a clean and safe public space. The fencing is a proactive measure to reduce ongoing maintenance costs and support responsible community use.

The fencing project has now reached substantial completion in accordance with the approved plans, specifications, and contract terms. Final inspections by City staff confirm that the work has been completed to the City’s satisfaction, with all contractual obligations met. Filing the Notice of Completion (NOC) with the County Recorder’s Office will officially close out the project and initiate the statutory retention release period, pending any claims or liens.

ISSUES/ANALYSIS

The project was awarded to Performance Construction and Painting, Inc on October 15, 2024 , with a total contract amount of $89,885.00, and construction began in early 2025 . Work was completed and a final inspection by City staff confirmed that all contract requirements have been satisfactorily met. The project did not incur any change orders, m inor punch list items were addressed, and there are no outstanding issues preventing the filing of the Notice of Completion.

Filing the NOC with the County Recorder’s Office is the final administrative step in closing out the project. It formally notifies the public that the work has been completed and triggers important legal timelines, including the release of retention funds after the statutory waiting period, provided no valid claims are filed.

FISCAL IMPACTS

There is no additional fiscal impact to file the Notice of Completion. The total project cost was $89,885.

STAFF REPORT

DATE: JUNE 17, 2025
TO: HONORABLE MAYOR AND CITY COUNCIL MEMBERS
FROM: BILL SMITH, CITY MANAGER
PREPARED BY: CHARLES BERRY, ELECTRIC UTILITY DIRECTOR
SUBJECT: APPROVE THE PURCHASE OF ONE AN67-E100 AERIAL
PLATFORM TRUCK FROM ALTEC INDUSTRIES, INC.

RECOMMENDED ACTION

Staff recommends that the City Council take the following action:

Approve the purchase of one AN67-e100 aerial platform truck from Altec Industries, Inc. in the amount of $664,286.00 via the Sourcewell Contract 110421-ALT in accordance with City of Colton Municipal Code Section 3.08.140 (C).

BACKGROUND

Colton Municipal Code Section 3.08.140 (C) of the City’s purchasing ordinance permits the City to join or use the contract(s) of local governments within or outside the State of California with the authorization of the contracting vendor. Sourcewell is a self -sustaining government organization that facilitates cooperative purchasing for public entities, including government agencies, educational institutions, and nonprofits. By leveraging the collective buying power of over 50,000 participating organizations, Sourcewell offers competitively solicited contracts that streamline procurement processes and deliver cost savings. As such, Colton has the ability to use the Sourcewell agreements for purchases that have already been competitively bid pursuant to Sourcewell Contract# 110421-ALT.

ISSUES/ANALYSIS

The Department’s fleet currently includes a 1997 Condor bucket truck that has significantly exceeded its intended service life. After nearly 28 years in operation, the unit now presents persistent reliability concerns, escalating maintenance costs, and outdated safety features that fall short of current regulatory and operational standards. Its age and mechanical limitations not only 23 Packet Pg. 717

Purchase - Altec Industries, Inc.

Page 2 ends

diminish crew productivity but also increase the risk of unplanned outages, vehicle downtime, and potential safety hazards during field operations. Further, the delivery timeline on a replacement vehicle is approximately 3 -years, meaning the current unit will have to remain in service for more than 30 continuous years before it can be replaced by a modern, equivalent unit.

To ensure continued reliability and to support modern electric utility operations, replacement of this aging vehicle with a new Altec Industries AN67 -e100 bucket truck is recommended. The AN67-e100 offers industry -leading reach, stability, and maneuverability, making it ideal for overhead line maintenance, streetlight servicing, and emergency response. Its advanced hydraulic and electric systems are engineered for smoother operation, improved job site efficiency, and enhanced operator safety.

Key advantages of the Altec AN67-e100 include:

• Articulating Telescopic Boom : Offers a working height of approximately 100 feet, suitable for a wide range of distribution line maintenance tasks.

• Modern Safety Standards: Includes fall protection anchorage, insulated boom sections, and ANSI-compliant design for improved crew safety.

• Vehicle Integration : Purpose -built on a modern chassis with integrated controls, reducing operator fatigue and boosting overall performance.

• Improved Ergonomics and Controls : Simplified, intuitive operation ensures safer and more efficient job site performance.

• Lower Total Cost of Ownership : Reduced maintenance burden and improved fuel efficiency compared to legacy units.

Importantly, this purchase also supports the Department’s strategic objective to standardize its fleet of utility vehicles. Standardization enhances operational consistency, simplifies training requirements, improves parts availability, and reduces long -term service complexity.

Transitioning to Altec’s standardized platform across the fleet will enable more efficient maintenance, better cross-utilization of equipment, and streamlined vendor support.

