AGENDA REPORT
Item No.

Item No.

TO: Honorable City Council
FROM: City Manager
SUBJECT: Funding Request for Capital Improvement Projects for Fiscal Year 2021-22 and Fiscal Year 2022-23 Meeting Date: January 11, 2022
RECOMMENDATION:

The City Council will consider adopting a Resolution adding three (3) new projects and increase funding for one (1) existing project to the City of Commerce Fiscal Year 2021-22 and Fiscal Year 2022-23 Capital Improvement Program (CIP) and approving a budget allocation for these projects.

BACKGROUND AND ANALYSIS:

On June 8, 2021, Measure AA Advisory Committee approved funding for 20 new projects and on October 13, 2021, Measure AA Advisory Committee approved funding for 4 new projects. However, the list did not include three (3) new projects that have since materialized which are the replacement of a retaining wall at Camp Commerce and renovation of the existing Youth Basketball Courts at Bandini Park, the Commerce Way Street Improvements Project, and the Slauson Ave Corridor Improvements project.

On January 5, 2022 the Measure AA Advisory Committee approved budget allocation of $2,406,280 for the following four (4) projects:
$18,000 for the Telegraph Corridor Improvements Study to cover the project management and contingencies (FY 21-22).

Project Description: Traffic study for the Telegraph Rd corridor from WCL to Atlantic Blvd including but not limited to Traffic Signal warrant studies, parking and signage assessment, level of service evaluation, necessary outreach, and preparation of related reports and presentations. The Telegraph Corridor Improvements Study was approved for funding in the amount of $148,000 during the Measure AA meeting on June 8, 2021. The City received a proposal for the Telegraph Corridor Improvements Study which came in at $138,200 and requires an additional $18,000 to cover the balance of the proposed amount, project management and contingencies. $185,780 for the replacement of a retaining wall at Camp Commerce and renovation of the existing Youth Basketball Courts at Bandini Park (FY 21-22) of which $185,780 will be reimbursable by the State.

Project Description: The Departments of Parks and Recreation and Public Works have identified two projects to address deficiencies at Camp Commerce and at Bandini Park that would be eligible for Prop 68 funds under the State Department of Parks and Recreation’s Office of Grants and Local Services (OGALS) which includes the replacement of a retaining wall at Camp Commerce and renovation of the existing Youth Basketball Courts at Bandini Park. $150,000 for the design, engineering, portion of construction phase, and project management of the Commerce Way Street Improvements project from Eastern Ave to Sheila St (FY 21-22).

Project Description: Commerce Way Street Improvement Project includes pavement rehabilitation, landscaped raised medians, improved lighting, curb ramps, and beautification components. The project limits are Commerce Way from Eastern Avenue to Sheila Street. The total project cost is estimated at $640,000 of which $490,000 are reimbursable Federal DEMO Funds. Staff will return for additional funding appropriation for use of reimbursable Federal Funds. $2,052,500 for planning, design, engineering, and construction phase of the Slauson Ave Corridor Improvements project to increase the capacity and enhance connectivity along the Slauson Ave corridor (FY 22-23).

Project Description: The Slauson Ave Corridor Improvements Project aims to increase the capacity along Slauson Ave and enhance connectivity between the I-710 and I-5 freeways by improving mobility for all modes of transportation, improving intersection capacity along the corridor, upgrading traffic signals, among other improvements. The total estimated project cost is $15,052,500. The City of Commerce will be requesting $13,000,000 in I-710 Early Action Measure R funds from the I-710 Technical Advisory Committee on January 27, 2022 which will cover a majority of the project costs which include design costs, constructions costs, related permit costs, contingency, etc. The $2,052,500 is the City's contribution towards the project costs.
