AGENDA REPORT
TO: Honorable City Council
FROM: City Manager
SUBJECT: FY 2018-19 Pavement Rehabilitation Project Acceptance MEETING DATE: April 26, 2022
RECOMMENDATION:

The City Council will consider adopting a Resolution accepting the FY 2018-19 Pavement Rehabilitation Project as complete, authorizing Staff to file the Notice of Completion with the County Recorder’s Office and authorizing release of 5% retention per contract provisions.

BACKGROUND:

The FY 2018-19 Pavement Rehabilitation Project was a part of the City’s annual pavement reconstruction program and consisted of streets in need of pavement rehabilitation based on the City’s Pavement Management Study (PMS) which is updated every three years.

The FY 2018-19 Pavement Rehabilitation Project consisted of cold-milling existing asphalt concrete (AC) and overlay with new AC along the streets listed below:

FY 2018-19 Pavement Rehabilitation Project Street Locations Garfield Avenue from Gage Avenue to Telegraph Road
Triggs Street from Eastern Avenue to Atlantic Boulevard Gage Avenue from Greenwood Avenue to Slauson Avenue
Greenwood Avenue from Gage Avenue to Slauson Avenue
The project involved a number of contract change orders which included traffic safety and other improvements which were not included in the original scope of work. These improvements included but not limited to, the construction of speed humps at various locations, installation of corresponding signage, striping, installation of solar powered speed feedback signs, relocation of a crosswalk, and construction of pedestrian curb ramps, asphalt repairs at several locations, reconstruction of the City Hall driveway and parking lot parking lot lighting upgrade and pavement restriping along several streets.

ANALYSIS:

On May 7, 2019, the City Council approved the plans and specifications for the FY 2018-19 Pavement Rehabilitation Project and authorized staff to advertise the project for bids.

The public bid opening occurred on May 30, 2019, at the office of the City Clerk, and Sialic Contractors Corporation dba Shawnan (Shawnan) was determined to be the lowest responsible bidder. On August 20, 2019, City Council awarded the construction contract to Shawnan for $3,545,666 and furthermore authorized a 10% contingency in the amount of $390,023 for a total construction budget of $3,935,689.

On January 11, 2022, the City Council approved $50,000 in Measure AA Funds to be transferred to the FY 2018-19 Annual Pavement Rehabilitation Program account for installation of traffic improvements at the intersection of Gerhart Avenue and Union Pacific Avenue which was recently completed by Shawnan as a Change Order. This brought the total construction budget to $3,985.689.

The work under the contract has been completed satisfactorily and the project is ready for acceptance. Therefore, staff recommends that the City Council adopt the attached resolution accepting the Project as complete, authorizing staff to file the “Notice of Completion” with the County Recorder’s Office for the project and authorize release of Contractor’s 5% retention per contract provisions.

FISCAL IMPACT:

The total cost of the construction work including contract change orders completed by Shawnan is $3,964,406.72 which was funded from Measure AA budget in the amount of $3,985.689.
