Staff Report - Adopting Salary Schedule

STAFF REPORT
TO
: Mayor and Members of the City Council
FROM: Daniel Barros, City Manager
MEETING DATE: June 24, 2026
SUBJECT: Adopting the Town’s Updated Salary Schedule

RECOMMENDATION
Staff recommends that the City Council adopt the following resolution:

RESOLUTION ADOPTING THE SALARY SCHEDULE EFECTIVE JULY 5, 2026, PURSUANT TO CEQA GUIDELINE 15378
CO

UNCIL ADOPTED VALUES
Th
e Staff recommendation is consistent with the Council adopted values of:
• Responsibility: Making decisions after prudent consideration of their financial impact, taking into account the long-term financial needs of the agency. • Fairness: Treat all persons, claims and transactions in a fair and equitable manner.

BACKGROUND
At the April 22, 2026 City Council Meeting, City Council approved updated labor memorandums of understanding (MOUs) with the Colma Peace Officer’s Association (POA) and the Colma Police Communications/Records Association (CPRA), and approved increases for the unrepresented staff equal to the increases received by the POA and CPRA. The City Council also approved the latest salary schedule with the labor agreement revisions, which incorporated 3% increases for staff, effective July 5, 2026, not including the City Manager, Recreation Leader, Senior Recreation Leader, Facility Attendant, Intern, and Student Aide job classes.

At the June 10, 2026 City Council Meeting, City Council approved an amendment to the City Manager’s contract that included a salary increase, and the FY 2026-27 Adopted Budget, which included three new job classes: Public Works Director, Planning Manager, and Deputy City Clerk.

ANALYSIS
Pursuant to state law, the City Council shall regularly review and adopt the Salary Schedule with any adjustments in salary that have been previously authorized by the City Council. The salary schedule was last updated in April 2026 and includes the 3% Cost of Living adjustment AGENDA ITEM #2
Staff Report - Adopting Salary Schedule
approved by the City Council on April 22, 2026. Since that time, based on Council authorization, the City Council authorized three (3) new job classes in the FY 2026-27 Adopted Budget, and an increase in the City Manager’s compensation.

Per the requirements of Government Code 20636, 7522.34 and Title 2 CCR Section 570.5 and 571.1, the pay rates for those employees who have recently received increases and for new job classes has been adjusted in the Town’s publicly available pay schedule or salary schedule and the City Council is being asked to adopt a resolution adopting the salary schedule based on these recent salary changes.

FISCAL IMPACT
Adopting a resolution to adopt a new salary schedule will have no financial impact on the Town.

Any adjustments in salary have already been accounted for in the budget.

ALTERNATIVES
The City Council could choose not to adopt the resolution adopting the Town’s updated Salary Schedule.

CONCLUSION
Staff recommends that the City Council adopt the resolution to update the Town’s Salary Schedule.

O: Mayor and Members of the City Council
FROM: Michelle Estabillo, City Clerk

MEETING DATE: June 24, 2026
SUBJECT: November 3, 2026 General Municipal Election

RECOMMENDATION
Staff recommends that the City Council adopt the following resolutions:

RESOLUTION CALLING AND GIVING NOTICE OF THE GENERAL MUNICIPAL ELECTION TO BE HELD ON NOVEMBER 3, 202 6, FOR THE ELECTION OF T WO CITY

COUNCILMEMBERS, REQUESTING THE BOARD OF SUPERVISORS OF SAN MATEO

COUNTY TO CONSOLIDATE SAID ELECTION WITH THE STATEWIDE GENERAL ELECTION OF SAME DATE PURSUANT TO ELECTIONS CODE SECTION 10403 AND RELATED MATTERS PURSUANT TO CEQA GUIDELINE 15378; and
RE

SOLUTION ADOPTING REGULATIONS FOR CANDIDATES FOR ELECTIVE OFFICE PERTAINING TO CANDIDATE’S STATEMENTS SUBMITTED TO THE VOTERS AT AN ELECTION TO BE HELD ON TUESDAY, NOVEMBER 3, 2026 PURSUANT TO CEQA GUIDELINE 15378.

