AGENDA ITEM 3.

STAFF REPORT

TO: Mayor and Members of City Council
FROM: Brad Donohue, Director of Planning and Public Works Abdulkader Hashem, Principal Project Manager
VIA: Daniel Barros, City Manager
MEETING DATE: Wednesday, September 23, 2026
SUBJECT: Fiscal Year 2024 Safe Streets and Roads for All (SS4A)

RECOMMENDATION
Staff recommends that the Council adopt the following:

RESOLUTION APPROVING FISCAL YEAR 2024 SAFE STREETS AND ROADS FOR ALL (SS4A)

GRANT ALLOCATED BY THE US DEPARTMENT OF TRANSPORTATION FOR UPDATING AND

ENHANCING COLMA COMPREHENSIVE SAFETY ACTION PLAN AND SPEED MANAGEMENT PROGRAM PURSUANT TO CEQA GUIDELINE 15306

COUNCIL ADOPTED VALUES
The recommendation is consistent with the Council adopted value of responsibility in improving and enhancing safety features along the major arterials and collectors within the Town’s roadways network.

BACKGROUND
In 2018, the Town of Colma completed a Systemic Safety Analysis Report (SSAR) to identify and prioritize transportation safety improvements throughout the Town. The SSAR evaluated existing roadway conditions, traffic volumes, crash data, and crash types on major arterials and collectors. It also developed low-cost countermeasures, prioritized improvements through benefit-cost analysis, and prepared preliminary engineering designs for selected safety projects.

On May 16, 2024, the Town submitted an application requesting $240,000 in Fiscal Year 2024 Safe Streets and Roads for All (SS4A) grant funds to update its Systemic Safety Analysis Report (SSAR), which serves as the Town’s Local Road Safety Action Plan.

On September 9, 2024, the U.S. Department of Transportation (USDOT) awarded the Town of Colma $240,000 in federal funding. The SS4A funds will be used exclusively to update and enhance the Town’s Comprehensive Safety Action Plan and Speed Management Program.

AGENDA ITEM 3.

On October 23, 2024, the Town of Colma adopted the Countywide Local Road Safety Plan, following its adoption by the C/CAG Board of Directors in June 2024. The Countywide Local Road Safety Plan — Colma Chapter is consistent with the Town’s SSAR.

On August 27, 2026, the Town of Colma and the USDOT entered into a grant agreement providing $240,000 in federal SS4A funding. The funds will support updates and enhancements to the Town’s Comprehensive Safety Action Plan and Speed Management Program (refer to Attachment B, Executed Grant Agreement No. 693JJ32640679).

Detailed Project Description
Comprehensive Safety Action Plan (CSAP) proactively identifies roadway safety needs, evaluates priorities, and establishes a prioritized program of safety countermeasures. This project will expand the Town’s existing Systemic Safety Analysis Report (SSAR) into a fully compliant CSAP by incorporating eight core components: leadership commitment to eliminating traffic fatalities; a multi-agency steering committee; High Injury Network and systemic safety analyses; digital and in-person community engagement; targeted outreach to underserved and commuter populations; an audit of existing policies and programs; safety-focused project prioritization using Proven Safety Countermeasures and Caltrans standards; and a transparent online data dashboard.

The town-wide Speed Study and Analysis will use local traffic data to identify and reduce speeding risks. It will evaluate corridor speed profiles, traffic volumes, 85th-percentile speeds, and applicable MUTCD warrants and will establish a standardized Traffic Calming Toolbox for future engineering countermeasures. The work will also include pedestrian and bicyclist volume counts, systemic safety analyses, community workshops, online surveys, a town-wide before- and-after speed analysis report, and supplemental planning activities. Together, these efforts will help prioritize safety countermeasures and improve the Town’s eligibility for future safety grant funding.

ANALYSIS
The SS4A grant will fund planning activities to update and enhance the Town’s Comprehensive Safety Action Plan and Speed Management Program. The work will build on the Town’s existing SSAR, incorporate the required CSAP components, and develop data-supported safety priorities and countermeasures. Acceptance of the grant will allow the Town to proceed with these activities in accordance with the executed grant agreement.

