STAFF REPORT

DATE: MAY 20, 2025
TO: HONORABLE MAYOR AND CITY COUNCIL MEMBERS
FROM: BILL SMITH, CITY MANAGER
PREPARED BY: TOM WELCH, ECONOMIC DEVELOPMENT MANAGER
SUBJECT: APPROVE AND ADOPT A RESOLUTION APPROVING THE
PURCHASE OF THE M STREET PROPERTY FOR $900,000,
RESOLUTION NO. R-106-24.

RECOMMENDED ACTION

Staff recommends that the City Council take the following action:

1. Adopt Resolution No. R-106-24, approving the purchase and sale agreement between the City of Colton and Jose Olivares for the purchase of approximately 52,000 square feet of land : Fee Simple (APNs 0163-086-02-0000, 0163-086-03-0000, 0163- 086-04-0000, 0163-086-06- 0000, 0163-086-07-0000, 0163-086- 08-0000, 0163-086-09-0000, 0163-086-10-0000, 0163-086- 11- 0000, 0163-086-12-0000, 0163-086-15-0000, 0163-087-01- 0000, 0163-087-02-0000 and 0163-087-04-0000) for $900,000. The purchase of these properties is for future expansion of the corporate yard.

2. Authorize the City Manager to sign the Purchase Agreement and other related documents.

BACKGROUND

Currently, utility trucks are housed in a job yard located on South 10th and L Street, an area zoned residential, which raises concerns about safety and community impact. Relocating these vehicles to a new utilities yard located on M Street, zoned industrial, will not only streamline operations but also ensure that our utility services can be delivered more efficiently and safely, ultimately benefiting the entire community.

ISSUES/ANALYSIS

17 Packet Pg. 618
Staff Report to the Mayor and City Council
Property Purchase - M Street
May 20, 2025

Page 2 ends

The City of Colton needs additional storage space for the public utilities public yard as well as safe parking for public utility work trucks in an authorized zone. The purchase price for the lots is deemed fair market rate value. Considering the City of Colton owns a property (APN 0163 - 086-605-0000) in the middle of the proposed lots to be purchased, staff believes it would be advantageous to purchase proposed lots to create one congruent site for future development.

FISCAL IMPACTS

Sufficient appropriations for the purchase of the M street properties are budgeted and available in the adopted FY2024-25 budget in Electric Utility Fund Administration Division Land Account Number # 520-8000-8001-4960-0107-000.

ITEM NO. 18

STAFF REPORT

DATE: MAY 20, 2025
TO: HONORABLE MAYOR AND CITY COUNCIL MEMBERS
FROM: BILL SMITH, CITY MANAGER
PREPARED BY: CHARLES BERRY, ELECTRIC UTILITY DIRECTOR
SUBJECT: APPROVE PURCHASE OF TRT-184/160 SINGLE TURRET TRAILER FROM SHERMAN & REILLY.

RECOMMENDED ACTION

Staff recommends that the City Council take the following action:

Approve the purchase of one TRT-184/60 Single Turret Trailer in the amount of $86,514.98 from Sherman & Reilly via Sole Source procurement in accordance with City of Colton Municipal Code Section 3.08.120 (D).

BACKGROUND

The City of Colton Electric Utility respectfully requests authorization to purchase one Sherman & Reilly TRT -184/60 Single Reel Turret Trailer to support the modernization and efficiency of its underground cable installation operations. This equipment will fulfill a significant gap in the utility’s fleet, where current work methods remain largely manual, inefficient, and misaligned with current industry best practices.

At present, utility staff rely on labor -intensive, outdated techniques and equipment when installing underground cable for both new development and maintenance projects. These legacy approaches are not only time -consuming and inconsistent, but also pose ergonomic challenges for workers and increase the risk of jobsite fatigue and injury. The absence of a dedicated, purpose-built reel trailer has made it difficult to streamline operations and safely handle heavy reels during cable installation.

The TRT-184/60 turret trailer, priced at $68,554.00 plus tax and deliver for a total of $86,514.98, is specifically designed to enhance jobsite ergonomics, efficiency, and safety. Key features include a 360 -degree turret reel positioner with automatic locking at 15 -degree increments, 18 Packet Pg. 651

Page 2 ends

hydraulic retriever with power pack, sealed quick -release reel shaft bearings, and high -capacity cam followers for added safety. These features enable smoother and faster reel handling, consistent with standard underground cable installation methods across the industry.

During the evaluation process, staff explored alternative reel trailer products available in the market. However, comparable trailers lacked the full range of functional integrations, turret control precision, and robust safety mechanisms required for the City’s underground operations.