COUNCIL ADOPTED VALUES
 Vision: The calling of the General Municipal Election will continue to move the Town forward and ensure the Town has a five-member City Council to govern the Town.  Responsibility: By consolidating the General Municipal Election with the Statewide General Election and requesting that San Mateo County provide services for the election, the Council is acting in a responsible manner to save and conserve Town resources. 
Honesty and Integrity: The adoption of the resolution will allow for the offices to be filled pursuant to an honest elections process.

BACKGROUND
The Town’s General Municipal Election is regularly held on the same day as the Statewide General Election in November of even-numbered years. Council Members are elected for four- year terms in staggered elections, and two positions are open for election this year.

AGENDA ITEM #3
Staff Report re November 3, 2026 Municipal Election Page 2 of 2

ANALYSIS
The proposed resolutions would:

1. Call and give notice of the General Municipal Election to elect two Council Members;

2. Request that the Board of Supervisors of San Mateo County agree to the consolidation of the General Municipal Election with the Statewide General Election to be held on Tuesday November 3, 2026;

3. Authorize the City Manager to enter into an agreement with the San Mateo County Chief Elections Officer to render election services; and

4. Establish regulations for the submittal of Candidate Statements.

The Town is required to publish or post notice of the election, including the time of election and the city offices to be filled, once, no later than July 13, 2026.

FISCAL IMPACT
The FY 2026-27 Adopted Budget contains $15,000.00 for election activity. The adoption of these resolutions will consolidate the General Municipal Election with the Statewide General Election thereby saving Town money and resources. Further, requesting services from San Mateo County for the election will further reduce Town costs, staff time, and staff resources.

ENVIRONMENTAL
This is not a project under the California Environmental Quality Act (CEQA) Guidelines section 15378, as it is an administrative activity that will not result in a physical change to the environment.

CONCLUSION
Staff recommends the Council adopt resolutions calling for a General Municipal Election on Tuesday, November 3, 2026 and establishing regulations for the submittal of Candidate Statements.

Staff Report: Engineer’s Report, Sanitary Sewer Service Charges FY 2026-27 Page 1 of 6

STAFF REPORT
TO: May
or and Members of the City Council
FROM: Brad Donohue, Director of Public Works and Planning Abdulkader Hashem, Principal Project Manager
VIA: Daniel Barros, City Manager
MEETING DATE: June 24, 2026
SUBJECT: Approval of Engineer’s Report of Sanitary Sewer Service Charges for Fiscal Year 2026-27

RECOMMENDATION
Staff recommends that the City Council adopt the following:

RESOLUTION OVERRULING PROTESTS TO AND ADOPTING ENGINEER’S REPORT ON SEWER SERVICE CHARGES FOR FISCAL YEAR 2026-27, DIRECTING THE CITY ENGINEER TO FILE A COPY OF THE ENGINEER’S REPORT WITH THE SAN MATEO COUNTY TAX

COLLECTOR, AND AUTHORIZING THE COUNTY TAX COLLECTOR TO PLACE THE CHARGES ON THE PROPERTY TAX ROLL PURSUANT TO CEQA GUIDELINE 15301 AND 15378

COUNCIL ADOPTED VALUES
The adoption of the resolution is consistent with the City Council’s value of being Fair . Before any annual sanitary sewer charge is placed on the county tax rolls for a property in the Town of Colma, a public hearing will be held, giving residents an opportunity to protest the calculation of their annual charge to the City Council. The Council will then review and rule on each protest.

BACKG
ROUND
The Town of Colma contracts with the City of South San Francisco (“SSF”) and the North San Mateo County Sanitation District (“District”) to provide sanitary sewer services to all properties in the Town. The Town assesses sewer service charges against properties within the Town at the same rate that SSF or the District charges the Town for those properties.

The Town levies an annual sewer service charge on each property that utilizes or has access to these sewer systems. Pursuant to section 5473 of the Health and Safety Code of the State of California, the Town has elected to collect the annual sewer service charges through the County of San Mateo Property Tax Rolls. Therefore, in accordance with the Health and Safety Code, the City Engineer has prepared a report describing each parcel that receives sewer service and the AGENDA ITEM #4
Staff Report: Engineer’s Report, Sanitary Sewer Service Charges FY 2026-27 Page 2 of 6 amount of the service charge that will be assessed against each parcel for Fiscal Year 2026-27 (the “Engineer’s Report” or “Report”).

