• The next regular meeting is on June 10, 2026.

REPORTS
Mayor/Council Reports
Vice Mayor Fisicaro requested the City Manager or City Attorney provide the Council with a summary and/or background information regarding the matter raised tonight by the public commenter.

Committee Reports
• California Cities Gaming Authority (CCGA)
Vice Mayor Fisicaro reported that a judge denied the request in a pending court matter,

Minutes – Regular Meeting 05.27.26 Page 5 of 5
which she attributed to letters submitted by all affected cities, including the Town, outlining the importance of revenue received from the card rooms. While this was considered a victory, the committee’s attorney advised that another case is forthcoming. • City/County Association of Governments (C/CAG)
Council Member Walsh reported that the committee has applied for a grant to improve crosswalk safety using AI-based detection of pedestrian speed in real time. • HEART Member Agency Committee (MAC)
Council Member Walsh reported that there is an expectation that the requirement for all electric water heaters will be postponed beyond January 1, 2027. • San Mateo County Council of Cities
Mayor Slaughter reported that Vice Mayor Stephen Rainaldi of City of Millbrae was elected as the new chair for the San Mateo Local Agency Formation Commission (LAFCo).

City Manager Reports
City Manager Barros reported the following:
• Art x Mental Health Workshop is on May 30 from 11-2pm at the Colma Community Center. • Temporary LED reader boards have been installed at the Police Station and the Colma Community Center. The originally suggested intersection location was determined to be infeasible because the property is owned by a neighboring cemetery. An alternative location near the train depot was identified as more suitable, as an existing streetlight can be repurposed and utilize existing electrical infrastructure. Staff noted that removal of a tree may be necessary to improve visibility.

ADJOURNMENT
Mayor Slaughter adjourned the meeting at 8:51 p.m. in memory of Al Adraveno.

Respectfully submitted,

Abigail Dometita, CMC
Deputy City Clerk

STAFF REPORT
T
O: Mayor and Members of the City Council
FROM: Brad Donohue, Director of Public Works and Planning Ed Slintak, Principal Engineer/Project Manager
VIA: Daniel Barros, City Manager
MEETING DATE: June 10, 2026
SUBJECT: Community Center Administration Remodel, CIP #993 R

ECOMMENDATION
Staff recommends that the City Council adopt the following:

RESOLUTION AWARDING AND AUTHORIZING THE CITY MANAGER TO EXECUTE A

CONSTRUCTION CONTRACT WITH ONPOINT CONSTRUCTION IN THE AMOUNT OF $186,070; APPROVING A CONSTRUCTION CONTINGENCY AND CONSTRUCTION MANAGEMENT FEE IN THE AMOUNT OF $36,581.00 FOR A TOTAL PROJECT COST OF $222,651.00 FOR THE COLMA COMMUNITY CENTER ADMINISTRATION REMODEL PROJECT; ALL PURSUANT TO CEQA GUIDELINE 15301

COUNCIL ADOPTED VALUES
Adoption of the resolution is consistent with the City Council’s value of being responsible, staying committed to the Town’s strategic plan and goals, ultimately providing a safe working environment for the staff that works within the office and front desk area of the Colma Community Center.

BACKGROUND
In the Fiscal Year 2024-25 CIP City Council approved a project called Facility Security (Project), a portion of the project was to address the Colma Community Center improvements and modifications to their recreation services counter and office area. The current counter lacks appropriate safety barriers for employees and adequate office working space for Recreation staff. The proposed changes would include a new reception desk, integrated with a locked door and full sliding services window glazing system. The changes will make a secure employee space equipped with four (4) fully functioning workstations delineated from the public lobby.

AGENDA ITEM #3
Staff Report – Community Center Administration Remodel Project Contract Award Page 2 of 3

ANALYSIS
On April 22, 2026, the Town of Colma released a Notice Inviting Bids (NIB) for the Community Center Administration Remodel. On May 13, 2026, staff held a Mandatory pre-bid site meeting at the Colma Community Center to review the project plans, site conditions, and answer any questions perspective bidders may have. The deadline for bid submissions was on May 27, 2026 and following that deadline, the Town received one (1) qualified bid for the Project.