The Town has been awarded $240,000 in federal SS4A funding for the project, which will be supplemented by a proposed local match of $60,000, representing 20 percent of the total estimated $300,000 project cost.

A City Council resolution is required to approve acceptance and use of the Fiscal Year 2024 SS4A funds. The funds will be used to update and enhance the Town’s Comprehensive Safety Action Plan (CSAP) and Speed Management Program.

Page 21 of 82 ends

AGENDA ITEM 3.

FISCAL IMPACT
The estimated funding plan to update and enhance the Town’s Comprehensive Safety Action Plan (CSAP) and Speed Management Program is as follows:
• FY 2024 Safe Streets and Roads For All (SS4A) funds $ 240,000 • Proposed CIP Allocation for FY 26-27 (Local Match 20%) $ 60,000 Estimated Project Total: $ 30,000

The Town of Colma will serve as the project’s implementing agency. Under the executed SS4A grant agreement, the project must be completed by August 27, 2028.

ENVIRONMENTAL
The City Council’s adoption of the resolution is exempt from environmental review under the California Environmental Quality Act (CEQA) pursuant to CEQA Guidelines section 15306 because the project involves information collection and planning studies leading to actions that the Town has not yet approved, adopted, or funded. Any future construction improvements will be considered only after the required CEQA review has been completed.

ALTERNATIVES
The City Council could choose not to accept the allocated Safe Streets and Roads for All (SS4A) funds. This alternative is not recommended because the Town would lose an opportunity to fund updates and enhancements to its Comprehensive Safety Action Plan and Speed Management Program.

CONCLUSION
Staff recommends that the City Council adopt the resolution accepting and authorizing the use of Fiscal Year 2024 Safe Streets and Roads for All (SS4A) grant funds. The funds will be used exclusively to update and enhance the Town’s Comprehensive Safety Action Plan (CSAP) and Speed Management Program.

CHANGES FROM APPLICATION
Scope:

The Hillside Boulevard intersections are identified as high-priority locations in the Town’s Safety Action Plan, also known as the Systemic Safety Analysis Report. In response, the Town advanced the implementation of Leading Pedestrian Intervals (LPIs) and retroreflective backplates to address safety needs sooner, which are now fully operational and providing safety benefits to the community. The Town is also advancing the design of bicycle and pedestrian improvements along Hillside Boulevard, including protected bike lanes with buffer zones and delineators.

Although these improvements were originally planned under the Demonstration Activities component of the SS4A grant, the Town moved forward before the formal obligation of federal SS4A funds. This approach allowed the Town to address documented safety risks more quickly and deliver near-term benefits for all roadway users.

Consequently, The Demonstration Activities have been removed from the original scope; while the Action Plan and Supplemental Planning Activities remain unchanged. The expanded scope will incorporate advanced data collection and systemic safety analyses including pedestrian/cyclist volume counts, enhanced public engagement initiatives such as community workshops and online surveys, a town-wide speed study and before/after analysis report, and new supplemental planning activities designed to optimize the overall Local Road Safety Plan by prioritizing safety countermeasures and improving eligibility for future safety grant funding.

Schedule: The schedule in the application material form SF 424 showed a start date of 02/01/2025 and end date of 01/31/2026 for a total project duration of 12 months. We have increased the period of performance to 48 months due risk of delays in hiring a consultant.

Budget: We are shifting the $60,000 from the Demonstration Activities to the Action Plan and Supplemental Planning Activities, while the original total project cost remains unchanged at $300,000.

This funding reallocation significantly strengthens the development of the Local Road Safety Plan by supporting a more robust and comprehensive evaluation of the Town’s roadway network.

The reallocated fund will be utilized to cover the cost of the expanded scope activities including advanced data collection and analyses, public engagement, and new supplemental planning activities.

AGENDA ITEM 4.

