Staff Report – Residential Street Light Replacement Project Page 1 of 3

STAFF REPORT

TO: Mayor and Members of the City Council
FROM: Brad Donohue, Director of Public Works and Planning Ed Slintak, Principal Engineer/Project Manager
VIA: Daniel Barros, City Manager
MEETING DATE: April 8, 2026
SUBJECT: Residential Street Light Replacement Project – Contract Award

RECOMMENDATION
Staff recommends that the City Council adopt the following:

RESOLUTION AWARDING AND AUTHORIZING THE CITY MANAGER TO EXECUTE A

CONSTRUCTION CONTRACT WITH NEMA CONSTRUCTION IN THE AMOUNT OF $732,650; APPROVING A CONSTRUCTION CONTINGENCY AND CONSTRUCTION MANAGEMENT FEE IN THE AMOUNT OF $146,530 FOR A TOTAL PROJECT COST OF $879,180 FOR THE 2025-26 RESIDENTIAL STREET LIGHT REPLACEMENT PROJECT, PURSUANT TO CEQA GUIDELINE 15301 AND 15302

COUNCIL ADOPTED VALUES
Adoption of the resolution is consistent with the City Council’s value of being responsible, staying committed to the Town’s strategic plan and goals, ultimately providing safe and high- quality roadways and walkways for residents and the general public.

BACKGROUND
Earlier in 2025, the City Council held a study session to review Street light products for the Sterling Park Residential Streetlight Replacement Project (Project). It was determined after reviewing several product types that the City Council agreed that Sterling Park residential streetlights should not only be replaced but be replaced with an aluminum pole with an energy efficient luminaire.

The replacement streetlight pole assembly needs to be fluted pole with a single luminaire (acorn LED lighting unit). The pole would also be equipped with a GFI receptacle for holiday displays.

City Council also stated their preference was to keep the green color, matching as close as possible to the green that is existing on the current poles. Directions were also given that the new replacement pole needs to be compatible with the existing streetlight foundation and the bolt fastening feature that is already part of the existing streetlight foundation. It was also stated

Staff Report – Residential Street Light Replacement Project Page 2 of 3 that we should use the same type of pole that we installed on Hillside Boulevard, Mission Road and Juniper Serra Boulevard, having the same streetlight assembly in Sterling Park as what’s in other areas could simplify maintenance efforts going forward and be consistent with what’s already been installed throughout the Town.

At the January 14, 2026, City Council Meeting, City Council approved the plans, specifications and bid package and authorized staff to solicit bids for the removal and replacement of the Sterling Park Street Lights.

ANALYSIS
On March 4th 2026, the Town received nine (9) bids for the Project. The Contract will be awarded to the lowest responsible Bidder submitting a responsive bid based on the Total Base Bid.

The staff reviewed and analyzed each bid item thoroughly to ensure it was responsive and that the costs aligned with the Town Engineer's estimate. It was determined that Nema Construction (Contractor) was the lowest responsible bidder submitting a responsive bid, with a total bid amount of $732,650.00.

DETAILED DESCRIPTION OF THE PROJECT
The Project involves the replacement of 93 streetlights in the residential area of Colma. Existing streetlights will be removed and become property of the contractor. New streetlights will be installed on the existing streetlight foundations. The project is located between El Camino Real and Hillside Boulevard, and mid-block between A and B Street and F Street within the Town of Colma. The awarded contractor is responsible for furnishing all labor, equipment, materials, tools, services, shipping and all other items necessary to meet the requirements of the project plans and specifications. It is important to note, the lead time on having the street light packages delivered to the site is approximately twelve (12) to sixteen (16) weeks out once a Notice to

Staff Report – Residential Street Light Replacement Project Page 3 of 3 proceed is delivered to the contractor. Once the street light packages are delivered to the site, the contractor has 60 working days to start and complete (3 months in calendar days).

FISCAL IMPACT
The engineers estimate for total project is $1,034,550.00. Total Project cost Inclusive of project bid, construction management fees and construction contingency is $879,180.00. A $155,370.00 saving from the engineers estimate. Please see below for the project cost breakdown.

Total Base Bid, (NEMA Construction): $ 732,650.00
Construction Management (10%): $ 73,265.00
Construction Contingency (10%): $ 73,265.00

Total Project Cost: $ 879,180.00

ENVIRONMENTAL
The City Council’s action in adopting the resolution is exempt from environmental review under the California Environmental Quality Act (CEQA) pursuant to CEQA Guideline 15301 Class 1(c), Existing Facilities - that exempts the operation, repair, or public facilities and equipment involving no expansion of use. It is also exempt under CEQA Guideline 15302 as the replacement of existing systems and facilities with the same purpose and capacity.

ALTERNATIVES
The City Council could choose to postpone the Project to a later date. Doing so is not recommended, outside of the fact that many of the poles are becoming vulnerable due to the decay of the street light pole structure and should be replaced as soon as possible, re-bidding the project at a later date most likely would increase in cost due to material, supply and labor cost increases.

CONCLUSION
Staff recommends that the City Council adopt a resolution awarding and authorizing the City Manager to execute a construction contract with Nema Construction, Inc. for a base bid, totaling $732,650 with a Construction Management and construction Contingency of $146,520.00, for a total project cost of $ 879,180.00.
