MINUTES
CALL TO ORDER - Mayor Conrado called the meeting to order at 6:00 pm.
ROLL CALL - Council Members Ponciano, Vaca, Markss, Codorniz and Mayor Conrado were present.
PLEDGE OF ALLEGIANCE
APPROVAL OF AGENDA -There was council consensus on the approval of the agenda.
PUBLIC COMMENTS - Citizen Marvel discussed the brown water problem in Walnut Ranch and the streetlights that need to be fixed/installed.
Citizen Bransford discussed traffic issues on Sioc Street.
Citizen Taucher discussed concerns with the housing developments moving towards the Industrial Park.
PROCLAMATIONS
Council Member Ponciano read the Proclamation for May 2026 as Mental Health Awareness Month
Mayor Conrado read the Proclamation for May 3-9 as Professional Municipal Clerks Week Mayor Pro-Tem Markss read the Proclamation for May 10-16 as National Police Week CONSENT CALENDAR - All items listed on the Consent Calendar are considered by the Council to be routine in which case, the fem wile removed for separate considerato member or Counil member requests otherwise,
1. Receive and File - Police Dept. March report
2. Receive and File - Fire Dept. March and April report
3. Receive and File - March Warrants List
4. Receive and File - Treasurer's January report
5. Adopt - Resolution approving the updated Cell Phone Usage & Stipend Policy.
6. Adopt - Ordinance 572 approving the Development Agreement between the City of Colusa and Colusa Triple Crown,
Ordinance 573 amending the prezoning of property within the City of Colusa Sphere of Influence as part of the Wastewater Treatment Plant - Colusa Triple Crown Development Project
Ordinance 574 adding Appendix A - Chapter 17.5 Ag Agricultural District - Regulations to the Colusa Municipal Code and finding the Ordinance subject to California Environmental Quality Act (CEQA) in which an initial study resulting in a Mitigated Negative Declaration was prepared
Ordinance 575 amending Appendix A - Chapter 21.5, Cannabis Regulations, Subsection
21.5.01(A), of the Colusa Municipal Code and finding the Ordinance in compliance with the California Environmental Quality Act
ACTION: Council Member Ponciano made a motion, seconded by Council Member Vaca to approve the consent calendar. Motion passed unanimously.
COUNCIL CONSIDERATION
7. Consideration of land exchange for the Triple Crown Project and the future development of a City Sports Complex
City Manager Cain and Assistant City Manager Moore provided information about the grant opportunity and the phases of the project. There will be future public meetings.
PUBLIC COMMENTS: Citizen Bransford mentioned enhancing the habitat and tying it in with the grant application.
ACTION: Council provided direction to staff for planning and public outreach for the proposed sports complex and community center project.
COUNCIL MEMBER /CITY MANAGER REPORTS AND STAFF COMMENTS Council Members provided updates on meetings and events they attended.
City Manager Cain provided updates on meetings and projects.
City Attorney Wakefield will be attending the City Attorneys League of California Cities conference.
Finance Director Aziz-Khan provided updates in the Finance Department.
Police Chief Fitch provided updates in the Police Department.
Assistant City Manager Moore provided updates on projects, meetings and Fourth of July Recreation Supervisor Burrows provided an update in the Recreation Department.
DISCUSSION ITEM
City Manager Cain provided updates on various city projects: June 24th - completion date for the Wescott Road project. The interchange project on the light is still moving forward.
McDonald's is coming early in 2027. Well 6, water and sewer update, Veteran's Park bathrooms will be done by the time Concerts in the Park begin, and the bathrooms at the tennis courts will be redone. The Dog Park is still moving forward.