Staff reviewed and evaluated each bid item to ensure it was responsive and that the costs were reasonable and responsible. It was determined that OnPoint Construction (Contractor) was the lowest responsible and responsive bid, with a total bid amount of $186,070.00

DETAILED DESCRIPTION OF THE PROJECT
The Project involves the remodeling of the office area (approx. 400 sf +/- ) of the Colma Community Center located at 1520 Hillside Blvd, Colma, CA. The work includes partial removal and construction of stud walls, construction of a new service counter, installation of ballistic protection, electrical work, drywall and painting. The project is expected to be completed within 40 Working Days, once a notice to proceed is issued to the contractor.

The Town will be responsible for providing certain owner-supplied work, such as relocation of audio/visual equipment, minor HVAC and fire sprinkler modifications, as well as carpet tiles.

FISCAL IMPACT
Total Project cost Inclusive of project bid, construct management services, and project contingency is $222,651.00. Please see below for the project cost breakdown.

Total Base Bid with Bid Alternate, (OnPoint Construction): $ 186,070.00 Construction Management (6%): $ 12,725.00
Construction Contingency (12%): $ 23,856.00

Total Project Cost: $ 222,651.00

Funds for this contract are available in the Capital Improvements Fund (31), Facility Security Capital Project - CIP 993, in the amount of $183,792, and the Colma Community Center Hardwood Floor Install and Refinishing Project - CIP 975, in the amount of $49,042, for a total of $232,834 available.

ENVIRONMENTAL
The City Council’s action in adopting the resolution is exempt from environmental review under the California Environmental Quality Act (CEQA) pursuant to CEQA Guideline 15301 Class 1(c), Existing Facilities - that exempts the minor alteration of existing public structures or facilities involving negligible expansion of use.

Staff Report – Community Center Administration Remodel Project Contract Award Page 3 of 3

ALTERNATIVES
The City Council could choose to postpone the Project to a later date. Doing so is not recommended, rebidding the project at a later date will most likely increase in cost due to material, supply and labor cost increases.

CO

NCLUSION
Staff recommends that the City Council adopt a resolution authorizing the City Manager to execute a construction contract with OnPoint Construction, for a bid, totaling $186,070.00, approve Construction Management and Construction Contingency costs of $36,581.00, for a total construction project cost of $ 222,651.00.

STAFF REPORT

O: Mayor and Members of the City Council
FROM: Nathan Bassett, Administrative Services Director VIA: Dan Barros, City Manager
MEETING DATE: June 10, 2026
SUBJECT: Adoption of FY 2026-27 Appropriation (GANN) Limit

RECOMMENDATION
Staff recommends that the City Council adopt the following:

RESOLUTION ADOPTING THE FY 2026-27 APPROPRIATION LIMIT, PURSUANT TO CEQA GUIDELINE 15378

COUNCIL ADOPTED VALUES
T
he staff recommendation is consistent with the Council adopted values of:
• Responsibility: Approval of the FY 2026-27 Appropriation Limit is the responsible action because it ensures the Town’s FY 2026-27 budget complies with State laws.

BACKGROUND
California voters approved propositions amending the State Constitution and requiring the annual Town budget include a calculation of the Appropriations Limit, also known as the Gann Limit. This requirement was imposed by Proposition 4 (1979) and later amended by Proposition 111 (1990).

The requirement imposes a restriction on the amount of governmental revenue which may be appropriated in any fiscal year. The Appropriations Limit was first based on actual appropriations during the base year (1986- 87), and it can be increased each year based on a specific formula and specified growth factors. The Appropriations Limit does not apply to all funds. It only applies to funds that are “proceeds of taxes.”
Each year, the adjustment to the Appropriations Limit takes into consideration two factors: 1) the change in the cost of living, and 2) the change in population. For each of these factors, the Town may select between two optional factors. Additionally, State law requires that the calculation factors must be available to the public for 15 days prior to adoption.

To comply with State law, the documentation used in the determination of the appropriations limit was made available to the public beginning on May 27, 2025 for a full 15 days prior to the City Council meeting.

