TO: Honorable City Council
FROM: City Manager
SUBJECT: A Resolution of the City Council of the City of Commerce, California, Approving the First Amendment to the Professional Service Agreement between the City of Commerce and Stantec Architecture Incorporated MEETING DATE: June 14, 2022

RECOMMENDATION
Approve the First Amendment to the Professional Service Agreement between the City of Commerce and Stantec Architecture Incorporated for architecture and engineering services for the Transit Maintenance Facility Project.

BACKGROUND
As part of Amendment #1, Stantec will provide the following additional services as part of their scope of work:

Review available underground utility plan for an additional two borings. (Include two additional borings in the boring location exhibit.) Perform a geophysical survey to help check Task 103 locations for underground utilities.

Drill two additional borings using hollow-stem auger drilling techniques, each to approximately 50 feet deep. Backfill borings with soil cuttings. Paved surfaces will be patched with cold-patch asphalt or rapid set concrete.

Perform 20 moisture content/dry density, 14 particle size analysis, 8 Atterberg limits, 4 shear strength, 2 consolidation tests, 2 expansion index, and 3 corrosion tests.

Perform a site-specific seismic analyses per ASCE 7-16 Chapter 21.2 and include the conclusion and recommendations in the Geotechnical Report.

Perform additional borings in driveway to confirm existing pavement base and provide recommendations for a new pavement in driveway.

The above tasks are needed to complete the design phase of the transit maintenance facility construction project.

ANALYSIS
Four geotechnical borings are currently scoped for the project. The scope was based on the available existing geotechnical data and the assumed project direction at the time of preparing the Request for Proposal (RFP). Based on the revised approach and coordination with the project’s structural engineers, it has been determined that two additional soil borings should be provided to eliminate uncertainty in the development of the structural design of the project.