Replacing the 1997 Condor with the Altec AN67-e100 is a forward-looking investment in safety, reliability, and operational readiness, aligned with the Department’s long-term goals for modernization and performance excellence.

Staff is seeking approval for the purchase of one Altec Industries, Inc. AN67-e100 aerial platform truck in the amount of $ 604,515.00, in addition to tax and delivery, for a total cost of 23 Packet Pg. 718

$664,286.00. Additionally, staff is requesting authorization of a 10 percent contingency to cover upfitting costs and supply chain volatility.

FISCAL IMPACTS

ITEM NO. 24

STAFF REPORT

DATE: JUNE 17, 2025
TO: HONORABLE MAYOR AND CITY COUNCIL MEMBERS
FROM: BILL SMITH, CITY MANAGER
PREPARED BY: CHARLES BERRY, ELECTRIC UTILITY DIRECTOR
SUBJECT: APPROVE THE PURCHASE OF ONE TS336-VG V-GROOVE

TRAILER-MOUNTED TENSIONER FROM ALTEC INDUSTRIES,
INC.

RECOMMENDED ACTION

Staff recommends that the City Council take the following action:

Approve the Purchase of one TS336-VG V-Groove Trailer-Mounted Tensioner from Altec Industries, Inc. in the amount of $103,689.10 utilizing the Sourcewell Contract 110421-ALT in accordance with City of Colton Municipal Code Section 3.08.140 (C).

BACKGROUND

The Electric Utility Department is responsible for the installation and maintenance of overhead conductor systems throughout the City of Colton’s service territory. As demands for system reliability and service efficiency continue to rise, field operations must evolve to include modern, specialized equipment that enhances productivity, safety, and ergonomic performance.

The Electric Utility Division is committed to maintaining safe, efficient, and modern operational practices aligned with industry standards. To support the performance of overhead conductor tensioning operations, the division seeks to acquire an Altec TS336 -VG V -Groove Tensioner trailer.

This trailer -mounted equipment is specifically designed for overhead wire tensioning with a capacity of up to 3,000 lbs. It is capable of supporting conductor reels up to 8,000 lbs and includes advanced braking controls, ergonomic operator access, and a DOT -compliant trailer frame and lighting package.

Currently, utility crews rely on outdated, labor -intensive, and manually operated equipment for overhead conductor installation and tensioning. These practices are inefficient, physically demanding, and fall short of modern ergonomic and safety expectations. The absence of specialized tensioning equipment has resulted in slower job completion times and increased physical strain on staff.

The Altec TS336 -VG resolves these operational challenges by providing a dedicated and ergonomic platform for overhead conductor stringing. Features such as a fully equipped operator’s station, adjustable braking tension controls, integrated safety features, and rugged trailer construction will significantly improve field efficiency, worker safety, and overall project quality.

This acquisition also advances the Electric Utility’s broader goal of fleet standardization—an initiative aimed at unifying equipment platforms for better operator training, easier maintenance, and consistent operational performance across job sites and crews.

Staff is seeking approval for the purchase of one Altec Industries, Inc. TS336-VG V -Groove trailer mounted tensioner in the amount of $ 103,689.10. Additionally, staff is requesting authorization of a 10 percent contingency to cover upfitting costs and supply chain volatility.

FISCAL IMPACTS

Sufficient appropriations exist in the adopted Fiscal Year 2024 -2025 budget in Electric Utility Fund Transmission/Distribution Division Auto Equipment account number 520 -8000-8004- 4930-0101-000.

ALTERNATIVES

Provide alternative direction to staff.

ITEM NO. 25

STAFF REPORT

DATE: JUNE 17, 2025
TO: HONORABLE MAYOR AND CITY COUNCIL MEMBERS
FROM: BILL SMITH, CITY MANAGER
PREPARED BY: CHARLES BERRY, ELECTRIC UTILITY DIRECTOR
SUBJECT: APPROVE THE PURCHASE OF ONE TS20-4P TRAILER-MOUNTED DRUM PULLER FROM ALTEC INDUSTRIES, INC.

RECOMMENDED ACTION

Staff recommends that the City Council take the following action:

Approve the Purchase of one TS20-4P Trailer-Mounted Drum Puller from Altec Industries, Inc. in the amount of $184,606.00 utilizing the Sourcewell Contract 110421-ALT in accordance with City of Colton Municipal Code Section 3.08.140 (C).

The TS20 -4P is a state -of-the-art, trailer -mounted four drum puller capable of simultaneously pulling four individual conductors. Each drum is preloaded with 8,000 feet of color -coded ½- inch rope, reducing time spent on rope reloads and allowing for greater efficiency during long - span pulls. The system is capable of pulling up to 2,000 pounds per drum at a line speed of 4.5 mph. These features are consistent with modern utility work methods and ensure compliance with industry safety and performance standards.