AGENDA ITEM #4
Staff Report re FY 2026-27 Appropriation Limit Adoption Page 2 of 2

ANALYSIS
The appropriation limit analysis includes two parts. The first part is the calculation of the appropriation limit based on the change in the county’s or the city’s population and the State’s per capita personal income. The new FY 2026-27 Appropriations Limit, as calculated and attached to the proposed resolution, is $ 73,122,383. The increased adjustment factor of 1.0 492 is calculated using the County’s population change of -0.03 percent and the change in the State per capita personal income of 4.95 percent. These adjustments were published in the Department of Finance’s Price and Population Report.

The second part of the analysis is to verify that the “Proceeds of Taxes” do not exceed the limit calculated above. The “Proceeds of Taxes” is determined based on the City Council adopted budget for the new fiscal year. The City Council will consider adoption of the FY 2026-27 Operating and Capital Budget on June 10, 2026, with a projection of $ 24,946,867 in General Fund revenues.

Of this amount, the “proceeds of taxes” subject to the limit is $24,182,142 which is $48,940,241 less than the FY 2026-27 Appropriations Limit of $73,122,383.

FISCAL IMPACT
Adoption of the Limit will ensure the Town appropriations are in compliance with State requirements. The FY 2026-27 Appropriations subject to the limit (“Proceeds of Taxes”) total $24,182,142 which means the Town is $48,940,241 below the authorized limit.

ENVIRONMENTAL
The adoption of the resolution is exempt from environmental review pursuant to CEQA Guideline 15378 as a governmental fiscal activity without any impact on the environment.

ALTERNATIVES
Council could choose not to adopt this resolution and to request further information on the Appropriations Limit and calculation thereof, but to remain compliant with California State law, adoption of a resolution updating the calculation is required on an annual basis.

CONCLUSION
Staff recommends that the Council adopt the attached resolution to maintain compliance with State legal requirements.

ESOLUTION ADOPTING THE FY 2026-27 APPROPRIATION LIMIT,
PURSUANT TO CEQA GUIDELINE 15378
The City Council of the Town of Colma does resolve as follows.

1. Background
(a) Article XIIIB of the California Constitution places certain restrictions on annual appropriations by cities;
(b) The restrictions only apply to those appropriations which meet the definition of “Proceeds of Taxes”;

(d) The adoption of the Appropriations Limit must identify the optional calculation factors to be used as adjustment factors.

2. Findings
(a) The first adjustment factor, the Town must select between: (A) the change in Town population, or (B) Countywide population, and the Town has selected the Change in Colma’s population; and
(b) The second adjustment factor the Town must select between: (1) the change in the State per capita income, or, (2) the change in the assessed valuation of local nonresidential construction, and the Town has selected the change in the State per capita income; (c) The detailed calculation of the Appropriations Limit for Fiscal Year 2026-27 is described in Exhibit A, attached hereto and by reference made a part hereof. (d) The City Council finds that the Fiscal Year 2026-27 budget does not exceed the constitutional appropriation limit placed on “Proceeds of Taxes” for Fiscal Year 2026-27 and is $48,940,241 below the authorized limit.

ouncil Adopted Values
The El Camino Real Bicycle and Pedestrian Improvement Project - Segment A (“Project”) will provide elements of safety for bicyclists and pedestrians and provide equal accessibility for those with disabilities that travel through the corridor. Approval of the proposed resolution is the
Responsib le action because the Council has considered the financial impact of the project, while improving the accessibility and safety features on and along El Camino Real.

BA

CKGROUND
The One Bay Area Grant (OBAG) program is the policy and programming framework for investing federal Surface Transportation Block Grant Program (STP) and Congestion Mitigation and Air Quality Improvement (CMAQ) funds for a four-year period covering federal fiscal year FY 2026-27 through FY 2029-30. The Metropolitan Transportation Commission (MTC) established the OBAG program in 2013 to strengthen the connection between transportation investments and regional goals for focused growth in Priority Development Areas (PDAs); places near public transit that are planned for new homes, jobs, and community amenities.