As required, the Engineer’s Report has been on file with the office of the City Clerk for public review and comment for at least fifteen days prior to the Public Hearing on June 24, 2026. In addition, the required notice of public hearing and the proposed sewer charges was published pursuant to Government Code Section 6066 in the local newspaper on June 9 and 16, 2026; a courtesy copy of the notice with individual sewer charge was mailed to all affected property owners, residents, and business owners on May 21, 2026; and a copy of the notice was posted on the Town’s three official bulletin boards for at least 10 days prior to the Public Hearing.

ANALYSIS
North San Mateo County Sanitation District Sewer Rates
The maximum per unit approved rates for sewer service charges for customers served by the District are set forth in the following schedule:

Schedule of Rate for Sewer Service Charges
(Unit = 1 HCF = 748 gallons)
Effective Date Rate (per unit) Minimum Annual Charge
July 1, 2026 $11.67 per unit $130.72

On June 23, 2021, the Town approved a resolution adopting the maximum service charges to its customers served by the District. The proposed sewer rate for FY 2026-27 will be based on the sewer rates adopted by the Daly City Council on June 23, 2025 and not exceed 10% increase from the previous year.

South San Francisco “SSF” Sewer Rates
The maximum per unit approved rates for sewer service charges for customers served by the City of South San Francisco are set forth in the following schedule:

The above proposed wastewater treatment rates imposed by SSF for FY 2026-27 are increased by approximately 6% based on pass-through adjustments imposed by South San Francisco.

Wastewater Collection System Charge
The wastewater collection system charge is in addition to the charges for wastewater treatment that are currently passed through to Colma’s customers based on charges levied by SSF or the District.

The wastewater collection system charge is a usage -based charge of $3. 53 per hundred cubic feet of water consumption and would become effective starting July 1, 2026. For residential customers, the billed amount of the wastewater collection system charges will be calculated based on the volume of metered water use during the winter months of January and February, typically a period of minimal outdoor irrigation, multiplied by six. For non -residential customers, the wastewater collection system charge will be calculated based on total annual metered water consumption. Charges for all customers would be subject to a minimum annual charge of $42.36 that only applies when billed usage results in a lower annual charge. The minimum annual charge helps recover a portion of the Town’s fixed costs of providing service.

Staff Report: Engineer’s Report, Sanitary Sewer Service Charges FY 2026-27 Page 4 of 6 Water Conservation Incentive Program
In July 2012, City Council approved a Water Conservation Incentive Program for all sewer service customers in Town. The proposed Program would grant each sewer service user a subsidy if the customer used the same amount of water or less compared to the ave rage of the prior three years.

On May 13 , 202 6, the City Council approved an estimated $62,644.27 (Inclusive of $4 ,000 contingency) for Water Conservation Incentive Program for FY 2026-27. Staff further refined the water use data and it has been determined that the actual Water Conservation Incentive Program subsidy for fiscal year 2026-27 for “Eligible Customers” is $58,589.08. This subsidy would reduce Eligible Customers annual sewer charge by 10%.

Hearing on Engineer’s Report to Consider Individual Protests The purpose of the hearing on the Engineer’s Report is to hear individual protests to the Engineer's Report for each parcel of property within the Town of Colma subject to the sewer service charge. For example, a property owner might protest the classifica tion for the owner’s property, or another owner might claim that an error was made in the calculation of the owner’s annual sanitary sewer charge. However, protests cannot serve as a protest of the entire sewer rates, due to the fact that the time for lodging those protests of the sewer rates was at the June 22, 2022, Proposition 218 hearing. Each affected property owner has the right to file a written protest to the Engineer’s Report any time prior to the conclusion of the public hearing on the Report on June 24, 2026. If the Council decides a protest(s) is valid, the Council should sustain the protest and potentially direct the City Engineer to amend the Engineer’s Report depending on the factual circumstances and staff’s input. If the Council decides that a protest is invalid, it should overrule the protest and direct the City Engineer to file the Engineer's Report without change.