Colton Municipal Code Section 3.08.140 (C) of the City’s purchasing ordinance permits the City to join or use the contract(s) of local governments within or outside the State of California with the authorization of the contracting vendor. Sourcewell is a self -sustaining government organization that facilitates cooperative purchasing for public entities, including government 25 Packet Pg. 766

agencies, educational institutions, and nonprofits.

The Electric Utility Department currently relies on outdated and labor -intensive methods for overhead conductor installation, specifically using a truck -mounted capstan to pull in one conductor at a time. This method requires multiple setup cycles, extended field time, and significant manual coordination, which increases the physical burden on line crews and prolongs the overall duration of projects. Additionally, this approach lacks the precision and efficiency of modern multi-drum systems and is inconsistent with current utility industry best practices.

The proposed Altec TS20-4P trailer-mounted four drum puller represents a critical advancement in both productivity and safety. It enables the simultaneous pulling of four individual conductors, with each drum preloaded with 8,000 feet of color -coded rope and independently controlled through a centralized hydraulic system. The unit’s precision-engineered levelwinds, chain-driven arbor system, and ergonomic operator station reduce manual labor requirements, improve jobsite efficiency, and enhance operator control and safety.

This acquisition also supports the City’s strategic objective to standardize its specialized equipment fleet. By integrating Altec -manufactured equipment across operational platforms, the Utility Department will benefit from reduced training complexity, faster service turnaround, and improved parts management. Transitioning away from antiquated methods toward modern, ergonomically designed equipment positions the Electric Utility to better meet system reliability goals, regulatory compliance, and long-term operational sustainability.

Staff is seeking approval for the purchase of one Altec Industries, Inc. TS20-4P trailer mounted four drum puller in the amount of $ 184,606.00.

STAFF REPORT

DATE: JUNE 17, 2025
TO: HONORABLE MAYOR AND CITY COUNCIL MEMBERS
FROM: BILL SMITH, CITY MANAGER
PREPARED BY: RAY BRUNO, FIRE CHIEF
SUBJECT: APPROVE A RESOLUTION ACCEPTING THE 2025 CALIFORNIA

STATE FIRE MARSHAL MANDATED INSPECTIONS,
RESOLUTION R-51-25.

RECOMMENDED ACTION

Staff recommends that the City Council take the following action:

It is recommended that Council accept the report as presented; and approve Resolution R -51-25 accepting the 2025 California State Fire Marshal mandated inspections report.

BACKGROUND

On December 2, 2016, at approximately 11:20 pm, in the Fruitvale neighborhood of Oakland, California, a fire broke out in a warehouse known as the Ghost Ship. The warehouse had been converted into an artist collective and included dwelling units. At the time of the fire, the warehouse was hosting a concert.

Residential and entertainment uses were not allowed under the warehouse’s permits at the time of the fire. A total of 36 people were killed in the fire, the deadliest in the history of Oakland. It was also the deadliest building fire in the United States since The Station Nightclub fire in 2003 and it was the deadliest mass-casualty event in Oakland since the Loma Prieta earthquake.

The California State Fire Marshal, through the California Health and Safety Code, mandates that certain occupancies are to be inspected annually. During the grand jury investigations of the Ghost Ship Fire, it was determined that while the state had mandated inspections on various occupancies; these inspections were not mandated to be reported to any governing body. Senate Bill 1205, authored by Senator Jerry Hill, was successful in requiring the mandated reporting of annual inspections to its administering authority on an annual basis. 26 Packet Pg. 777

SB1205, Hill. Fire protection services: inspections: compliance reporting.

Existing law required the chief of any city or county fire department or district providing fire protection services and his or her authorized representatives to inspect every building used as a public or private school within his or her jurisdiction, for the purpose of enforcing specified building standards, not less than once each year, as provided. Existing law requires every city or county fire department or district providing fire protection services that is required to enforce specified building standards to annually inspect certain structures, including hotels, motels, lodging houses, and apartment houses, for compliance with building standard, as provided.

This bill would require every city or county fire department, or district required to perform the above-described inspections to report annually to its administering authority, as defined, on the departments or district’s compliance with the above -described inspection requirements, as provided. The bill would require the administering authority to acknowledge receipt of the report in a resolution or a similar formal document. To the extent this bill would expand the responsibility of a local agency, the bill would create a state-mandated local program.

THE PEOPLE OF THE STATE OF CALIFORNIA DO ENACT AS FOLLOWS:

SECTION 1.