The 2026 City/County Association of Governments of San Mateo County (C/CAG) Call for Projects includes multiple funding programs with different eligibility requirements, project types, and application materials. Funding is available for projects through a competitive Call for AGENDA ITEM #5
Staff Report - Resolution of Local Support – OBAG 4 Program – ECR (Segment A) Page 2 of 3 Projects process, co-administered by C/CAG and selected by MTC in coordination with C/CAG and the other Bay Area County Transportation Agencies (CTAs) in the Bay Area. MTC is responsible for the call for projects oversight and final project selection. OBAG 4 funds will be distributed over a four-year period, from FY 2026–27 through FY 2029–30. Eligible projects must direct investments to Priority Development Areas (PDAs) and incorporate relevant policy initiatives, including regional safety and Vision Zero policies, as well as strategies outlined in Plan Bay Area 2050, while also meeting federal programming requirements.

On July 1, 2022, the Town submitted an application to C/CAG for the El Camino Real Bicycle and Pedestrian Improvement Project (Segment B) under the MTC One Bay Area Grant 3 (OBAG 3) County & Local Program. The project was subsequently awarded $4,650,000 in federal funding for the construction of El Camino Real Segment B from Mission Road to Arlington Drive.

DETAILED DESCRIPTION OF WORK
The Town has designated the El Camino Real Bicycle and Pedestrian Improvement Project (Segment A) from Albert M. Teglia Boulevard to Mission Road for One Bay Area Grant 4 (OBAG 4) funds to support the construction and construction management of this project. Located within a designated Priority Development Area (PDA), the El Camino Real Segment A corridor requires critical enhancements to pedestrian, bicycle, and accessibility features. These improvements are essential to maintaining a vibrant, safe, and multimodal corridor for all road users. The requested $4,000,000 in OBAG 4 grant fund combined with the Town’s $520,000 local match will be utilized to implement these necessary safety and infrastructure enhancements along the corridor.

FISCAL IMPACT
To supplement funding for the construction and construction management of the El Camino Real Bicycle and Pedestrian Improvement Project (Segment A), the Town of Colma is seeking grant funding through the One Bay Area Grant 4 (OBAG 4) Program. The Town will submit its application by June 30, 2026.

If the OBAG 4 Grant is funded, the Town’s estimated funding plan for the construction and construction management of El Camino Real Bicycle and Pedestrian Improvement Project (Segment A) is as follows:

• Proposed CIP Allocation for FY 28-29 (11.50% Local Match) $520,000 • OBAG 4 Grant (Potential Funding) $4,000,000
• Active Transportation Program (ATP) Cycle 8 (Potential Funding) $32,570,000 • 2026 STIP (Committed Funding) $10,000,000
• Community Project Funding (Committed Earmarks Funds) $1,000,000 0 Estimated Project Total (ECR Segment A) $48,090,000

The baseline local match requirement is 11.47% for projects located wholly or mostly within an Equity Priority Community or C/CAG Equity Focus Area (EFA) Tier 1, 15% local match for EFA Tier 2, and 20% local match for all other projects. Because the El Camino Real Segment A project is located within a C/CAG EFA Tier 1, its required minimum local match is 11.47%. The Town will contribute $520,000 (11.50%) local funds.

Staff Report - Resolution of Local Support – OBAG 4 Program – ECR (Segment A) Page 3 of 3

Sustainability Impact
This resolution in support of OBAG 4 funding application to C/CAG for the El Camino Real Bicycle and Pedestrian Improvement Project (Segment A) is consistent with the Town’s sustainability policies and Complete Streets and Green Streets Program goals.

ENVIRONMENTAL

The City Council’s action in adopting the resolution is exempt from environmental review under the California Environmental Quality Act (CEQA) pursuant to CEQA Guideline 15306 as information collection. The resolution will authorize information gathering for bike and pedestrian improvements along El Camino Real. Adoption of the resolution will not commit the Town to a course of action, nor will it approve any actual physical improvements along El Camino Real. Instead, any improvements will only be considered for potential approval after CEQA review has been conducted.

ALTERNATIVES

The City Council could choose not to accept OBAG 4 Grant Funding. Doing so is not recommended, however, because the Town would lose the $4,000,000 grant to assist with the construction of El Camino Real Bicycle and Pedestrian Improvement Project (Segment A).

CONCLUSION
Staff recommends that the City Council adopt Resolution supporting an application for One Bay Area Grant 4 (OBAG 4) Program for the El Camino Real Bicycle and Pedestrian Improvement Project (Segment A) from Albert M. Teglia Boulevard to Mission Road.

