MOTION TO ACCEPT INFORMATION REPORT ON RECREATION DEPARTMENT PROGRAM, ACTIVITIES, EVENTS AND TRIPS FOR THE FOURTH QUARTER OF 2025.

BACKGROUND
Participation
The Recreation Services Department offered programs, activities, events, and trips for all age groups during the past quarter. Below is a summary of participation levels by demographic:
• A total of 183 ad ults and seniors participated in enrichment programs, reflecting an increase of 47 participants compared to the fourth quarter of 2024. Staff attributes this growth to increased interest in programs such as Ladies Social and Armchair Travel, as we
ll as the addition of the Senior Strength and Core fitness class. • A total of 436 adults and seniors participated in trips and special events, representing an increase of 11 participants compared to the fourth quarter of 2024. Staff attribute this increase to continued interest in adult and senior field trips, as well as the addition of another Brews and Bingo event, which attracted both older and younger adults. • A total of 148 youth and teens participated in enrichment programs, marking an increase of 28 participants compared to the fourth quarter of 2024. Staff attributes this growth to increased interest in the Kids Club and Winter Camp programs. • A

• A total of 2,223 youth, adults, and seniors participated in community programs, representing an increase of 115 participants compared to the fourth quarter of 2024.

Staff attributes this increase to the continued popularity of Cinema at the Cemetery and Holiday Tree Lighting activities, including bounce houses and local performances.

The attachment contains a detailed breakdown of participation by program.

The Colma Community Center was rented for 46 different events:
● Resident Rental (19 social events)
● Colma Non-Profit (1 Meeting)
● Colma Business (1 Social)
● Non-Resident Nonprofit (1 Social)
● Non-Resident Nonprofit, kitchen only (20 reservations) ● In House Reservations (1 Meeting, 3 Town Events)

The Sterling Park Recreation Center was rented for 10 different events:
• Sterling Park Resident Rental Reservations (10 social events)

ANALYSIS
In the fourth quarter of 2025, a total of 3,508 participants attended 71 recreation programs, representing an increase of 259 participants compared to the fourth quarter of 2024.

Staff attributes this increase in participation to popular events such as Cinema at the Cemetery and the Día de los Muertos celebration, as well as growing interest in senior programs and trips.

Additional increases are attributed to including the Holiday Tree Lighting event and the Adult Holiday Party.

During this period, staff hosted the first Holly Jolly Mini Market, featuring young entrepreneurs.

Gingerbread-making activities were also offered, and Colma teens volunteered to assist with gift wrapping. The event drew a steady flow of shoppers, with large crowds coming in and out of the building continuously until the conclusion of the event.

Staff estimate that 33 percent of the population held a current Colma I.D. during the fourth quarter of 2025.

There were 56 facility rentals during the fourth quarter, an increase of five rentals compared to the fourth quarter of 2024. This reflects continued growth in resident interest in renting the Colma Community Center.

Staff will continue to refine and enhance its marketing strategies to further increase participation in recreation programs and special events.

Sustainability Impact
Staff Report - Recreation Quarterly Review, October - December 2025 Page 3 of 3 Staff coordinates and implements programs and activities that align with the Town’s Climate Action Plan and Sustainability Policy. For example, at events including the Adult Holiday Luncheon, cups, plates, forks, knives, and spoons are made from recyclable and/or compostable materials.

CONCLUSION
Staff recommends that City Council adopt the motion to accept informational report on Recreation Department program, activities, events and trips for the fourth quarter of 2025.
