Staff Report – 2026 Smoke Testing of Sanitary Sewer Collection System – Contract Award Page 1 of 3

STAFF REPORT
TO
: Mayor and Members of the City Council
FROM: Brad Donohue, Director of Public Works and Planning VIA: Daniel Barros, City Manager
MEETING DATE: May 13, 2025
SUBJECT: 2026 Smoke Testing of Sanitary Sewer Collection System – Contract Award REC

OMMENDATION
Staff recommends that the City Council adopt the following:

RESOLUTION APPROVING AND AUTHORIZING THE CITY MANAGER TO EXECUTE A CONTRACT WITH TOTAL FLOW, INC., IN THE AMOUNT OF $74,830.00, WITH A 20% CONTINGENCY AMOUNT OF $14,966.00, AND A 10% PROJECT AND CONSTRUCTION MANAGEMENT FEE OF $7,483.00, FOR A TOTAL PROJECT AMOUNT OF $97,279.00, FOR THE 2026 SMOKE TESTING OF THE SANITARY SEWER COLLECTION SYSTEM PURSUANT TO CEQA GUIDELINE 15301

COUNCIL ADOPTED VALUES
Approval of the proposed resolution is the Responsible action towards assuring the Town of Colma’s residential and business communities that the Town has awarded a contract to smoke test the Town’s sanitary sewer system to assist with detecting improper connections that can lead to illicit discharges and sanitary sewer overflows.

BAC

KGROUND
Smoke testing involves introducing non-toxic smoke, mixed with a large volume of air, into sanitary sewer mains and the private service laterals connected to mains. This project will:
confirm system connectivity; identify defects in the gravity sewer system that allow inflow and infiltration (“I&I”); assist in locating cross-connections between stormwater and sanitary sewer systems; and identify sources of odor complaints (the “Project”).

Rai
nwater and groundwater entering the Town’s sanitary sewer system through cracks, leaks, and broken pipes reduce available pipe capacity and can lead to sanitary sewer overflows (“SSOs”), which adversely impact public health and the environment. Once the sources of I&I are identified and eliminated, the Town can address such deficiencies, which in turn may lower AGENDA ITEM #3
Staff Report – 2026 Smoke Testing of Sanitary Sewer Collection System – Contract Award Page 2 of 3

wastewater treatment costs at the South San Francisco and Daly City Wastewater Treatment Facilities, in turn, potentially resulting in cost savings to the Town’s residents and businesses.

The sewer basin selected for this project was identified based on observed flow surges in specific locations and flow monitoring data collected in 2025. Once potential I&I sources are identified, the Town will develop a follow-up project to eliminate illicit connections and repair cracked or broken pipes within the system.

Due to the potential visual effects of smoke testing, Town staff will engage in a comprehensive public outreach campaign to inform affected residents and businesses within the geographical scope of the Project. Public outreach efforts will involve one or more of the following:

• Direct mailers
• Door hangers
• Town Social Media Platforms
• TextMyGov Text messaging alert system
• Communication with Colma Police and the Colma Fire Protection District • Installation of electronic changeable message signs within the project areas where needed or required
• Website updates as needed, https://www.colma.ca.gov/public-works-news/

Staff will provide essential services (police, fire and Town administration) with a weekly schedule detailing the daily affected work areas and project tasks.

Town solicited proposals for the Project via web posting and outreach to vendors who provide smoke testing services. Only one firm responded. Due to the technically specialized nature of the work, there are limited firms with the necessary equipment, qualifications and skills needed for this project. Town staff advertised the smoke testing project to consultants who were qualified to undertake this specialized project. Town staff reached out to four firms and posted on the Town’s web page. Of the four firms, two firms declined and two firms stated that they would be responding to the proposal. The proposal period closed on March 26, 2026, and ultimately only one firm submitted a proposal. “Total Flow, Inc.” (“Total Flow”), provided the qualifying proposal with a bid amount of $74,830.00.

Staff evaluated the proposal and compared the submitted cost proposal with the proposed scope of work for completeness and evaluated the firm’s experience. Total Flow met the requirements of being a qualified firm with expertise in performing the various project-specific tasks as outlined in the Town’s Request for Proposal (Attachment B). Total Flow is a well- recognized Bay Area company and has previously completed flow monitoring and smoke testing projects in the past for the Town of Colma.

FISCAL IMPACT
A project budget in the amount of $123,200.00 was approved at the Town’s 2025-2026 Mid- Year Capital Improvement Project review. Total cost for the smoke testing project is estimated at $97,279.00. The budget for this contract is available in Fund 82 – Sewer Capital Fund, Project 966 – Sanitary Sewer System Smoke Testing.

