIVES
The City Council can choose not to accept the Project and direct the filing of the Notice of Completion for the Project. The Town would then not accept the Project as complete and file the Notice of Completion with the San Mateo County Recorder’s Office. Such action would increase the time for subcontractors and material suppliers to file claims.

CONCLUSION
Staff has reviewed the completed Project and recommends that the City Council, by motion, accept the Project as complete and authorize the Director of Public Works to file a Notice of Completion with the San Mateo County Recorder’s Office. .