KGROUND
The Active Transportation Program was created by Senate Bill 99 to encourage use of active modes of transportation such as walking, biking, and rolling. The ATP Cycle 8 is a highly competitive funding cycle managed jointly by the California Transportation Commission (CTC) and Caltrans. The goals of the program are increasing the proportion of trips accomplished by active transportation, increasing the safety and mobility of non-motorized users, achieving greenhouse gas reduction goals, enhancing public health, and providing a wide range of projects to benefit many types of users including disadvantaged communities.

To be eligible for the 2027 ATP Cycle 8 Call for Projects, a project must be able to comply with all federal and state laws, regulations, policies, and procedures required to enter into a local AGENDA ITEM #6
Staff Report – Active Transportation Program Cycle 8 Call for Projects El Camino Real Bicycle and Pedestrian Improvement Project (Segment A) Page 2 of 3 administering agency-state master agreement with Caltrans. Eligible projects for the ATP will be consistent with Streets and Highways Code Section 2382(f).

Detailed Description of the Project
The El Camino Real Bicycle and Pedestrian Improvement project aims to enhance safety, provide multimodal accessibility, improve connectivity and access to public transportation, and support economic growth by providing continuous sidewalks and dedicated bicycle lanes along approximately 1.5 miles of El Camino Real (State Route 82). The project is divided into three segments: Segment A from Albert M. Teglia Boulevard to Mission Road, Segment B from Mission Road to Arlington Drive in the Town of Colma, and Segment C from Arlington Drive to Hicky Boulevard in South San Francico.

The Town has designated the El Camino Real Bicycle and Pedestrian Improvement Project (Segment A) from Albert M. Teglia Boulevard to Mission Road for ATP Cycle 8 funds to support the construction and construction management of this project. The requested $32.57 million in ATP Cycle 8 funds will be utilized to implement these necessary safety and infrastructure enhancements along Segment A.

FISCAL IMPACT
The Town is requesting $32.57 million in the ATP Cycle 8 funding for the construction and construction management of the El Camino Real (Segment A) project from Albert M. Teglia Boulevard to Mission Road. The Town will submit its application by June 22, 2026.

If the ATP Cycle 8 Grant is funded, the Town’s estimated funding plan for the construction and construction management of El Camino Real Bicycle and Pedestrian Improvement Project (Segment A) is as follows:

• OBAG4 Grant (Potential Funding, including 11.50% Local Match) $4,520,000 • Active Transportation Program (ATP) Cycle 8 (Potential Funding) $32,570,000 • 2026 STIP (Committed Funding) $10,000,000
• Community Project Funding (Committed Earmarks Funds) $1,000,000 0 Estimated Project Total (ECR Segment A) $48,090,000

Projects funded by the ATP do not require a local match. However, projects that leverage committed funding will score higher. Funds expended by the local agency for pre-construction phases, including Project Initiation Document (PID), Project Approval and Environmental Document (PA&ED), Plans, Specifications, and Estimate (PS&E), and Right of Way (ROW) will be considered for levering points.

Staff Report – Active Transportation Program Cycle 8 Call for Projects El Camino Real Bicycle and Pedestrian Improvement Project (Segment A) Page 3 of 3

SUSTAINABLE IMPACT
This resolution in support of the El Camino Real Bicycle and Pedestrian Improvement Project (Segment A) is consistent with the Town’s sustainability goals and Complete Streets and Green Streets Program goals.

E

NVIRONMENTAL
The City Council’s action in adopting the resolution is exempt from environmental review under the California Environmental Quality Act (CEQA) pursuant to CEQA Guideline 15306 as information collection. The resolution will authorize information gathering for bike and pedestrian improvements along El Camino Real. Adoption of the resolution will not commit the Town to a course of action nor will it approve any actual physical improvements along El Camino Real. Instead, any improvements will only be considered for potential approval after CEQA review has been conducted.

ALTERNATIVES
The City Council could choose not to accept the Active Transportation Program Cycle 8 Call for Projects. Doing so is not recommended, however, because the Town would lose this funding opportunity to assist with the implementation of El Camino Real Bicycle and Pedestrian Improvement Project (Segment A).

CO

NCLUSION
St
aff recommends that the City Council adopt Resolution supporting an application for the Active Transportation Program Cycle 8 for the El Camino Real Bicycle and Pedestrian Improvement project (Segment A).