Section 13146.4 is added to the Health and Safety Code, to read:
13146.4
(a) Every city or county fire department, city and county fire department, or district required to perform an annual inspection pursuant to Sections 13146.2 and 13146.3 shall report annually to its administering authority on its compliance with Sections 13146.2 and 13146.3. (b) The report made pursuant to subdivision (a) shall occur when the administering authority discusses its annual budget, or at another time determined by the administering authority. (c) The administering authority shall acknowledge receipt of the report made pursuant to subdivision (a) in a resolution or similar formal document. (d) For purposes of this section, “administering authority” means a city council, county board of supervisors, or district board, as the case may be.

ISSUES/ANALYSIS

The California State Fire Marshal mandates inspections to be performed annually in all public and private schools (Group E Occupancy), large family daycares, hotels, motels, lodging houses, and apartment houses, (Group R -1, R -2, R2.1, R -4 Occupancy), and high rises. Jails and care facilities (Group I Occupancy) shall be performed every two years.

Colton Fire Department Community Risk Reduction Division, along with Colton Fire Department engine companies, conducted 74 state mandated inspections for fiscal year 2024/2025. Colton Fire Department is 100% compliant on all known state mandated fire inspections within the city.

There is no additional fiscal impact to adopted Resolution R-51-25 accepting the 2025 California State Fire Marshal Mandated Inspections Report. The State of California allows through the Health and Safety Code “Any fee charged pursuant to the enforcement authority of this section shall not exceed the estimated reasonable cost of providing the service for which the fee is charged, pursuant to Section 66014 of the Government Code”. Fire inspection fees for schools (E Occupancies) are not permitted to be collected at this time per California Health and Safety Code Section 13143. Fire inspection fees for apartments, hotels, and motels were established and approved with a comprehensive fee study conducted in 2021 and subsequently approved by Council the same year. Full cost recovery for apartment, hotel, motel, care facilities, and hospital inspections were invoiced according to approved fee schedule.

STAFF REPORT

DATE: JUNE 17, 2025
TO: HONORABLE MAYOR AND CITY COUNCIL MEMBERS
FROM: BILL SMITH, CITY MANAGER
PREPARED BY: RAY BRUNO, FIRE CHIEF
SUBJECT: APPROVE RESOLUTION RENEWING THE LOCAL

RESPONSIBILITY AREA WILDLAND PROTECTION
REIMBURSEMENT AGREEMENT, RESOLUTION R-48-25.

RECOMMENDED ACTION

Staff recommends that the City Council take the following action:

Approve the Local Responsibility Area Wildland Protection Reimbursement Agreement, adopt Resolution No. R-48-25 and authorize the City Manager to execute this Agreement.

BACKGROUND

On July 1, 2012, the City of Colton entered into an agreement with Cal Fire to provide for the protection of 1,000 acres of wildland within the City of Colton in the Reche Canyon area.

Annual amendments are required to reflect any changes in Cal Fire’s cost for providing this service.

The Reche Canyon area of Colton is prone to wildfire. The magnitude of these wildfires in terms of suppression efforts and response far exceeds the capabilities of Colton on -duty fire crews.

Local city fire departments routinely rely on mutual aid to assist each other in large scale incidents. By definition, mutual aid is a like -for-like provision of resources without cost to the receiving agency.

The suppression of large -scale wildfires is enhanced by utilizing water and retardant dropping aircraft, hand crews, dozers, and various overhead management positions. Colton Fire Department does not have the capacity to provide firefighting aircraft, hand crews, dozers, and enough overhead management to respond to large wildland fires on a mutual aid basis; therefore, we must provide compensation for these services.
27 Packet Pg. 782
Staff Report to the Mayor and City Council
Resolution - Local Responsibility Area Wildland Protection Reimbursement Agreement June 17, 2025

Page 2 ends

The State of California realizes that fires in Reche Canyon are a mutual threat to State Responsibility Areas (SRA) and formulates available agreements with local agencies on a per acre fee.

ISSUES/ANALYSIS

If the City chooses to not renew the Local Responsibility Area Wildland Protection Reimbursement Agreement, then the actual cost of retardant dropping aircraft, hand crews, dozers, and various overhead management positions utilized to suppress wildland fires in Reche Canyon will be the responsibility of the City. Hourly rates for retardant dropping aircraft can exceed $6,000 per hour.

FISCAL IMPACTS

The cost for the Local Responsibility Area Wildland Protection Reimbursement Agreement for Fiscal Year 2025 -2026 is $55.58 per acre or $55,584.39. The total cost includes an administrative fee of 10.77%. Sufficient appropriations are available in the adopted FY2025-26 budget in the Fire Department’s General Fund Professional Services Account # 100 -6090-6091- 2350-0000-000.
