RESOLUTION APPROVING THE FISCAL YEAR 2024 CONGRESSIONALLY DIRECTED

SPENDING FUNDS ALLOCATED BY THE CITY/COUNTY ASSOCIATION OF

GOVERNMENTS OF SAN MATEO COUNTY (C/CAG) FOR THE EL CAMINO REAL SUSTAINABLE STREETS PROJECT PURSUANT TO CEQA GUIDELINE 15306 C

OUNCIL ADOPTED VALUES
The City Council approved a master plan that addresses bicycle and pedestrian safety and transportation deficiencies on El Camino Real (ECR) in Colma. This plan created a vision of how the highway could be reconstructed to accommodate all modes of transportation, a plan that endorses safety and promotes healthy modes of travel along ECR. The approval of the resolution is a continuation of the vision that ECR can be viable for all modes of travel.

BA

CKGROUND
In 2021, the City/County Association of Governments of San Mateo County (C/CAG) completed the San Mateo Countywide Sustainable Streets Master Plan. This Plan identified and prioritized hundreds of opportunities throughout San Mateo County, to integrate active transportation improvements with green stormwater infrastructure to provide water quality improvement and additional co-benefits, such as improving bicycle and pedestrian safety, enhancing urban greening, and reducing the impacts of climate change.

C/CAG, in coordination with five municipalities with high priority concept designs developed in the San Mateo Countywide Sustainable Streets Master Plan, including the City of Daly City, City of East Palo Alto, City of South San Francisco, County of San Mateo and Town of Colma, AGENDA ITEM #3
Staff Report - Fiscal Year 2024 Congressionally Directed Spending funds El Camino Real Sustainable Streets Project Page 2 of 4 submitted an application for $1,500,000 under the Fiscal Year 2024 Congressionally Directed Spending (CDS) program, through Congressmember Kevin Mullin’s Office and Senator Alex Padilla’s Office to fund planning and design for up to five high priority sustainable street projects, including the El Camino Real Sustainable Streets Project in Colma.

As requested by C/CAG and agreed upon by the selected local agencies recommended for funding, including the City of Daly City, City of East Palo Alto and Town of Colma, Caltrans approved a request to suballocate the $850,000 in total CDS funding designated for the San Mateo County Sustainable Streets Pilot Project to the three selected local agencies and to enter into funding agreements with the respective local agencies directly, without C/CAG acting as a passthrough for funding to the local agencies.

On April 22, 2025, the Town of Colma and the City/County Association of Governments of San Mateo County (C/CAG) formally entered into a Memorandum of Understanding (MOU). The purpose of this MOU is to define the roles, responsibilities, terms, and conditions for administering the $370,500 of the allocated $850,000 to the Town of Colma in Fiscal Year 2024.

CDS funds, which are allocated for the planning and design of the Colma El Camino Real Sustainable Streets Project “Segment A”, which is component of the larger El Camino Real Bicycle and Pedestrian Improvement project.

Detailed Description of the Project
The El Camino Real Bicycle and Pedestrian Improvement Project aims to enhance safety, provide multimodal accessibility, improve connectivity and access to public transportation, and support economic growth by providing continuous sidewalks and dedicated bicycle lanes along approximately 1.5 miles of El Camino Real/State Route (SR) 82 between Albert M Teglia Boulevard in the Town of Colma and Hickey Boulevard in the City of South San Francisco. The project is divided into three segments: Segment A from Albert M. Teglia Boulevard to Mission Road, Segment B from Mission Road to Arlington Drive in the Town of Colma, and Segment C from Arlington Drive to Hickey Boulevard in the City of South San Francisco.

The Project scope involves the design (Plans, Specifications and Estimates) for Green Landscaping/Infrastructure for the El Camino Real Sustainable Streets Project Segment A. This green landscaping feature will provide stormwater treatment along with detaining stormwater flow into the Town’s drainage system, enhancing urban greening, and improving overall community health, climate resiliency and an aesthetic pleasing landscape buffer between pedestrian sidewalks and bike paths.

ENVIRONMENTAL
City Council’s action in adopting the resolution is exempt from environmental review under the California Environmental Quality Act (CEQA) pursuant to CEQA Guideline 15306 as information collection, (Production of plans, specifications and estimates). The resolution will authorize information gathering for the Sustainable landscaping features that will parallel both the East and West side of Segment A of the Project. Approval of the resolution allows the Town to expense CDS funding for the development of the Plans, Specifications and Estimates for the Project. Approval of the design will come from both the Town of Colma and Caltrans. Once the Staff Report - Fiscal Year 2024 Congressionally Directed Spending funds El Camino Real Sustainable Streets Project Page 3 of 4 design has been approved, Staff will analyze the design to determine the appropriate level of CEQA review. CEQA will then be considered by the decision makers prior to approval of any construction of the project.

ANALYSIS
Since El Camino Real is a state-owned roadway, all improvements must be approved by Caltrans. The proposed improvements will require various levels of documentation, studies, and reviews to receive Caltrans’s approval at each stage, from project initiation to construction. The Project Study Report-Project Development Support (PSR-PDS) phase was completed and approved by Caltrans in February 2025. The next phase, Project Approval and Environmental Document (PA&ED), is currently in development and is expected to be finished in May 2026.