STAFF REPORT
T
O: Mayor and Members of the City Council
FROM: Nathan Bassett, Administrative Services Director VIA: Dan Barros, City Manager
MEETING DATE: June 10, 2026
SUBJECT: Adoption of the FY 2026-27 Annual Budget

RECOMMENDATION
Staff recommends that the City Council adopt the following:

RESOLUTION APPROPRIATING FUNDS AND ADOPTING THE ANNUAL BUDGET FOR FISCAL YEAR 2026-2027, PURSUANT TO CEQA GUIDELINE 15378

COUNCIL ADOPTED VALUES
T
he staff recommendation is consistent with the Council adopted values of:
• Responsibility: Approval of the FY 202 6-27 Annual Budget is the responsible action because the City Council has conducted two budget study sessions in May and considered various budgetary options, with opportunity for community input.

BACKGROUND
The budget is an annual planning tool that communicates priorities and sets the Town’s operating and spending policy for the year. The City Manager is responsible for presenting a budget to the City Council according to Colma Administrative Code Section 4.01.030. The financial objective of the budget is to ensure that there are sufficient funds to meet ongoing spending. Special projects and Capital programs, where spending is generally one -time in nature, typically can utilize reserves.

The preliminary budget presented at the May 13, 2026, City Council meeting included $27.49 million in total revenues, $26.85 million in total expenditures, and $1.75 million in total transfers to support capital improvements, debt services, and other operating funds.

The FY 2026-27 through FY 2030-31 capital program was presented during the second budget study session on May 27, 2026. The capital program included $2.04 million in new requests (FY 2026-27), and $2.51 million in future projects (FY 2027-28 and thereafter) – making a total 5- Year capital program of $4.55 million. The capital program included one project, Artificial Turf at AGENDA ITEM #7
Staff Report re Adoption of the FY 2026-27 Annual Budget Page 2 of 8 the Colma Community C enter and Sterling Park , that was not included in the initial proposed budget amounts.

Notice of the Public Hearing was posted on Friday, May 29, 2026, to comply with public noticing requirements for the public budget hearing.

The Amendments to the FY 202 6-27 City Manager’s Proposed Operating and Capital Budget (Attachment B) incorporates City Council’s feedback and staff updates from the prior two study sessions and the changes discussed in the Analysis.

Staff will implement the changes requested by City Council during the budget sessions into the final FY 2026-27 Adopted Budget book, and all presented budget adjustments to the FY 2026-27 City Manager’s Proposed Budget. The final FY 2026-27 Adopted Budget book is anticipated to be published in late June, or early July 2026 , once staff have incorporated the elements necessary to qualify for the GFOA and CSMFO Budget Awards.

ANALYSIS
The new Fiscal Year for the Town of Colma begins on July 1, 2026 . To conduct business, it is necessary for the City Council to authorize the expenditure of funds before June 30, 2026.

The FY 2026-27 City Manager’s Proposed Budget with amendments includes a projection of $29,648,271 in total revenues for all funds inclusive of transfers and a budget request of $29,734,947 in total expenditures inclusive of transfers, which consists of $25,074,527 in Operating Expenditures, $291,318 in annual Debt Service (Town Hall Certificates of Participation), $2,213,664 in Capital Improvement Projects (combination of Capital Program Funds and Internal Service Funds), and $2,155,438 in Transfers between funds.

The General Fund revenue budget is $24,946,867, and the General Fund expenditure budget is $25,239,881. The expenditures include transfers out to the sewer operation ($85,809), debt payments ($295,218), and capital programs ($1,497,164).

The FY 2026-27 Proposed Budget with amendments projects that the General Fund will use $293,014 of reserves. However, note there is no projected revenues for interest earnings.

Given the uncertainty in the bond and financial markets about the direction of interest rate changes, interest was excluded from the FY 2026-27 revenue projections. Any interest earned will decrease the need for use of reserves.

During the CIP budget study session , staff presented the following numerical adjustments, also shown in the Amendments to the FY 2026-27 City Manager’s Proposed Operating and Capital Budget (Attachment B):

General Fund – Fund 11
• OPEB Funding – Increase of $329,730 to cover the full Actuarially Determined Contribution (ADC) to the OPEB Trust Fund for FY 2025-26 ($76,412) and FY 2026-27 ($253,318) due to staff review of this line item subsequent to publication of the FY 2026-27 City Manager’s Proposed Budget.

