CITY OF COMMERCE
AGENDA REPORT
TO: Honorable City Council
FROM: City Manager
SUBJECT: Commerce Way Pavement Construction Project from Sheila Street to Washington Boulevard Plans, Specifications and Estimates (PS&E) Approval MEETING DATE: May 10, 2022
RECOMMENDATION:
The City Council will consider adopting a Resolution approving the construction project plans, specifications, and estimates (PS&E) for the Commerce Way Pavement Construction Project from Sheila Street to Washington Boulevard and authorize Staff to advertise the Notice Inviting Bids.
BACKGROUND:
Initially, the Commerce Way and Sheila Street Connectivity and Beautification Project (Project) proposed street reconstruction and beautification along Commerce Way from Washington Boulevard to Eastern Avenue, including the intersection of Commerce Way/Sheila Street and the intersection of Eastern/Commerce Way. The City advertised the Project for bids on May 19, 2020 and received four (4) bids with the lowest bid being $1,512,191, requiring a total construction budget in the amount of $1,829,751.10. On September 15, 2020, the City Council rejected all bids and canceled the project in order to prioritize available funding.
The project is partially federally funded. Staff contacted the State (State administers federally funded projects for cities) and obtained approval to modify the project limits to bring it to within available budget. The modified Project (Project) limit is from Sheila Street to Washington Boulevard, including the intersection of Commerce Way/Sheila Street. The proposed project will reconfigure the intersection to a more conventional four-way stop to allow for better traffic flow, drainage, and increased safety for pedestrians and vehicles.
ANALYSIS:
The project bid documents, and 100% Plans, Specifications and Estimate have been finalized. The Engineer’s cost estimate for the construction is approximately $711,206. Considering the project being partially federally funded a request for authorization to proceed with construction package (E-76 request) for the modified scope was submitted to Caltrans and approval obtained in November 2021.
The project is categorically exempt from the California Environmental Quality Act (CEQA) pursuant to CEQA Guidelines Section(s) 15302:
Staff recommends that the City Council adopt the attached Resolution approving the construction project plans, specifications, and estimates (PS&E) for this Project and authorize Staff to advertise the Notice Inviting Bids.
ALTERNATIVES:
Approve staff recommendation
Disapprove staff recommendation
Provide further direction to staff
FISCAL IMPACT:
Total estimated project cost including, construction, construction management and inspection and contingencies is $782,000 of which $490,000 will come from Federal DEMO funds (based on reimbursement) and $128,000 from previously approved Measure AA funds. Additional Measure AA funds in the amount of $164,000 will be required to cover the project cost shortfall. Staff will return to Measure AA Committee and City Council for the remaining project funding shortfall once bids are received.
RELATIONSHIP TO STRATEGIC GOALS:
This agenda item relates to the 2016 Strategic Plan, Infrastructure and Facilities Guiding Principle 4:
Develop and invest in infrastructure and beautification projects that support economic growth.