Staff Report – 2026 Smoke Testing of Sanitary Sewer Collection System – Contract Award Page 3 of 3

ENVIRONMENTAL
The City Council’s action in adopting the resolution is exempt from environmental review under the California Environmental Quality Act (“CEQA”) pursuant to Section 15301(c) that provides a categorical exemption for Class 1 activities consisting of the operation, repair, maintenance, permitting, leasing, licensing, or minor alteration of existing public or private structures, involving negligible or no expansion of existing or former use; this applies to existing sewer facilities in Town.

ALTERNATIVES
The City Council could choose to postpone the Project to a later date. Doing so is not recommended, however, as per the SSMP, the Town is obligated to perform various tasks, including smoke testing its sanitary system to assure it is reliable and in good working order for public health, safety and the environment.

CONCLUSION

Staff recommends that the City Council adopt a resolution awarding and authorizing the City Manager to execute an agreement with Total Flow, Inc., in a total project cost amount of $97,279.00, for the Town’s Smoke Testing Project.

PROPOSED SCOPE OF SERVICES
The Town of Colma is seeking professional services from qualified firms to perform sanitary sewer smoke testing and manhole inspections for its entire sewer collection system. The system consists of approximately 42,478 linear feet (8.1 miles) of sewer lines located within three sewer basins, with pipe diameters ranging from 4 inches to 12 inches.

The scope of work includes furnishing all labor, materials, equipment, tools, and services necessary to perform and complete the project. The primary objective of this project is to identify and document all sources of inflow and infiltration (I&I) into the Town’s sanitary sewer system, including prohibited connections, cracks, and defective pipes.

1.0 PROJECT BACKGROUND AND PURPOSE

The Town is a small municipality with a population of approximately 1,500 residents, with a wastewater collection system spread over 1,145 acre s. The sewer basins in this project are designated as follows:

Daly City Basin = 11,307 LF (2.2 miles)
SSF Basin = 22,302 LF (4.2 miles)
Private Mains (Kohl’s, Serra Center and 280 Metro) =6,645 LF (1.26 miles)

The designated segments of the pipes for this project are shown on the Town’s GIS map in Exhibit D with a list of all pipe segments and manholes in Table 1 to Table 3 in Exhibit E.

Forty-eight (48) hours prior to smoke testing, the consultant shall distribute to the residences being tested a notific ation alerting the inhabitants that smoke testing is about to be condu cted at their property. It shall contain a brief reminder of what they should do beforehand and what to expect during the test, and the emergency phone number shall be prominently displayed (it may have printing on both sides).

B. The Door Hangers shall be at least 3½” wide and 8½” high and shall use eye-catching colors to attract attention. They shall be placed on the front entry door and at least one garage door for e ach residence. If unable to enter a property, the door hanger shall b e affixed securely and prominently to the driveway gate.

C. The proposed door hanger shall be presented to the Town’s Engineer for approval before the Notice to Proceed will be issued.

3.2 Emergency Services

The Consultant shall contact all emergency services each day to alert them of the locations to be tested on the following day.

3.3 Temporary Street Signs

Consultant’s crew should place temporary signs on the roadway in the vicinity of their operation so that passing motoris ts will not be unnecessarily alarmed by smoke releases they observe.

3.4 SMOKE TESTING MATERIALS, EQUIPMENT & PROCEDURES
A. Personnel

1. A smoke testing crew shall be comprised of a sufficient number of people to generate and distribute the smoke whil e
simultaneously examining the subject properties thoroughly and conducting Traffic Control as necessary. It may be necessary for multiple crews to be working simultaneously to comp lete the work in the time allowed.

2. Personnel conducting smoke testing shall be properly trained in Request for Proposals
Smoke Testing Project

March 2026
19 the use of the equipment and procedures. Each of them shall have a documented minimum of six (6) months of direct fi rst-hand experience prior to starting this project.

3. Crews shall take all proper precautions in conducting the smoke testing.

B. Equipment

1. The manhole blower shall be a high-volume, low-pres sure (HVLP) fan designed and built specifically for sewe r system smoke testing, with appropriate adapters to seal to the Town’s manholes with minimal leakage. It shall have a free-air delivery capacity of at least 1700 CFM and be capable of mai ntaining a positive pressure within the system sufficient to e xpel smoke from the most distant open vent stack continuously until the testing is completed. It shall not be operated to f orce water out of properly installed and maintained plumbing traps connected to the system.