Staff Report - Amending CAC 1.10 Adopting a New Master Fee Schedule Page 1 of 3

STAFF REPORT
T
O: Mayor and Members of the City Council
FROM: Brad Donohue, Director of Public Works
Lorraine Weiss, Principal Planner
Nathan Bassett, Administrative Service Director
VIA: Dan Barros, City Manager
MEETING DATE: June 10, 2026
SUBJECT: Cost of Service Fee Study
Staff recommends that the City Council adopt the following:

RESOLUTION AMENDING COLMA ADMINISTRATIVE CODE SUBCHAPTER 1.10 RELATED TO THE ADOPTION OF NEW OR INCREASED FEES IN THE TOWN’S MASTER FEE SCHEDULE PURSUANT TO CEQA GUIDELINES SECTION 15378

COUNCIL ADOPTED VALUES
By adopting the proposed Cost of Service Fee Study and related Master Fee Schedule, the City Council is taking a Responsible approach in amending the Towns Master Fee Schedule in a way that it is fair and equitable to those receiving services.

E

XECUTIVE SUMMARY
The Town last adopted a new Fee Study in 2019 in order to adopt a Master Fee Schedule. The Town recently completed a Cost of Service St udy to identify the cost of providing various user fee related services. The Town’s chief purposes in conducting this new Study were to ensure that existing fees do not exceed the costs of service and to provide an opportunity for the City Council to re-align fee amounts with the adopted cost recovery policies.

T
he Council held a Study Session at its meeting on May 13, 2026 to review an updated Cost of Service Study, prepared by NBS (dated April 3, 2026) , with associated schedule of fees. The schedule of fees identifies services provided by, or on behalf of, the Town and the costs charged for providing these services. A fee adjustment based on the User Fee Study would allow Planning, Building, Engineering, Police, and Recreation revenues to be more purposefully directed to funding services performed for the community . The Council indicated that they do not wish to have 100% cost recovery, and the Parks and Recreation Department fee should remain as is in order to continue to attract business to Colma, fairness to residents, as well as provide incentives AGENDA ITEM #8
Staff Report - Amending CAC 1.10 Adopting a New Master Fee Schedule Page 2 of 3 for Parks and Recreation users. Additionally, the Council was satisfied with the proposed General Plan Maintenance Fee and Geographical Information Systems Fee. No member of the public provided testimony.

ANALYSIS
As part of the User Fee Study, and Master Fee Schedule Update, two additional departments have been incorporated including Police and Parks and Recreation. For the most part, all department fees (Planning, Building, Engineering, Parks and Recreation, and Police) were recommended for 100% cost recovery with a few exceptions where it would be considered too burdensome to the applicant or property owner. In the previous User Fee Study and Master Fee Schedule, the City Council adopted in 2019 a 90% cost recovery rate. With direction from the City Council at the May 13, 2026 meeting, to not provide for 100% cost recovery, and consistent with past practice, staff is recommending that Council update the Master Fee Schedule with a 90% cost recovery rate.

The table below provides an executive summary by setting the Master Fee Schedule with a 90% cost recovery rate.

Additional New Fees Proposed

General Plan Maintenance Fee

The General Plan Maintenance Fee was suggested in order to ensure funding is available for the significant costs associated with comprehensive General Plan updates and implementation. Table 14, General Plan Surcharge Cost Recovery Outcomes, from Chapter 7 of the User Fee Study , shown below, provides a General Plan Maintenance fee with a recommended cost recovery of .6%, or a total $1,597 would be generated of the $261,750 annual cost recovery surplus.

Table 14. General Plan Surcharge Cost Recovery Outcomes

At the May 13, 2026 City Council meeting, the Council agreed with staff’s recommendation to add the General Plan Surcharge Fee to the Master Fee Schedule.

Similarly to the General Plan Maintenance Fee, the GIS Fee was recommended to help offset future operational costs to maintain GIS as new information would be inputted into its database.

It is not expected that this fee would pay for the entire GIS maintenance, though, would help offset funds for this purpose. The City Council agreed with staff’s recommendation to add the GIS Fee to the Master Fee Schedule.

