MINUTES
CALL TO ORDER- Mayor Vaca called the meeting to order at 6:02 pm ROLL CALL - Council Members Markss, Conrado, Codorniz and Vaca were present. Council Member Ponciano was absent/excused.
PLEDGE OF ALLEGIANCE
APPROVAL OF AGENDA - There was council consensus on the agenda approval.
PUBLIC COMMENTS
CONSENT CALENDAR - All items listed on the Consent Calendar are considered by the Council to be routine in nature and will be enacted by one motion unless an audience member or Council member requests otherwise, in which case, the item will be removed for separate consideration.
1. Approve - Council Draft Minutes of February 6 and 20
2. Approve - Application for Classic Car Show and karaoke event on March 8th 5:00 pm- 10:00 pm
3. Adopt - Resolution to terminate the development agreement with RPTS
4. Adopt - Resolution for the City Manager to purchase a 2024 JCB 3CX Compact Pro Backhoe.
5. Adopt - Resolution accepting the dedication as noted on the final parcel map 01-24 from Colusa Industrial Properties (CIP)
ACTION: Council Member Markss requested Item 1 be pulled. Motion by Council Conrado seconded by Mayor Vaca to approve Items 2-5 of the consent calendar. Motion passed unanimously.
ACTION: Motion by Council Codorniz seconded by Mayor Vaca to approve Item 1. Motion passed 3-0 by the following roll-call vote:
AYES: Conrado, Codorniz and Vaca.
NOES: None.
ABSENT: Ponciano.
ABSTAIN: Markss.
COUNCIL MEMBER /CITY MANAGER REPORTS AND STAFF COMMENTS Council Member Conrado provided updates on meetings and events she attended.
Council Member Markss -. provided updates on meetings he attended.
Mayor Pro-Tem Codorniz - provided updates on meetings he attended.
Mayor Vaca provided updates on meetings he attended.
City Attorney Jones reported City Manager evaluation will be scheduled for a Closed Session at the next council meeting when all council members are present.
City Manager provided updates on meetings he attended
Police Chief Fitch provided updates at the Police Department.
Grant Writer Ash just finished a workshop for small businesses and finalizing some of the grants.
Planner Tomley provided updates in the Planning Department City Engineer Swartz provided updates on projects he has been involved in.
DISCUSSION
6. General Plan update
A handout was provided. The General Plan was adopted in 2007 for 20 years. City Engineer Swartz introduced Consultant Jake Morley. Mr. Morley explained the General Plan update, Environmental Impact Report (EIR), and Zoning Code Update. He explained now to keep costs down and the timeline by updating portions of the General Plan. City Engineer Swartz will work with City Manager Cain to bring back to council a more detaile discussion item.