2. A maximum of 400 feet of pipeline can be blown from each manhole; additional footage of pipeline will requir e an intermediate blower or a second blower with access from a downstream manhole.

3. If significant amounts of smoke are escaping around the edges of the blower, it may be required - if the Town’s Inspector deems it necessary – to place a sealing gasket of some kind between the edges of the blower and the manhole frame.

4. If a backflow prevention device is present, a blower designed to introduce smoke through a cleanout or other small-d iameter opening shall be used in that lateral system. The Consultant shall bring these properties to the attention of the Engineer as soon as they are discovered and the Town’s Inspector shall make the determination of the need for such follow-up work.

5. The Consultant shall provide all other equipment, t ools and incidentals necessary to perform smoke testing as d escribed in these Special Provisions and as directed by the Town’s Engineer, including but not limited to plugs, photo-imaging and measuring equipment, forms, personal protective gear, and con fined-space entry and self-rescue equipment, all in good working condition.

C. Smoke Products

1. The smoke shall be non-toxic, non-staining, and non -explosive, white to light gray in color, produced by chemical reaction from safe, stable components, and shall dissipate quickl y leaving no residue.

Request for Proposals
Smoke Testing Project

March 2026
20 2. Liquid or solid smoke sources may be used. It is re commended that the Consultant’s crews have both types of products available and be ready to use either or both as appropriate t o conditions encountered.

3. Sufficient smoke volume shall be generated to completely fill the sewer main and laterals being investigated and to clearly identify any points of release in addition to roof vents.

4. Consultant shall submit product data, including MSD S and manufacturer's recommendations for applications, st orage, and handling, to the Town’s Engineer for review and app roval two weeks prior to commencing smoke testing.

D. Distribution of Smoke

1. The maximum allowable setup length shall not exceed two manhole structure, maximum of 400’ apart. If a stre tch of mainline is serviced by intermediate cleanouts (Lam p hole) rather than manholes, the entire manhole-to-manhole stretch may have to be tested at once.

2. To isolate the sewer segment to be tested, partial blocking shall be performed. Only removable plugs equipped with ai r delivery system and gauges are allowed to be used in a pipe. Extreme care must be taken to prevent surcharging in the system. Plugs shall not be placed in the inlet side of the upstream man hole. If the outlet at the downstream manhole has been plugged a continuous monitoring of sewer will be necessary. Bypass pumpi ng is discouraged.

3. Prior to introducing smoke into a sewer segment, th e sewer gas within the segment shall be removed by safely openi ng both manholes and using the blower, in either positive o r negative pressure mode, to displace the existing atmosphere with fresh air.

The atmosphere within a manhole shall be checked fo r toxicity and lower explosive level when the lid is removed.

4. Smoke shall be continuously introduced into the set up until adequate coverage has been obtained and a visual in spection of the area being tested has been completed. Testing c rews shall ascertain that adequate smoke coverage has been obt ained by observing smoke concentrations at house plumbing vents within the setup.

5. If the Town’s Inspector determines that there is no t sufficient smoke coming out of roof vents, despite the introdu ction of ample quantities of solid and liquid products, the Consultant’s crew shall conduct a follow-up on-site smoke testin g procedure through an accessible cleanout between the main and the house.

A portable blower designed for this shall be set up at an Request for Proposals
Smoke Testing Project

March 2026
21 accessible cleanout or plumbing device to introduce smoke directly into the lateral.

E. Inspection

1. Testing crews shall inspect all connected lines and surface areas along the mainline section being tested. cleanouts, manholes, driveway drains, patio and are a drains, foundation drains, retaining wall drains, barbecue and exterior wet bar sinks, roof gutters, at-grade rain-leader c onnections, downspouts piped underground, street gutters, and s torm drain inlets.

2. When cross-connections are discovered, the crew shall document them as described in Section 2.04 below. Upon discovery of any cross connection, the testing crew must immediately inform the inspector on the Town’s Engineer.

3. It is recommended that smoke testing be conducted during hours of relatively low flow.

4. Testing shall not be done when unfavorable weather conditions (breeze or precipitation) would interfere with obta ining good results.

5. Personnel shall be in constant communication via portable radios.

6. If a cross-connection is discovered, and it is uncl ear which fixtures are connected, a follow-up dye test and/or a follow-up video inspection may be required. Dye testing and v ideo inspection of any line requires prior approval of T own’s Engineer.

7. Prior to removing a manhole cover to opening a manh ole, the atmospheric condition of the sewer for explosive ga s must be tested by approved and calibrated device. A test p robe must be inserted through the cover’s pick hole to monito r the atmospheric condition per device instruction.

DOCUMENTATION