Annual Adjustment to User Fees and Regulatory Fees
As indicated in the previous Study Session staff report, another point to consider would be for future fee schedule adjustments, in keeping up with the cost of inflation is to approve an annual modifier to the fees such as the Consumers Price Index (CPI) or a percentage of labor cost increase. Staff recommends that t he Town adjust user fees and regulatory fees on an annual basis to keep pace with cost inflation and utilize the CPI with CPI-U measure and bring it to the City Council for approval annually.

ALTERNATIVE
The City Council can choose to reject the resolution to this Staff Report, and direct staff to reduce the cost recovery rate to a different percentage. As such, staff would revise to the appropriate rate and return to the City Council with a revised resolution for review and adoption.

ENVIRONMENTAL
The City Council review of the User Fee Study is not a project under the California Environmental Quality Act pursuant to Guideline 15378 as it is more akin to a governmental fiscal activity without any commitment to any specific project.

FISCAL IMPACT
The Town incurred the cost of NBS, Fee Study Consultant, and Town staff to conduct the study, analysis and prepare documents for the City Council review. The direction provided by the City Council will generate future revenue for the Town.

CONCLUSION
The City Council should hear this item, consider public testimony and adopt the resolution for new or increased fees via an amendment to Colma Administrative Code Subchapter 1.10 related to the Town’s Master Fee Schedule.

T
O: Mayor and Members of the City Council
FROM: Christopher J. Diaz, City Attorney

RECOMMENDATION
Staff recommends that the City Council adopt the following:

RESOLUTION APPROVING A THIRD AMENDMENT TO THE EMPLOYMENT CONTRACT

WITH DAN BARROS TO PROVIDE FOR A SALARY ADJUSTMENT PURSUANT TO CEQA GUIDELINE 15378

COUNCIL ADOPTED VALUES
T
he City Council’s action in considering a salary adjustment for the City Manager is consistent with the value of fairness, as the City Council recently provided cost of living raises to all Town employees, and providing a similar salary adjustment for the City Manager is a fair thing to do.

BA

Following a positive performance review, on May 27, 2026, the City Council met in closed session to negotiate a salary adjustment for the City Manager. At the conclusion of those negotiations, the City Council approved a salary adjustment for the City Manager and directed staff to return with a contract amendment to formalize the increase in the City Manager’s salary by 10 %, which includes one cost of living a djustment of 5% consistent with what was provided to other Town employees, and a merit based raise of 5%.

ANALYSIS
On July 26, 2023, the City Council adopted a resolution appointing Daniel Barros as City Manager and approving an employment agreement to be effective on August 21, 2023.

On October 23, 2024, the City Council amended the City Manager’s contract to adjust his base salary by $10,000 for a new total of $250,000.

More recently, after the conclusion of a positive performance evaluation, the City Council met in closed session to consider a salary adjustment for the City Manager. The City Council ultimately decided to adjust the City Manager’s salary by 10% with 5% representing a merit based increase and the additional 5% representing a cost of living adjustment similar to the 5% cost of living adjustment provided to other unrepresented employees in the Town.

The City Attorney has prepared a third amendment to the City Manager’s contract to adjust his base salary by 10% or by $26,750 for a new total of $294,250.

FISCAL IMPACT
Adjusting the City Manager’s salary will have a financial impact on the Town of $26,750 per year for the increase of base salary. However, sufficient funds are included in the budget to allow for this adjustment.

ENVIRONMENTAL
The City Council’s action in adjusting the City Manager’s salary is exempt from environmental review pursuant to the California Environmental Quality Act (CEQA) pursuant to CEQA Guideline 15378 as this action is a government al fiscal activity without any commitment to any specific project which may result in a potentially significant impact on the environment.

ALTERNATIVES
The City Council could choose not to adopt the resolution adjusting the City Manager’s salary.

However, the City Council specifically provided direction to staff seeking the preparation of the third amendment adjusting the City Manager’s salary. If the City Council is inclined to change course, an additional closed session to negotiate those changes may be warranted.

CONCLUSION
The City Council should adopt the resolution approving the third amendment to the City Manager’s employment contract to provide a salary adjustment.