STAFF REPORT

TO: Mayor and Members of City Council
FROM: Nathan Bassett, Administrative Services Director
VIA: Daniel Barros, City Manager
MEETING DATE: Wednesday, September 23, 2026
SUBJECT: Tyler Technologies ERP Contract Amendment

RECOMMENDATION
Staff recommends that the City Council adopt the following resolution:

RESOLUTION APPROVING AND AUTHORIZING THE CITY MANAGER TO EXECUTE A CONTRACT AMENDMENT WITH TYLER TECHNOLOGIES, INC., TO AMEND THE CONTRACT START DATE FROM AUGUST 1, 2026, TO NOVEMBER 1, 2026; TO PURCHASE ADDITIONAL ERP PRO 10 SYSTEM MODULES; AND TO ADD CONTRACT

CONTINGENCY AND SALES TAX COSTS, INCREASING THE CONTRACT BY ONE HUNDRED FIFTEEN THOUSAND, FOUR DOLLARS ($115,004), FROM TWO HUNDRED FIFTY ONE THOUSAND, SIX HUNDRED EIGHTY FIVE DOLLARS ($251,685) TO A NOT-

TO-EXCEED COST OF THREE HUNDRED SIXTY-SIX THOUSAND, SIX HUNDRED AND EIGHTY-NINE DOLLARS ($366,689), PURSUANT TO CEQA GUIDELINE 15378

COUNCIL ADOPTED VALUES
Approval of the contract is the responsible course of action, as adding the requested modules to the new enterprise resource planning (ERP) software will provide capabilities requested in the initial ERP Request for Proposals (RFP) and reduce staff time for processing employee expenses and onboarding materials. Amending the contract will also accommodate the new sales tax expense that will be incurred and a contract contingency for any further project updates.

BACKGROUND
The current financial software system, Eden, is the system of record for payroll and finance functions, and has been in place since around 2000. In 2022, Tyler Technologies announced that the end of support for Eden would occur as of March 1, 2027. The RFP for a new ERP system was posted on September 5, 2025, with an amended closing date of October 16, 2025.

By the RFP deadline, staff had received one proposal from Tyler Technologies, Inc., for replacement of the Eden system with the cloud-based ERP Pro 10 software.

Page 40 of 82 ends

AGENDA ITEM 4.

Staff proceeded with contract negotiations with Tyler Technologies and undertook a review of all component pieces of the software and contract to ensure that the Town’s staff would be successful in implementation of the new software and have the required support. After multiple contract iterations, staff brought a contract to the City Council meeting on April 22, 2026, and received approval for the contract after the final details of the contract were approved by the City Manager and City Attorney. The final details had been confirmed on April 21, 2026, and the contract was executed on April 23, 2026.

In May 2026, Town staff received communication from the Tyler Technologies implementation manager to begin assessing the current state of Colma’s Eden system, in preparation for migration to the new ERP Pro 10 platform. The communication received by staff for the implementation process excluded modules that had been included in the RFP requirements as mandatory. Town staff inquired about the exclusions and then issued a notice to stop work on the project. With the help of the City Attorney’s Office, staff mailed a notice of default dated May 26, 2026, via certified mail, and emailed a copy to the Tyler Technologies team.

Town staff proceeded to engage in discussions with executive management at Tyler Technologies to resolve the issue after their response was received, which led to a change in the account representative staff for Colma, and submission of a complete list of modules for ERP Pro 10 to the Town. The contract was scheduled to start August 1, 2026, but implementation has remained on pause until the contract amendment is completed.

Sales Tax on Software
On June 29, 2026, SB 122 was signed by California Governor Gavin Newsom, which adds sales tax to software purchases, including Software-as-a-Service (SaaS) maintenance agreements. As such, Town staff are amending the contract to include the sales tax expense that will be incurred with the software purchase, at the current 9.875% rate in Colma.

ANALYSIS
The ERP RFP posting included a requirements matrix with more than 4,000 requirements, published at the time of posting as an addendum to the RFP, and required as part of all RFP submittals. When Town staff reviewed the list of modules sent by the implementation manager, several modules that had been intended for inclusion and noted as included with the proposal, were excluded from the implementation matrix.

Town staff received a list of all available modules from the Tyler Technologies team after they had compiled it and reviewed to determine which modules needed to be included in an amendment package. Staff inquired about seven (7) modules, six (6) of which had not been included in the approved contract. Of those seven modules, staff are requesting the contract be amended to include the following five (5) modules:

1. Applicant Tracking Interface
This interface allows staff to upload applicant information into the HR system by a spreadsheet template, reducing employee data entry time.

2. Content Manager Employee Onboarding

Page 41 of 82 ends

AGENDA ITEM 4.

