Dear Mr. McFerguson,
Reference: Commerce Transportation and Public Works Facility Project, Add Service Request No. 1 – Additional Geotechnical Services (Revised)
Please accept our proposal for additional professional design services for additional geotechnical scope based on review of the current building footprint and project approach.

Based on the concept design direction developed by Stantec in collaboration with the City, the previously proposed structure(s) from the environmental reports and RFP have increased in size and lot coverage.

The current preliminary plans show a two-level building for maintenance and administration/operation, and a conjoined parking deck to the west.

Four geotechnical borings are currently scoped for the project. This scope was based on the available existing geotechnical data provided by NOVA Service, Inc (2021) and the assumed project direction at the time of preparing the proposal. Based on the revised approach noted above and coordination with the project’s structural engineers (Stantec), it has been determined that two additional soil borings should be provided in order to eliminate uncertainty in the development of the structural design of the project.

The recommendations provided in NOVA’s geotechnical report (Section 6.2.2) took an exception in developing the seismic parameters based on Chapter 11 of ASCE 7-16. However, based on currently proposed structures and our discussions with the design team, DYA has decided to recommend that they perform a site-specific seismic analysis based on Chapter 21.2 of ASCE 7-16 - Risk Targeted Maximum considered earthquake ground motion hazard analysis. Please note no time history type analyses are not planned (No Chapter 21.1 of ASCE 7-16 will be used).

This scope includes:
• Review available underground utility plan for additional 2 borings. Include 2 additional borings in the boring location exhibit.
• Perform a geophysical survey to help check Task 103 locations for underground utilities. • Drill two additional borings using hollow-stem auger drilling techniques, each to approximately 50 feet deep. Backfill borings with soil cuttings. Paved surfaces will be patched with cold-patch asphalt or rapid set concrete

Subject: Proposal for Additional Geotechnical Services
Architecture and Engineering Services for Commerce Transportation and Public works Facility (CTPWF)
City of Commerce
Commerce, California
Diaz•Yourman & Associates (DYA) is pleased to present this proposal to provide additional geotechnical services for the subject project. This additional service was based on review of updated preliminary project plans prepared by Stantec and follow-up discussion with Stantec design team on April 1, 2022 and your email dated May 24, 2022 to add exploration and lab testing for new pavement thickness design.

We understand that based on our discussions with the design team, the previously proposed structures have been modified. The current preliminary plan shows a two-level building for maintenance and administration/operation, and a parking deck to the west of this building. NonRevenue Wash and Chassis Wash facilities will be constructed beneath the parking desk.

Originally four geotechnical borings are planned based on available existing geotechnical data obtained by NOVA Service, Inc (2021) and the proposed improvements at that time of preparing the proposal. Based on revised improvements noted above and our discussion with design team, it is decided to add two more soil borings to our geotechnical task.

Based on recommendations provided in NOVA’s geotechnical report (Section 6.2.2), DYA also took the same exception in developing the seismic parameters based on Chapter 11 of ASCE 7-16. But based on currently proposed structures, and our discussions with the design team, DYA decided to perform a site-specific seismic analysis based on Chapter 21.2 of ASCE 7-16 - Risk Targeted Maximum considered earthquake ground motion hazard analysis. Please note no time history type analyses are not planned (No Chapter 21.1 of ASCE 7-16 will be used).

Our scope of additional services for the geotechnical investigation and geotechnical design report, proposed schedules, and estimated fees are summarized in Table 1 followed by a list of assumptions. We propose to provide our design services on a time and expense basis in accordance with the current agreement.

To provide written authorization to proceed, please issue an amendment to our existing contract.

We appreciate the opportunity to propose our services to you and look forward to working with you on this project. If you have any questions, please call.
