Staff Report – NOC 2025-26 Street Pavement Maintenance Project Page 1 of 3

STAFF REPORT
TO: Mayor and Members of the City Council
FROM: Brad Donohue, Director of Public Works
VIA: Dan Barros, City Manager
MEETING DATE: May 13, 2026
SUBJECT: Acceptance of the 2025-2026 Street Pavement Maintenance Project

RECOMMENDATION
Staff recommends that the City Council make the following motion:

MOTION ACCEPTING THE 2025-2026 STREET PAVEMENT MAINTENANCE PROJECT AND

DIRECTING THE DIRECTOR OF PUBLIC WORKS TO FILE A NOTICE OF COMPLETION FOR THE PROJECT WITH THE SAN MATEO COUNTY RECORDER’S OFFICE, PURSUANT TO CEQA GUIDELINE 15301

COUNCIL ADOPTED VALUES
By accepting the Project as complete, the City Council has reviewed and approved the work performed by G Bortolotto & Company, Inc., thus taking a Responsible position requesting that the Notice of Completion be filed with the County Recorder’s Office and that final payment be timely made to the contractor.

DETAILED DESCRIPTION OF THE PROJECT
The 2025-2026 Street Pavement Maintenance Project rehabilitated damaged pavement and provided preventative maintenance along Colma Boulevard (from El Camino Real to Junipero Serra Boulevard) and Serramonte Boulevard East (from El Camino Real to Hillside Boulevard).

Work will include completing necessary dig-outs and crack sealing on both roadways to prevent water from penetrating the pavement. The project also included targeted dig-outs at select locations on Junipero Serra Boulevard and Hillside Boulevard.

BACKGROUND
The Public Works Department undertakes preventive maintenance of the roadway system through street pavement rehabilitation programs. These programs are designed to address minor pavement deterioration, retard progressive failures, and improve the functional condition of the system by providing a more uniform pavement surface. These programs will lower the long-term maintenance costs by extending the pavement’s service life and minimizing the necessity for expensive reconstruction.

AGENDA ITEM #5

Staff Report – NOC 2025-26 Street Pavement Maintenance Project Page 2 of 3 On December 10th the Town of Colma City Council by motion approved the 2025-26 Street Pavement Maintenance Project with an approved construction budget of $212,173.50 (Construction costs $192,885.00 + Construction Contingency $19,288.50) and authorized Staff to solicit bids from qualified Contractors.

On December 15, 2025, the project was publicly bid and advertised in accordance with the Town of Colma’s Public Contract Code.

On January 28, 2026, the City Council awarded the construction contract to G Bortolotto & Company, Inc., in the amount of $176,017.20. with a construction contingency in the amount of $17,602.00, (10% contingency), for a total project construction cost of $ 193,619.20.

ANALYSIS/ RECOMMENDED ACTION
Project construction cost exceeded the contact award amount of $176,017.20 (Contract award without contingency) by $6,384.50 for a total project construct cost of $182,401.70. The extra cost is due to higher quantities in the pavement crack sealing. Cost for the extra work is within the project continency, final project construction costs did not exceed the budget approved by City Council in the amount of $212,173.50.

Town Engineering staff provided construction management and inspection oversight for the project and have approved the work to be complete and in compliance with the approved project plans and specifications.

Staff requests the City Council accept work performed on the Project and authorize the Director of Public Works to file a Notice of Completion with the San Mateo County Recorder’s Office.

The filing of the Notice of Completion means:
• The Town accepts the Project as complete.
• The time frame for the filing of stop payment notice claims is shortened once the Notice of Completion has been timely filed with the San Mateo County Recorder’s Office

To date there have been no stop notices or claims filed with the Town for the Project.

FISCAL IMPACT
The City Council awarded a construction contract to G Bortolotto & Company, Inc., in the amount of $176,017.20 with $17,602.00 in construction contingency, for a total construction budget of $182,401.70.

ENVIRONMENTAL
The City Council’s acceptance of the project and its direction to staff to file a Notice of Completion is exempt from environmental review under the California Environmental Quality Act (“CEQA”) pursuant to Guideline Section 15301 . Subdivision (c) of that section provides a categorical exemption for Class 1 activities including minor alteration, repair, or maintenance of existing public or private facilities, including roadway repairs that do not expand existing use.

ALTERNATIVES
The City Council can choose not to accept the Project and direct the filing of the Notice of Completion for the Project. The Town would then not accept the Project as complete and file the Notice of Completion with the San Mateo County Recorder’s Office. Such action would increase the time for subcontractors and material suppliers to file claims.

CONCLUSION
Staff has reviewed the completed Project and recommends that the City Council, by motion, accept the Project as complete and authorize the Director of Public Works to file a Notice of Completion with the San Mateo County Recorder’s Office. .