This module allows employees to review and complete onboarding documents electronically, reducing the need for paper documents. Some elements of the documents integrate with the HR module and reduce the need for manual entry of information by Town staff.

3. Benefits Enrollment
This module allows staff to review enrollment documents virtually, and to make edits to coverage via an online portal. This will reduce staff time required to process changes, and the number of paper documents produced to manage these changes.

4. Cashiering
This module will allow staff in Town Hall and the Police Department to produce receipts for the purchase of building permits, licenses, police reports, and other items, as well as transmit that data directly to the Town’s financial system. This will remove the requirement for finance staff to enter cash receipt transactions into the financial system and allow finance staff to review and approve cash receipt transactions made by the departments.

5. Employee Expense Reimbursement
This module will allow Town staff to submit expense reimbursements electronically and streamline the review and approval process. This will reduce the amount of paper required to manage this process and allow for streamlining of disbursements as well.

Once this amendment is executed, the vendor will be setting up Colma’s web platform for ERP Pro 10, with initial access to begin the implementation process anticipated by November 2026.

Tyler will be providing support materials for Town staff review, to better understand the process and the required configuration settings to be implemented and tested prior to system go-live.

The target go-live date for the payroll and financial modules is July 1, 2027. Tyler Technologies will continue to support Eden after March 1, 2027, until Colma’s transition to ERP Pro 10 is complete.

Staff anticipate they will need to continue monitoring the ERP Pro 10 implementation and business process adoption for approximately 12 to 14 months after the system goes live to ensure that staff maintain the newly adopted processes and the Town continues to benefit from the system efficiencies developed during the ERP Pro 10 implementation process.

Contract Date Change

During the initial contract negotiations, the City Attorney’s Office recommended that Colma have Tyler Technologies update their contract to reflect a fixed start date of August 1, 2026.

Tyler’s standard contract language dictates that the contract should begin the first day of the month following the month that an organization has access to their platform. Colma has not yet been able to access the platform and requested that the start date of the contract be updated to reflect a November 1, 2026, start date, to which Tyler has agreed, as they have not begun

Page 42 of 82 ends

AGENDA ITEM 4.

implementation work on their side yet.

Contract Contingency

Staff are requesting the addition of a contract contingency of 15%, or $47,829. This contingency would cover any further additions to the contract identified through the course of implementation, such as potential software integrations or change management consulting hours that may be identified through the implementation process.

Sales Tax
Staff have added an amount equal to 9.875% of the cost of the software, as required beginning January 1, 2027, for all standard software purchased within California. Consulting and professional service expenses will continue to be exempt from sales tax. Sales tax over the course of the five-year contract will be applied to the software maintenance costs, resulting in an additional $18,926 expense.

Reasons For the Recommended Action
Staff recommend approval of this contract amendment to better align the system with the Town’s financial system needs and offer flexibility moving through the implementation process.

The modules being requested, except for the Employee Expense Reimbursement module, were all identified as mandatory in the initial RFP, and will further help integrate numerous human resources and department functions into the new ERP system.

FISCAL IMPACT
The SaaS contract amendment with Tyler Technologies will result in additional expenses of $8,700 for implementation costs. In addition, the annual subscription expenses for the three- year contract would increase by $23,394 over the three-year contract, or $40,179 over the five- year contract term including renewals. Due to a new California law, effective January 1, 2027, sales tax must be added to the software maintenance cost, which results in an increase of $8,812 during the three-year contract term, and $18,296 over five years if both contract renewals are exercised.

The total not-to-exceed value of the contract would increase by $115,004 from $251,685 to $366,689. The five-year project budget is shown in Attachment C.

Amended costs FY26-27 FY27-28 FY28-29 FY29-30 FY30-
31 Implementation Costs $67,165 $3,535 $0 $0 $0
Annual Maintenance
Costs $44,612 $44,612 $44,612 $46,843 $49,185
Contract Contingency $16,767 $7,883 $7,353 $7,720 $8,106 Sales Tax on Software $0 $4,406 $4,406 $4,626 $4,858
Total $128,544 $60,436 $56,371 $59,189 $62,149

Page 43 of 82 ends

AGENDA ITEM 4.