Only the TRT -184/60 from Sherman & Reilly delivered the combination of maneuverability, operator safety, and field-ready durability aligned with the City’s goals for modernized apparatus support.

Additionally, the Electric Utility continues to advance its strategic initiative to standardize underground construction tools and apparatus across its field crews. Standardization enhances workforce familiarity, improves operational consistency, and reduces training and maintenance overhead. The TRT -184/60 complements this initiative by aligning with existing Sherman & Reilly equipment already deployed within the utility, thus improving operational synergy and efficiency.

Consistent with Section 3.08.120(D) of the City’s Purchasing Ordinance, this acquisition qualifies for exemption from the competitive bidding process. The TRT -184/60 is a proprietary product manufactured and sold exclusively by Sherman & Reilly, as confirmed in the vendor documentation attached to this request.

This purchase represents an important step toward improving the safety, efficiency, and standardization of underground electric infrastructure operations in Colton. It will enable the Electric Utility to reduce installation timeframes, improve ergonomic working conditions for field crews, and adopt modern practices in line with industry standards.

ISSUES/ANALYSIS

Section 3.08.120 (D) of the City’s purchasing ordinance permits the City to dispatch with the competitive bidding process when “…the product or service is proprietary in nature and can be obtained only from a limited number of vendors or contractors…” As such, the TRT -184/60 is a proprietary product manufactured and sold only by Sherman & Reilly as documented by the attestation attached to this letter.

FISCAL IMPACTS

Sufficient appropriations are available in the adopted Fiscal Year 2024 -2025 budget in Electric Utility Fund Miscellaneous Equipment Account Number 520-8000-8004-4930-0101-000.

ITEM NO. 19

STAFF REPORT

DATE: MAY 20, 2025
TO: HONORABLE MAYOR AND CITY COUNCIL MEMBERS
FROM: BILL SMITH, CITY MANAGER
PREPARED BY: CHARLES BERRY, ELECTRIC UTILITY DIRECTOR
SUBJECT: APPROVE PURCHASE OF ONE DDHXA-75 DUCT DAWG TRAILER FROM SHERMAN & REILLY.

RECOMMENDED ACTION

Staff recommends that the City Council take the following action:

Approve the purchase of one DDHXA-75 Duct Dawg Trailer in the amount of $243,569.55 from Sherman & Reilly via sole source procurement in accordance with City of Colton Municipal Code Section 3.08.120 (D).

BACKGROUND

The City of Colton Electric Utility respectfully seeks authorization to purchase one Sherman & Reilly DDHXA -75A Duct Dawg Trailer to support the ongoing reliability and safety of its underground electric distribution operations. This procurement is essential to replacing a critically outdated and inoperable piece of equipment that has exceeded its useful life and no longer meets operational or safety standards.

Currently, electric utility crews rely on a 1990 Sherman & Reilly Under Dawg Trailer for underground cable pulling. After more than 35 years of continuous service, this trailer is now functionally obsolete. Structural deterioration, outdated mechanical systems, and an inability to source compatible replacement parts have rendered the unit unsafe and unserviceable. Its failure poses an operational bottleneck, jeopardizing the timely execution of essential underground utility work and increasing the risk of extended service disruptions to the community.

The DDHXA-75A Duct Dawg Trailer, quoted at $212,972.00 plus tax and delivery, for a total purchase price of $243,569.55, represents a modern, purpose-built solution with enhanced safety features and operational capabilities, including a 7,500 lb. pulling capacity, a remote -controlled 19 Packet Pg. 660

Page 2 ends

hydraulic boom, advanced digital monitoring systems, and multi -size conduit adaptability. These features will significantly improve the efficiency, precision, and safety of underground cable installations.

In evaluating this purchase, staff considered other solutions. However, none provided the full integration of safety systems, pulling capacity, remote operability, and conduit adaptability required for the City’s underground infrastructure needs. Alternative options lacked similarly robust adaptability, telemetric feedback, and component compatibility necessary to align with current field practices. Only the Sherman & Reilly DDHXA -75A met the comprehensive operational and safety requirements identified by staff.

Additionally, the Electric Utility is in the process of standardizing its underground construction and maintenance equipment to promote operational consistency, ease of use, and improved field efficiency. Standardizing tools and machinery across crews not only reduces training time and equipment-related confusion but also enhances safety by ensuring all personnel are familiar with the operation and capabilities of standardized units.