If there are any protests to the Engineer’s Report submitted after the Council receives this staff report, the City Engineer will prepare a supplemental staff report detailing those protests. Written protests can be submitted until the close of the public hearing. If a protest is filed at the public hearing, staff will advise the Council at the meeting of their recommendation To date, the Town has received five “5” inquiries and one “1" protest. If more inquiries or protests have been filed, Staff will submit to City Council an updated copy of the inquiry and protest log along with copies of the written protest, (Exhibit C), prior to the opening of the public hearing for adopting the Engineer’s Report on sewer service charges for FY 2026-27.

Assessment on County Tax Rolls
On or before July 31, 202 6, the City Engineer will send the approved or amended Engineer’s Report to the County along with a Resolution requesting that the County Tax Collector enter the amounts of the charges shown on the Report as assessments against the respective parcels on the County tax rolls for FY 2026-27.

FISCAL IMPACT

The total sewer treatment and collection charges posted on tax rolls for properties served by the City of South San Francisco (“SSF”) and the North San Mateo County Sanitation District Staff Report: Engineer’s Report, Sanitary Sewer Service Charges FY 2026-27 Page 5 of 6 (“NSMCSD” or “District”) is $1,366,699.06 . After calculating the water incentive program and sewer charges for Town-owned properties, the Town will be reimbursed through the County Tax Rolls $1,284,968.98, leaving a net cost of $81,730.08 to the Town for Town-wide annual sanitary sewer charges.

ENVIRONMENTAL
The City Council’s action in adopting the resolution to place the charges on the tax roll is exempt from the California Environmental Quality Act (CEQA) pursuant to CEQA Guideline 15301 as the operation and maintenance of the Town’s existing sewer infrastructure. It is also exempt pursuant to CEQA Guideline 15378 as a governmental fiscal activity which doesn’t commit to any specific project which may result in a potentially significant physical impact on the environment.

ALTERNATIVES
As to each protest against the proposed sewer service charge, the City Council can either sustain or overrule the protest for that parcel. If the City Council sustains the protest, it can modify or remove the proposed charge for that parcel. The Town may also choose to collect the sewer service charges separately from the tax roll. This option will result in increased costs for technology and staff dedicated to billing, as well as a higher risk of errors. Additionally, this option will not allow the Town to place the sewer service charges as a lien against the subject property.

(a) The City Council has, by Colma Municipal Code, Chapter Three, Subchapter Seven (Section

3.07.010, et seq.), otherwise known as the Colma Sewer Service Charge Code, provided for the collection of sewer service charges for each fiscal year on the tax rolls of San Mateo County, and has directed the preparation and filing of a written report for each fiscal year containing descriptions of each parcel of real property located in Colma receiving such sewer services and facilities, and the amount of the sewer service charge for each parcel for the fiscal year, computed in conformity with the charges prescribed by ordinance. (b) Pursuant to Section 5473,

(b) As such, the County Tax Collector is authorized to place the sewer service charges on the property tax roll.
(d) The sewer service charges were previously adopted pursuant to the Town’s police powers and the authority granted under Health and Safety Code section 5470 et seq., in
compliance with the provisions of article XIII D, section 6 of the California Constitution.

The property owner is requesting a
FY 2026–27 sewer charge
adjustment due to a water leak that
occurred during July and September

Sewer treatment is a flat rate, and
collection charges are based on
January and February water usage.

Because the leak occurred between
July and September, outside this
winter calculation window, the
annual billing remains unaffected.

The property owner is requesting a
FY 2026–27 sewer charge
adjustment due to a water leak that
occurred during the January and
February 2026.

The annual sewer charges will be
adjusted to reflect an average water
usage of 2 HCF for each January and
February, replacing the original
readings of 6 HCF and 9 HCF. This
adjustment will lower the total sewer
charge to a reasonable amount.