Payment of the first-year subscription
fees for ERP Pro 10 will be due on or
around the contract start date of
November 1, 2026, with subsequent
fees each year prior to November 1.

The Town’s current ERP system, Eden,
is maintained by Tyler Technologies,
with the most recent annual maintenance charge of $26,261.94 paid in December 2025.

Migrating to ERP Pro 10 is anticipated to increase the annual costs by 69.9%, due to the software being hosted by Tyler Technologies on an Amazon Web Services (AWS) cloud server.

This may be partially offset by a reduced need for on-premise servers and server maintenance expenses.

Staff also anticipate some reductions in staff time to submit and approve time cards, process payroll, invoices, payments, and some Human Resources documents. Those savings, as well as reduced expenses for printing and document storage, have not been quantified, but will provide greater efficiency in internal service provision by the Finance and Human Resources teams.

Implementation expenses and first-year SaaS fees would be paid from Fund 31, CIP project 965 – Financial Software Replacement; second-year and subsequent SaaS fees would be included in the Town’s operating budget, Fund 11, Org 150 – City Manager – Finance. The budget appropriation in Fund 31, CIP Project 965, is sufficient to cover the increase in project costs resulting from this amendment, and no further budget appropriation is necessary.

Amended costs 5 Year Total
Implementation Costs $70,700
Annual Maintenance Costs $229,864
Contract Contingency $47,829
Sales Tax on Software $18,296
Total $366,689

ENVIRONMENTAL
The City Council's action to adopt the resolution approving the amendment is not subject to environmental review pursuant to the California Environmental Quality Act (CEQA) Guideline 15378 as this is more akin to a governmental fiscal activity purchasing a financial software program that will not lead to any change in the environment.

ALTERNATIVES
The following alternative options are available to City Council:

1. Maintain the Tyler Technologies implementation contract for ERP Pro 10 as is, which would require that the processes for employee onboarding, employee benefit enrollment, expense reimbursement, applicant tracking, and cashiering remain manual processes with the new system.

2. Implement the ERP Pro 10 contract and assess if these modules are needed after implementation of all of the contracted modules are complete. This may require some duplication of work, or additional implementation fees.

3. Find an alternate source of these technologies that will integrate with the new system after implementation is complete, which may require additional staff time in the future.

Page 44 of 82 ends

AGENDA ITEM 4.

CONCLUSION
Staff recommends that the City Council adopt the resolution approving and authorizing the City Manager to execute a contract amendment with Tyler Technologies to include the additional ERP Pro 10 modules and contract contingency.

AGENDA ITEM 5.

STAFF REPORT

TO: Mayor and Members of City Council
FROM: Carlo Wei, Management Analyst
Brad Donohue, Director of Planning and Public Works
VIA: Daniel Barros, City Manager
MEETING DATE: Wednesday, September 23, 2026
SUBJECT: Colma Municipal Code Amendment Section 1.06.270 Related to Public Works Bidding Thresholds Pursuant to Public Contract Code Section 22032

RECOMMENDATION
Staff recommends that the City Council introduce the following:

ORDINANCE AMENDING SECTION 1.06.270 OF THE COLMA MUNICIPAL CODE RELATING TO (1) INCREASING THE FINANCIAL THRESHOLDS FOR NEGOTIATED, INFORMAL, AND

FORMAL BIDS CONSISTENT WITH THE CALIFORNIA UNFORM PUBLIC CONSTRUCTION COST ACCOUNTING ACT; AND (2) MODIFYING THE THRESHOLD FOR APPROVAL OF

PLANS, SPECIFICATIONS AND WORKING DETAILS FOR ALL PUBLIC WORKS PROJECTS, PURSUANT TO CEQA GUIDELINE 15378

COUNCIL ADOPTED VALUES
• Fairness
• Responsibility

BACKGROUND
The Town of Colma has elected, pursuant to City Council Resolution 99-03, to be subject to the Uniform Public Construction Cost Accounting Act (“UPCAA” or the “Act”), codified at Public Contract Code section 22000 et seq. The Act establishes streamlined, cost-effective procedures that local agencies may use to procure public works/public projects, and is administered by the California Uniform Construction Cost Accounting Commission (CUCCAC) in coordination with the State Controllers office (SCO).

