Item Name: Contract Award - Pelican Coast Electric - Award Contract to Pelican Coast Electric for Design, Engineering, and Construction of DC Fleet Charging.
Recommended Action:
1. Approve the award of contract to Pelican Coast Electric in the amount of $659,118 for the design, engineering, and construction of six (6) 325 kW DC fast chargers at Colton Electric Utility’s operations yard, in support of fleet electrification and compliance with CARB’s Advanced Clean Fleets (ACF) regulation; and
2. Authorize the City Manager to execute all necessary documents and take all administrative actions to implement the project.
Background:
The California Air Resources Board (CARB) adopted the Advanced Clean Fleets (ACF) regulation in 2023, requiring public fleets to transition to zero-emission vehicles (ZEVs) starting in 2024. Under this regulation, municipal utilities such as Colton Electric Utility (CEU) must begin phasing out internal combustion engine (ICE) vehicles and ensure a 100% zero-emission fleet by designated compliance deadlines.
To comply with ACF and to further the City’s sustainability and climate action goals, Colton Electric Utility has initiated a phased Fleet Electrification Program. Key to this transition is the deployment of reliable, scalable, and utility-integrated Level 3 Direct Current Fast Charging (DCFC) infrastructure at CEU’s transmission and distribution (T&D) yard.
Issues/Analysis:
On June 16, 2025, CEU issued a Request for Proposals (RFP) to design, engineer, and construct fleet-scale EV charging infrastructure. The RFP was put on Bidnet and sent to over 1600 prospective proposers. A total of 5 proposals were received by the submission deadline of August 14, 2025, at 3:00 pm. Pelican Coast Electric was the lowest and most responsive bid at $659,118.00.
The bids were evaluated by the following criteria: Technical Capability, Relevant Experience, Proposed Methodology, Cost Proposal, Timeline and Deliverables, Support & Maintenance, References, and compliance and certifications. The proposals requested to provide a bid for design, engineering and construction of six (6) 325 kW DC fast chargers at the Colton Electric yard to provide fleet charging for heavy duty PEV.
Pelican Coast Electric was ranked the highest overall and deemed the most responsive and responsible proposer. CEU staff found that Pelican Coast Electric provided:
• A technically sound and scalable solution aligned with CEU’s heavy-duty fleet needs • Demonstrated experience with charging infrastructure for fleets • A comprehensive construction and commissioning plan with clear milestones • Robust post-installation maintenance and technical support offering • Competitive pricing that fits within the project’s approved budget • Evidence of all required safety, licensing, and electrical-related certifications • Met minimum purchasing requirements outlined in the request for proposals.
Awarding this contract to Pelican Coast Electric enables Colton Electric Utility to begin meeting state-mandated zero-emission fleet requirements under CARB’s Advanced Clean Fleets regulation. The proposed infrastructure investment is cost-effective, scalable, and consistent with the City’s long-term goals for environmental stewardship, energy innovation, and operational efficiency.

Item Name: Easement - Mt. Vernon/Santo Antonio Drive - Accept and Approve the Full QuitClaim of Easement in Favor of Greystar Development West, LLC, at the NE Corner of Mt.
Vernon Avenue and Santo Antonio Drive.
Recommended Action:
Staff recommends that the City Council take the following action:
1. It is recommended that the City Council of the City of Colton (“CLTD”) accept and approve the full quitclaim of Easement dated May 30, 1978, and recorded in the Official Records of San Bernardino County, California on June 12, 1978, as in Book 9451 at Page 1444 (the “Easement Agreement”) for electrical and communication systems on certain real property owned by CLTD at the date thereof ("Easement Area") described in Exhibit "A" and depicted on Exhibit "B" both attached to hereto. Greystar Development West, LLC “Greystar” is the successor in interest to the Easement Area. City desires to quitclaim to Greystar all of City's right, title and interest in and to Greystar Property under the Easement Agreement, upon the terms and conditions set forth herein.
Background:
A 20-foot wide Electric Utility Easement was granted to the City of Colton by an easement recorded on June 2, 1978. In Page 1444 of Book 9451, and the Official Records indicate the easement encompassed approximately 21,745 square feet (0.4999 acres). The City now desires to quitclaim this easement to Greystar pursuant to the Easement Agreement.
Issues/Analysis:
The owner, City of Colton has no existing infrastructure and does not plan to have any infrastructure in the near future, therefore, finding no use in keeping a portion of the easement as described on Exhibit “A” and depicted on Exhibit “B”. The new owner plans to develop said property and will require new improvements and/or easements necessary to meet and/or exceed
the City standards. The new owner agreed to grant necessary easements to the City, for access, repair, and maintenance of the electric infrastructure, when the site is developed.
Fiscal Impacts:
This action will not have a financial impact to the City.

Provide alternative direction to staff.
