13. Consideration of an Ordinance entitled “An Ordinance of the City Council of the City of Colusa adding Appendix A – Article 50 – Home Occupancy Permit and finding the Ordinance Exempt from the California Environmental Quality Act” Recommendation:

COUNCIL CONSIDERATION
14. Consideration of an alternate member to serve on the Citizens Oversight Committee.
Recommendation:
Council to consider appointing Johnny Barnette to the Citizens Oversight Committee.
15. Consideration of a Resolution requesting membership in Pioneer Community Energy and approving the amended and restated joint exercise of Powers Agreement, and an Ordinance authorizing the implementation of a community choice aggregation program in the City of Colusa RECOMMENDATION:
1) Council to accept the findings of the Impact Assessment Study; and 2) Council to introduce and read by title only the Ordinance authorizing the implementation of a Community Choice Aggregation Program in the City of Colusa under Public Utilities Code section 366.2; and 3) Council to adopt the Resolution requesting membership in Pioneer Community Energy and approving the Amended and Restated Joint Exercise of Powers Agreement
16. Consideration of a motion to enter into a new Employment Services Agreement with City Manager Jesse Cain Recommendation: Council to make a motion
to grant the Mayor authority to execute a new Employment Services Agreement with Mr. Cain