BOARD SIGNS AT THE COLMA POLICE DEPARTMENT (CORNER OF EL CAMINO REAL AND SERRAMONTE BLVD.) AND THE COLMA COMMUNITY CENTER (DOUBLE FACED SIGN PERPENDICULAR TO HILLSIDE BLVD. CLOSER TO THE TRAIN DEPOT) PURSUANT TO CEQA GUIDELINE 15306
CO

UNCIL ADOPTED VALUES
The Ci
ty Council’s review and discussion of reader board signs is consistent with responsibility and vision as it furthers the Town’s efforts to provide signage consistent with General Plan and Municipal Code.

BACKGROUND
At its meeting on April 8, 2026, the City Council held a Study Session to consider LED electronic reader board sign and their various features for installation at two locations: 1) the corner of El Camino Real and Serramonte Boulevard in front of the Police Department, and 2) in front of the Colma Community Center fronting Hillside Boulevard . Staff requested that the Council consider the following criteria:
• Siz
e - Police Department: 10.5’ wide by 5.5’ high; Community Center: 10.5’ wide by

5.5’ high
• Location
Th
e Council heard the staff presentation, and asked questions of staff. The Council provided the following comments and directions to staff:

AGENDA ITEM #5
Staff Report – Electronic Reader Board Signs

• Provide story poles at each site for each sign.
• Enlarge the sign at the Police Department location.
• For the Community Center sign, consider another location which stands out on its own and does not obstruct views of the Community Center building and the Train Depot further north in front of the parking area.

ANALYSIS
Subsequent to the April 8, 2026 Study Session, staff reviewed the sign locations and size at each of the sites at 1) the corner of El Camino Real and Serramonte Boulevard in front of the Police Department, and 2) in front of the Colma Community Center fronting Hillside Avenue.

Police Department Sign
Per the direction of the City Council, staff determined that it is appropriate to enlarge the sign from 10.5’ wide to 14 .0’ wide, another 3.5’, and increase the height by .5’ to 6’ high. Revised story poles have been installed in this location. Please refer to photos below for story poles at this location.

Photo 3: Police Station – Driving in left turn lane on Serramonte Boulevard

Having reviewed the revised story poles, staff finds that the new width at 14’ to be feasible.

However, the council could consider an alternative width of 12’, which would equate to the median

of the two proposed story pole iterations. Additionally, removal of the tree adjacent to the right of the sign would offer full visibility.

Colma Community Center Sign
Staff considered a different location for the Colma Community Center sign to the location of the existing street light north of the Historic Train Depot. The light pole itself would be removed and replaced with a post and the reader board sign . This would be a double -faced sign that is perpendicular to Hillside Boulevard. Sign dimensions for this sign are approximately 10.5’ wide by

5.5’ high, and 10’ from grade to bottom of sign. See Photo 4 below.

Photo 4: Hillside Boulevard Sign Location

The intent for this sign is that it would be visible as one drives in a southbound direction along Hillside Blvd from F Street and in the opposite direction heading northbound from Serramonte Blvd. See Photos 5 and 6, respectively, below. For clear visibility of the sign when driving along Hillside Boulevard in a northerly direction, staff is recommending that the one street tree in the green infrastructure median adjacent to the sidewalk be removed. Story poles have been installed in this location.

ENVIRONMENTAL

The City Council's consideration of this item is exempt from environmental review pursuant to CEQA Guideline 15306 as information collection with any further environmental review to be conducted, or determined to be exempt, based on the City Council's selection of the sign , the design , and future installation option.

FISCAL IMPACT
On June 25, 2025, the City Council adopted the Capital Improvement Projects (CIP) Budget for Fiscal Year 2025-2026. Included within this CIP Budget is $150,000 for two reader board signs.

An estimate from Planar, the manufacturer vendor, for the three (one double-faced sign and one individual sign) reader board signs, has been provided which provides a high er level of specification and detail than originally known. Also, we do not have a construction estimate. The project is likely to cost approximately $300,000 for both locations, or double the original estimate.

The Town will incur the cost of purchasing the reader board signs, preparing plans and installing the signs at their respective locations. The signs have already been funded partially by adoption of the CIP budget for fiscal year 2025-2026 ($150,000). If staff determine that additional funds are necessary from the procurement process, they will request additional monies at that time.

NEXT STEPS
The City Council, by motion, should direct staff to proceed with final design of the LED reader board signs at the Colma Police Department and the Colma Community Center.
