AGENDA REPORT

CITY OF COMMERCE

AGENDA REPORT
TO: Honorable City Council
FROM: City Manager
SUBJECT: A Resolution of the City Council of the City of Commerce, California Approving Revisions to the Personnel Classification and Compensation Plan by Amending the Director of Public Works/Development Services Classification to the Director of Public Works in Light of Prior Organizational Changes and a Pending Recruitment MEETING DATE: May 10, 2022
RECOMMENDATION:

That the City Council consider and adopt a Resolution amending the Classification and Compensation Plan by revising the classification specifications for the Director of Public Works/Development Services Classification to the Director of Public Works Classification.

ANALYSIS:

The Human Resources Department periodically reviews classification specifications and recommends changes to the City’s Classification and Compensation Plan. Given the upcoming vacancy and recruitment in the Public Works Department, a review was conducted by Human Resource and Administration.

After a job analysis of the current classification, it was identified that the job specification for the Director of Public Works should be revised. Responsibilities and duties were removed as they no longer fall under the scope of the Director of Public Works classification and now fall under the scope of the Director of Economic Development and Planning as indicated in the attached job specification. Additionally, it is preferred, not required, for this classification to be a licensed Civil Engineer which is in line with recent job descriptions surveyed.

The revised job description for the position encompasses a full scope of responsibilities, duties and requirements of the position and is attached for review and approval.

FISCAL IMPACT:

No fiscal impact. There are no changes contemplated or recommended for the Public Works Director at this time.

ALTERNATIVES:

Approve staff recommendation (Approve new classification, responsibilities and specification) Reject staff recommendation
Provide staff with further direction
RELATIONSHIP TO STRATEGIC GOALS:

This agenda report relates to the 2016 City of Commerce Strategic Guiding Principle – City Organization, as follows: Establish clear expectations, roles and responsibilities for all employees, elected officials, appointed commissioners and committee members, and volunteers.