In accordance with Section 3.08.120(D) of the City’s Purchasing Ordinance, this acquisition qualifies for exemption from the competitive bidding process. The DDHXA -75A is a proprietary model manufactured exclusively by Sherman & Reilly, as documented in the attestation accompanying this procurement request. No alternative vendors offer an equivalent product with the same technical specifications and compatibility for replacement.

This purchase will enable the Electric Utility to maintain dependable underground cable installation capabilities and align with the City’s commitment to providing safe and efficient electrical service. The new equipment will support continued operational effectiveness and modernize the fleet with reliable, up-to-date technology.

Sufficient appropriations are available in the adopted Fiscal Year 2024 -2025 budget in Electric Utility Fund Miscellaneous Equipment Account Number 520-8000-80004-4930-0101-000.

ITEM NO. 20

STAFF REPORT

DATE: MAY 20, 2025
TO: HONORABLE MAYOR AND CITY COUNCIL MEMBERS
FROM: BILL SMITH, CITY MANAGER
PREPARED BY: HEIDI DURON, DEVELOPMENT SERVICES DIRECTOR SUBJECT: APPROVE AND ADOPT A RESOLUTION APPROVING THE 2025- 2028 ENVIRONMENTAL CONSULTANTS PRE-QUALIFIED LIST,
RESOLUTION NO. R-29-25.

RECOMMENDED ACTION

Staff recommends that the City Council take the following action:

Adopt Resolution No. R -29-25, approving environmental consultants pre -qualified to provide CEQA and NEPA services to the City for a 3-year term.

BACKGROUND

As lead agency for carrying out or approving a project within the City, the City of Colton is responsible for preparing, or having prepared, the appropriate environmental documentation pursuant to CEQA (CEQA Guidelines Sections 15050-15051). The City’s previous pre-qualified environmental consultant list, adopted on April 19, 2022, was scheduled to expire on April 19, 2024. However, the adopting Resolution permits the City Manager to authorize up to a one -year extension. Due to Covid -19, the City Manager extended the 20 22-2024 list to April 19, 2025 as allowed by adopted Resolution No. R-28-22.

Prior to 2014, the City had , on occasion, permitted applicants to contract directly with their own environmental consultants, with the City indirectly managing the review and processing of the environmental documents. This process was often complex and lengthy due to the need for peer review of technical reports, additional legal review, and additional quality control efforts by City staff. In addition, the City Attorney has advised that allowing applicants to contract directly with environmental consultants undermines the role of the City as lead agency and may compromise the independence and objectivity of the resulting environmental document. The current “short - 20 Packet Pg. 669

list” process has ensured that consultants are qualified to provide these services for the City and streamlined the contracting process for projects which require environmental documentation.

ISSUES/ANALYSIS

On March 10 , 202 5, the City circulated a Request for Qualifications (RFQ) to over 300 consulting firms, and posted the RFQ on the City’s vendor website, “ Govbids.com” in order to pre-qualify consultants to provide environmental services on behalf of the City. Additionally, 31 known firms were circulated this RF Q. A total of 23 firms responded by submitting a Statement of Qualifications (SOQ). The SOQs were reviewed by a four -member including staff from Development Services and Public Works team which resulted in a recommendation of twenty- two (22) firms as qualified consultants (In Alphabetic Order):

All firms which submitted SOQs were deemed qualified under the City’s rating criteria, with the exception of US3.

US3 is a company that specializes in utility infrastructure review and not CEQA/NEPA environmental documentation preparation. This firm scored under 75 and was not selected as part of the Colton 2025-2028 Pre-Qualified Environmental Consultant List.

Attachment 1 includes a cumulative reviewer rating sheet showing average, median, highest and lowest scores of the 23 firms submitted for this request for qualifications request.

It is staff’s intent to utilize the 3-year, pre-qualified “short list’ from which consultants can be drawn to prepare EIRs, Initial Studies/Negative Declarations, and other environmental documents. The pre-qualified list will assist the City by:
• Accelerating contracting processes by allowing the City to select consultants from the pre-qualified list in accordance with internal department procedures, rather than through a separate RFP process for each project, thereby helping to streamline the entitlement 20 Packet Pg. 670

process. The City may enter into contracts with one or more of the pre -qualified consulting firms for “on call” environmental services;
• Ensuring independence, objectivity and quality control for all environmental documents prepared on behalf of the City; and
• Ensuring a greater level of familiarity with the City, its codes and policies by those who are providing services on behalf of the City.

FISCAL IMPACTS

All consultant contracts will be funded through reimbursement agreements established on behalf of the applicants, or as a part of budgeted City -initiated projects. A review for sufficient appropriations for each project will be determined for each contract award.
