The annual report includes the number of housing units that were entitled, the number of housing units that were issued building permits, and the number of housing units that were submitted for plan check that have not yet been issued building permits for the calendar year of 2021. The report shows that in 2021, the City of Colton issued 33 buil ding permits for single family detached Abov e Moderate Income housing units and 11 building permit s for above Moderate Income Accessory Dwelling Units (ADU s) for a total of 44 single family units. Twenty -one housing applications for Moderate Income housing units were submitted for plan check for building permits but have not yet been issued.
For the 2013 – 2022 planning period, Southern California Association of Governments (SCAG) assigned Colton a Regional Housing Needs Allocation (RHNA) of 1,923 housi ng units which was categorized into very low, low, moderate, and above moderate household incomes. The RHNA is based on population and housing needs projections made by the State and assigned to the regional Councils of Government (COGs) throughout California. The regional COGs, in turn, allocate housing to its member jurisdictions which are required to incorporate into their Housing Element. SCAG fulfills this role for the six -county region that includes Colton. The baseline for growth projection for this planning period consisted of 1,923 new construction units. The affordability designations are as follows:
Very Low – 443 units
Low – 302 units
Moderate – 347 units
Above Moderate – 831 units
In 2021, 44 building permits were issued for Above Moderate units (attachment – Table B).
Also required for the report is a Program Implementation Status that describes progress of all programs implemented to help achieve the objectives and goals of the Housing Element (attachment – Table D).
FISCAL IMPACTS
None.

BACKGROUND
Fuel prices have increased since adoption of the FY21/22 budget.

ISSUES/ANALYSIS
Call volume and fuel usage in the Fire Department has been trending higher over the last four years. At mid-year, Fire requested an additional $10,000 for increased fuel usage in FY 21/22.
In March, Staff identified that there was not sufficient funding for fuel to meet needs through June 30, 2022.
As of March 17, 2022, Fire had spent $63,020 on fuel. For contrast, Fire spent $63,885 for fuel for entire FY20/21.

STAFF REPORT
DATE: APRIL 19, 2022
TO: HONORABLE MAYOR AND CITY COUNCIL MEMBERS
FROM: BILL SMITH, CITY MANAGER
PREPARED BY: MARK TOMICH, DIRECTOR
SUBJECT: APPROVE ENVIRONMENTAL CONSULTANTS PRE-QUALIFIED LIST, RESOLUTION NO. R-28-22.
RECOMMENDED ACTION
Staff recommends that the City Council take the following action:
Adopt Resolution No. R -28-22, approving environmental consultants pre -qualified to provide CEQA and NEPA services to the City for a 3-year term.
BACKGROUND
As lead agency for carrying out or approving a project within the City, the City of Colton is responsible for preparing, of having prepared, the appropriate environmental documentation pursuant to CEQA (CEQA Guidelines Sections 15050-15051). The City’s previous pre-qualified environmental consultant list, adopted on February 20, 2018, was scheduled to expire on December 31, 2020. However, the adopting Resolution permits the City Manager to authorize up to a one -year extension. Due to Covid -19, the City Manager extended the 2018-2020 list to February 19, 2022 as allowed by adopted Resolution No. R-06-18.
Prior to 2014, the City had on occasion permitted applicants to contract directly with their own environmental consultants, with the City indirectly managing the review and processing of the environmental documents. This process was often complex and lengthy due to the need for peer review of technical reports, additional legal review, and additional quality control efforts by City staff. In addition, the City Attorney has advised that allowing applicants to contract directly with environmental consultants undermines the role of the City as lead agency, and may compromise the independence and objectivity of the resulting environmental document. The current “short - list” process has ensured that consultants are qualified to provide these services for the City, and streamlined the contracting process for projects which require environmental documentation. 9 Packet Pg. 240
Staff Report to the Mayor and City Council
Pre-Qualified List - Environmental Consultants
April 19, 2022
ISSUES/ANALYSIS
On February 3, 2022, the City circulated a Reque st for Qualifications (RFQ) to 233 consult ing firms, and posted the RFQ on the City’s vendor website, “ Govbids.com” in order to pre -qualify consultants to provide environmental services on behalf of the City. Fourteen firms responded by submitting a Statement of Qualifications (SOQ). The SOQs were reviewed by a four-member Development Services/Planning Division staff team which resulted in a recommendation of thirteen (13) firms as qualified consultants (in no particular order):
1. Michael Baker International
2. Placeworks, Inc.
3. LSA
4. First Carbon Solutions
5. MIG
6. ECORP Consulting, Inc.
7. Kimley-Horn
8. CASC Engineering
9. Chamber Group
10. Psomas
11. Eco Tierra Consulting
12. EPD Solutions
13. Rincon
All firms which submitted SOQs were deemed qualified under the City’s rating criteria, wi th the exception of Project Partners.
A cumulative reviewer rating sheet is attached.
It is staff’s intent to utilize the 3-year, pre-qualified “short list’ from which consultants can be drawn to prepare EIRs, Initial Studies/Negative Declarations, and other environmental documents. The pre-qualified list will assist the City by:
Accelerating contracting processes by allowing the City to select consultants from the pre-qualified list in accordance with internal department procedures, rather than through a separate RFP process for each project, thereby helping to streamline the entitlement process. The City may enter into contracts with one or more of the pre -qualified consulting firms for “on call” environmental services;
Ensuring independence, objectiv ity and quality control for all environmental documents prepared on behalf of the City; and
Ensuring a greater level of familiarity with the City, its codes and policies by those who are providing services on behalf of the City.
