COUNCIL ADOPTED VALUES
•Fairness: ensure that our recruitment procedures treat all candidates and employee groups in a fair and equitable manner.
•Responsible: satisfying the state requirement of a public hearing to discuss job vacancies, recruitment, and retention is the responsible course of action.
BACKGROUND
Assembly Bill 2561 (AB 2561), effective January 1, 2025, amends the Meyers-Milias-Brown Act (MMBA) to require public agencies to hold an annual public hearing to present information on the status of job vacancies, recruitment, and retention efforts. This report fulfills that requirement and is scheduled prior to the adoption of the final budget for the fiscal year.
If vacancies within a single bargaining unit meet or exceed 20% of the total number of authorized full-time equivalent (FTE) positions, the Town, upon the request of the recognized employee organization for that bargaining unit, must provide additional information during the public hearing.