State law directs CUCCAC to periodically review these dollar thresholds and recommend adjustments to the State Controller to keep pace with construction cost inflation. On November 1, 2024, the SCO issued a notification letter (Attachment B) advising all agencies subject to the Act that Assembly Bill 2192 (Chapter 953, Statues of 2024) increased the thresholds at Public Contract Code section 22032, effective January 1, 2025.

Page 54 of 82 ends

AGENDA ITEM 5.

Colma Municipal Code section 1.06.270 restates these dollar thresholds directly in the Code text, rather than incorporating the Public Contract Code by reference. As a result, the Municipal Code must be formally amended for the Town’s local bidding procedures to remain consistent with the current state law.

ANALYSIS
Staff reviewed Colma Municipal Code section 1.06.270 against the amended Public Contract Code sections 22032 and 22034 (Attachment B) and identified four dollar figure references that require updating. These figures match the limits identified in the SCO’s November 1, 2024 notification letter. The proposed changes are below:

In addition, staff recommends updating 1.06.270(f). This threshold no longer reflects the realities of current construction and procurement costs. Cost inflation has significantly outpaced the existing threshold and causes unnecessary administrative burden and delay. This is not a change mandated by law, but is a staff recommended policy change.

A full redlined (tracked-changes) version of Section 1.06.270 reflecting these proposed amendments is provided as Attachment A. No other section of the Municipal Code is affected; all other dollar thresholds in Subchapter 1.06 are established independently by Town ordinance and are not tied to Public Contract Code Section 22032.

AGENDA ITEM 5.

FISCAL IMPACT
The City’s Council’s potential introduction and adoption of the ordinance is not anticipated to lead to any financial impact other than staff time spent in research and drafting this item.

ENVIRONMENTAL
The City Council's action to introduce and adopt the ordinance is not a project under the California Environmental Quality Act (CEQA) Guidelines section 15378, as it is an administrative activity that will not result in a direct or indirect physical change to the environment.

ALTERNATIVES
Not updating the Municipal Code will leave the Town's local bidding procedures inconsistent with current state law.

CONCLUSION
Staff recommends that the City Council introduce the ordinance.

To: ALL PUBLIC AGENCIES SUBJECT TO THE TERMS OF THE

UNIFORM PUBLIC CONSTRUCTION COST ACCOUNTING ACT

SUBJECT: Notification Letter-Assembly Bill 2192 (Chaptered 953, Statutes of 2024)

The California Uniform Construction Cost Accounting Commission (CUCCAC) in agreement with the State Controller’s Office (SCO) recommended an increase to the bid limit threshold prescribed in Public Contract Code (PCC) 22032; this increase was signed into law. Pursuant to PCC 22020, and on behalf of Controller Malia M. Cohen, SCO would like to inform agencies subject to the Uniform Public Construction Cost Accounting Act (Act) of the following changes effective January 1, 2025:

a) The change would allow projects costing $75,000 or less to be performed by employees of a public agency by force account, by negotiated contract, or by purchase order; b) The change would allow projects c osting up to $22 0,000 to be contracted by informal bidding procedures; and projects costing over $220,000 are subject to the formal bidding process.

The noted increases are pursuant to the provisions and benefits found in the Act, which provides public agencies with economic benefits and greater freedom to expedite public works projects. For agencies which follow the cost accounting procedures set forth by CUCCAC in its Cost Accounting Policies and Procedures Manual, these increased limits will expedite delivery of public work projects and reduce bid processing costs. If your agency is currently subject to the Act, a new resolution adopting the change into legislation is not required.

We encourage participating agencies to visit the SCO website to sign up for CUCCAC’s email subscription service to receive important information concerning CUCCAC updates and legislative changes via email. For more details or to sign up for the email subscription services, please contact the Local Government Programs Services Division at [email protected] or visit our website at www.sco.ca.gov/ard_cuccac.html.

If any provision of this ordinance or its application to any person or circumstance is held to be invalid, such invalidity has no effect on the other provisions or applications of this ordinance that can be given effect without the invalid provision or application and, to this extent, the provisions of this ordinance are hereby declared to be severable.

ARTICLE 4. NOT A CEQA PROJECT.
