Staff Report - Recreation Quarterly Review, January -March 2026 Page 1 of 3

STAFF REPORT

TO: Mayor and Members of the City Council
FROM: Angelika Abellana, Recreation Manager
VIA: Dan Barros, City Manager
MEETING DATE: April 8, 2026
SUBJECT: Recreation Services Department Quarterly Review, January - March 2026

RECOMMENDATION
Staff recommends that the City Council adopt:

MOTION TO ACCEPT INFORMATION REPORT ON RECREATION DEPARTMENT PROGRAM, ACTIVITIES, EVENTS AND TRIPS FOR THE FIRST QUARTER OF 2026

BACKGROUND
Participation
The Recreation Services Department offered programs, activities, events, and trips for all age groups during the past quarter. Below is a summary of participation levels by demographic:
● Adults and Seniors – Enrichment Programs
o A total of 131 adults and seniors participated in enrichment programs, representing a decrease of 48 participants compared to the first quarter of 2025.

Staff attribute this decline to the delayed start of Tuesday evening Zumba classes, which began in February rather than January, as well as the seasonal cancellation of Zumba Gold. As a result, overall attendance increased more gradually than in the previous year. Despite this decrease, monthly programs such as Ladies Social, Armchair Travel, and Breakfast & Bingo continue to be well attended.
● Adults and Seniors – Trips and Events
o A total of 190 adults and seniors participated in trips and events, representing an increase of 85 participants compared to the first quarter of 2025. Staff attribute this growth to strong interest in adult and senior trips. Additionally, the Senior Luncheon continues to see solid attendance due to its popularity within the community.

Staff Report - Recreation Quarterly Review, January -March 2026 Page 2 of 3 ● Youth and Teens – Enrichment Programs
o A total of 161 youth and teens participated in enrichment programs during the reporting period, marking a decrease of 49 participants compared to the first quarter of 2025. This decrease attributes to the new format and capacity of Presidents Week Camp.
● Youth and Teens – Events and Trips
o A total of 191 youth and teens participated in events and trips during the first quarter of 2026, representing an increase of 124 participants compared to the same period in 2025. This growth is largely attributed to heightened interest in the Eggstravaganza event and the Parents’ Night Out program continues to be well received and consistently draws strong participation. ● Community Programs (All Ages)
o A total of 257 youths, adults, and seniors participated in community programs, reflecting a decrease of 28 participants compared to the first quarter of 2025.

Staff attributed the decrease to the cancelation of Second Harvest Food Bank Distributions. Despite the overall decrease, the Ghost Run participation increased compared to 2025.

The attachment contains a detailed breakdown of participation by program.

Rental Activity
The Colma Community Center was rented for 53 different events:
● Resident Rental (22 social events, 1 Funeral, 1 Fundraiser) ● Colma Non-Profit (1 Fundraiser)
● Non-Resident Rental (1 social events)
● Non-Resident Nonprofit (1 Fundraiser)
● Non-Resident Nonprofit, kitchen only (18 reservations) ● In House Reservations (6 PD Trainings, 1 Blood Drive, 1 Flag Raising)

The Sterling Park Recreation Center was rented for 8 different events:
• Sterling Park Resident Rental Reservations – including Picnic Site (2 social events) • Sterling Park Resident Reservations (6 social events)

ANALYSIS
In the first quarter of 2026, a total of 930 participants attended 50 programs, representing a increase of 73 participants compared to the same period in 2025. Overall participation increased due to strong interest in trips and events, the addition of new programs, and steady attendance in popular recurring activities. High-demand events like Eggstravaganza and the Senior Luncheon, along with expanded trips, drove much of the growth.

In alignment with the strategic plan, the department hosted the Town’s second Ghost Run, a family friendly event from all abilities and ages to finish a 5K. This event was in partnership with Cypress Memorial Lawn and the Colma Police Department.

Staff estimate that 32% of the population held a current Colma I.D.

Staff Report - Recreation Quarterly Review, January -March 2026 Page 3 of 3 Facility rental activity totaled 61 reservations, representing a slight increase of four rental compared to the first quarter of 2025.

Staff continue to refine and enhance marketing strategies to support increased participation in recreation programs and community events.

Sustainability Impact
Staff coordinates and implements programs and activities that align with the Town’s Climate Action Plan and Sustainability Policy. For example, at events including the Senior Luncheon, cups, plates, forks, knives, and spoons are made from recyclable and/or compostable materials.

CONCLUSION
Staff recommend that City Council adopt the motion to accept informational report on Recreation Department program, activities, events and trips for the first quarter of 2026.
