TO: Honorable City Council
FROM: City Manager
SUBJECT: Authorize Acceptance of Clean California Local Grant Program Grant MEETING DATE: March 8, 2022
RECOMMENDATION:

The City Council will consider receiving and filing the report to announce the receipt of the Clean California Local Grant Program Grant and authorize the acceptance of said grant.

BACKGROUND:

As previously indicated, The California Department of Transportation (Caltrans) developed the Clean California Local Grant Program (CCLGP) as part of a two-year program through which approximately $296 million in funds will go to local communities to beautify and improve local streets and roads, tribal lands, parks, pathways, and transit centers to clean and enhance public spaces. Through the combination of adding beautification measures and art in public spaces along with the removal of litter and debris, this effort will enhance communities and improve spaces for walking and recreation.

The Clean California Local Grant Program intends to achieve the following goals:
• Reduce the amount of waste and debris within public rights-of-way, pathways, parks, transit centers, and other public spaces.
• Enhance, rehabilitate, restore, or install measures to beautify and improve public spaces and mitigate the urban heat island effect.
• Enhance public health, cultural connection, and community placemaking by improving public spaces for walking and recreation.
• Advance equity for underserved communities.

On January 25, 2022, staff presented the proposed improvements for the Clean California Local Grant Program.

The project will cover different locations within the City that will include soft landscape replacement (plants, etc.), upgrade Right-of-Way fencing from chain link fence to black wrought iron fencing, murals on State assets (i.e., columns, abutment walls, etc.), upgrading the Bandini tunnel to include improved lighting, improved walkway with artwork, and concrete slope paving. Below, are photos of the existing conditions and a list of proposed improvements.

On March 1, 2022, the City was notified it was the recipient of $4,955,257 to fund the Pathways for Hope- Commerce Connectivity Improvements Project. The Governor’s Office announced the award of 105 local projects approved for nearly $300 million in Clean California grants for communities throughout the state. Caltrans received more than 300 applications for local grant projects. Proposals included a wide range of community enhancements, such as litter abatement, landscaping and art installations, greening, and community identification projects.

Awards were given to 105 projects, or approximately 30% of the received applications, totaling $295,993,146 in requested grant funds. The CCLGP team received 329 applications by the application deadline of February 1, 2022, that sought $758,485,147 in grant funds.

The City will be required to execute a Restricted Grant Agreement (RGA) with Caltrans before starting any project work. Caltrans will contact the City to discuss the next steps regarding the RGA. Once the proposed RGA is received, staff will return to the City Council for approval.