Following the PA&ED approval, the project will move into the Plan, Specifications and Estimate (PS&E) and Right of Way (ROW) stage of the project.

C/CAG and the Town have agreed to allocate $370,500 of the total amount of $850,000 provided by the Fiscal Year 2024 Congressionally Directed Spending program under the San Mateo County Sustainable Streets Design Pilot Project for the El Camino Real Sustainable Streets Project Segment A (Project).

The Fiscal Year 2024 Congressionally Directed Spending program, administered by the Federal Highway Administration, requires an 11.47% non-federal local match from Colma, totaling $48,002. The local match corresponds to the full grant amount of $370,500 allocated to the El Camino Real Sustainable Streets Project (Segment A).

A City Council resolution is required to approve the acceptance and use of the Fiscal Year 2024 CDS funds allocated by C/CAG. These funds are designated for the design of the Colma El Camino Real Sustainable Streets project, which is part of the larger El Camino Real Bicycle and Pedestrian Improvement project.

FISCAL IMPACT
The Town’s estimated funding plan for the PS&E of the El Camino Real Sustainable Streets Project is as follows:

• Fiscal Year 2024 Congressionally Directed Spending (CDS) funds $ 370,500 • Proposed CIP Allocation for FY 25-26 (Local Match 11.47%) $ 48,002

Estimated Project Total: $ 418,502

The $48,002 required for local match funding will be appropriated with the FY 2026-27 budget using a transfer of General Fund unassigned fund balance.

The Town of Colma is the project's sponsor and implementing agency. The Project must be completed by the CDS program deadline of September 30, 2032.

Staff Report - Fiscal Year 2024 Congressionally Directed Spending funds El Camino Real Sustainable Streets Project Page 4 of 4

SUSTAINABLE IMPACT
This resolution in support of Green Landscaping/Infrastructure of the El Camino Real Sustainable Streets Project is consistent with the Town’s sustainability goals and Complete Streets and Green Streets Program goals.

AL

TERNATIVES
The City Council could choose not to accept the Fiscal Year 2024 Congressionally Directed Spending funds. Doing so is not recommended, the Town would lose this funding opportunity to assist with the development of the PS&E’s for the Green Landscaping/Infrastructure portion of Segment A of El Camino Real Sustainable Streets Project.

CO

NCLUSION
St
aff is requesting that City Council adopt a resolution to accept and authorize the use of the allocated Fiscal Year 2024 Congressionally Directed Spending funds. The funding will be used exclusively for the design of the Green Landscaping/Infrastructure in Segment A of the El Camino Real Sustainable Streets project.

San Mateo Countywide Sustainable Streets Master Plan
El Camino Real Colma
El Camino Real (State Highway 82) through the T own of
Colma is being redesigned with pedestrian and bicycle
improvements. The design includes new landscaping,
the addition of a protected bike lane in both directions, new signaling, and a lane reduction from C Street to
Mission Street. This concept proposed to integrate green stormwater infrastructure in the planned transportation improvements.

The proposed vegetated median separating the
bike lanes from vehicular traffic is 5 to 6 feet wide. At T-intersections and at intersection approaches the
proposed median widens to 10 to 13 feet. Portions of the vegetated median on the northeast side of El Camino Real can be installed as bioretention facilities that collect and manage stormwater runoff from the roadway, bike lanes,
and sidewalks. The remaining portions of the median
can be landscaped with trees and graded to direct flow
towards the bioretention areas. The proposed median on
the southwest side of El Camino Real is located above a water main making bioretention facilities infeasible.

The bioretention facilities are shown for the block
extending north of Collins Road representing a typical
block within the corridor. The same design can be applied to the full extent of improvement from C Street through Mission Street. The proposed bioretention facilities
shown on the typical block represent 3,300 square feet
of facilities. This project will manage stormwater from

1.9 acres of roadway and provide capture of 3.5 acre-
feet of runoff per year. The project is expected to retain approximately 68.6% of runoff.

This project concept is presented for discussion only. This project concept is planning-level and subject to revision as additional information becomes available. Factors to be considered during design of this project include but are not limited to the following:
» Infiltration Potential. Soils around El Camino Real in Colma are classified as hydrologic soil group (HSG) B which indicates potentially good soils for infiltrating. A geotechnical investigation will be conducted during design development, including site-specific borings and infiltration tests, to ensure facilities are designed appropriately.

Proposed green infrastructure improvements may be lined with impermeable geotextile and fitted with underdrain pipes to connect treated flows to existing storm drain line if infiltration is deemed infeasible. » Utility Conflict. An initial utility assessment was conducted for sanitary sewer, storm sewer, water, electrical, and telecom. Bioretention facilities are proposed in configurations that minimize disruption of water and sewer lines. » Regional Stormwater Management. The existing water main precludes locating a bioretention planter within the median on the southwest side of El Camino Real. There is potential to route runoff from this side of the street towards the open space on the northeast side of El Camino near the intersection with Mission Street. Within the available space a regional stormwater facility could provide storage and infiltration of runoff from the large portion of El Camino Real.
» Irrigation. Green infrastructure planters should be irrigated to ensure establishment and maintenance of healthy plants during periods with no rain. The planning-level cost estimate includes an irrigation system for the bioretention planters.
