TO: Honorable City Council
FROM: City Manager
SUBJECT: Speed Hump Installation on Emil Avenue and Pacific Drive between Gage Avenue and Watcher Street MEETING DATE: June 14, 2022
RECOMMENDATION:

The City Council will consider adopting a Resolution approving the installation of Speed Humps on Emil Avenue and Pacific Drive between Gage Avenue and Watcher Street.

BACKGROUND:

In 2020, the City received several requests for the installation of speed humps along Emil Avenue and Pacific Drive between Gage Avenue and Watcher Street due to speeding concerns without the required petition. Residents stated that the existing rumble strips are not effective in slowing down traffic and requested speed humps be installed to prevent vehicles from speeding. Residents also stated the rumble strips causes a noise nuisance when large trucks pass over the strips. On May 11, 2021, this matter was presented to City Council in response to their March 16, 2021 meeting request. As a result, City Council directed staff to bring this matter back once a petition in support of the Speed Humps was completed and the item approved by the Traffic Commission.

Upon staff completion of the evaluation of the request per the City’s Speed Hump Policy, traffic review, and field observation this item was presented to the Traffic Commission for consideration on May 11, 2022. Based on the traffic review analysis of the Average Daily Traffic (ADT) Collison Data Speed Survey and the City’s Speed Hump Policy criteria, the Traffic Commission made a motion recommending City Council approval of the speed hump installation on Emil Avenue and Pacific Drive between Gage Avenue and Watcher Street. Please refer to Attachment 1 for the Traffic Commission Agenda Report and Traffic Study presented to the Traffic Commission on May 11, 2022.

ANALYSIS:

Based on the analysis of the ADT, Collison Data, Speed Survey, and the City’s Speed Hump Policy criteria, and per the California Manual on Uniform Traffic Control Devices (CAMUTCD) and California Vehicle Code (CVC) the segment of Emil Avenue and Pacific Drive between Gage Avenue and Watcher Street meets the criteria for speed hump installation and recommended. Approval of the Speed Humps will include the following:

Removal of 4 existing Rumble Strips (Botts Dots) along Emil Avenue and Pacific Drive.

Installation of speed humps with reflective triangular markings pointing in the direction of travel along the segments of Emil Avenue and Pacific Drive between Gage Avenue and Watcher Street as shown in the proposed diagram.

Installation of white thermoplastic “HUMP” pavement markings for both directions approaching each set of the speed humps per CAMUTCD Section 3B.26.

Installation of “Speed Hump” (W17-1, 30x30) signage for both directions approaching the 2nd and 3rd set in the series of Speed Humps.

Installation of “Speed Humps Ahead” (W84 (CA), 30x30) signage for both directions approaching each set of speed humps per CAMUTCD Section 2C.29.

The exact location of the recommended speed humps will be determined in the field. The proposed speed humps will be included in and completed as a part of the 2021/22 Pavement Rehabilitation Program. The following graphic provides a general sense of the recommended improvements. A more detailed analysis on the matter is also attached to this report.

Staff recommends adoption of the attached Resolution.

FISCAL IMPACT
The estimated cost of the Speed Hump installation project is $45,000 which will be funded from Measure AA Funds budgeted for the 2021/22 Pavement Rehabilitation Program Account No. 41-5170-57010.14614.
