CITY OF COMMERCE
AGENDA REPORT
TO: Honorable City Council
FROM: City Manager
SUBJECT: Camp Commerce Pool and Spa Replastering Project Acceptance MEETING DATE: June 28, 2022
RECOMMENDATION:
The City Council will consider adoption of a Resolution accepting the Camp Commerce Pool and Spa Replastering Project as complete, authorizing staff to file the Notice of Completion with the County Recorder’s Office and authorizing release of 5% retention per contract provisions.
BACKGROUND:
The Camp Commerce Pool located in Lake Arrowhead was in need of replastering since it was last done approximately twelve years ago. The typical lifespan of a plastered pool is approximately 10 years. The condition of the pool was deteriorating and needed to be addressed before being put back into use during the summer months. In addition, the spa had a leak that needed to be addressed before being used again.
On July 6, 2021, the City Council adopted a Resolution approving the City of Commerce Fiscal Year 2021-22 Capital Improvement Program (CIP) which included the Camp Commerce Pool and Spa Replastering Project.
On December 1, 2021, American Leak Detection, Inc. completed a leak detection test for both the pool and spa which determined some leaks in both and determined that the leaks would be resolved by replastering the pool and spa and replacing valve rings in the pool.
On November 3, 2021, staff advertised the bid package for the Camp Commerce Pool and Spa Replastering Project. The public bid opening occurred on January 19, 2022 and Condor, Inc. was determined to be the lowest responsible bidder. On February 8, 2022, the City Council adopted a Resolution awarding a construction contract for the Camp Commerce Pool and Spa Replastering Project to Condor, Inc.
ANALYSIS:
The work under the contract has been completed satisfactorily and the project is ready for acceptance. The construction work included, but was not limited to, the demolition and removal of the existing plaster finish, cut around existing tile to save existing tile, complete waterline depth markers, installation of new marble white plaster, sawcut and chip deck, installation of deck depth markers to meet Health Department requirements, and providing and installing additional signs as required by County of San Bernardino Health Department.
The project included 2 contract change orders to replace the existing expansion joints for the pool and space, to remove and replace sand inside filter, to remove and replace the pool heater with new natural gas heater and install new plumbing for the pump.
Staff recommends that the City Council adopt the attached resolution accepting the Project as complete, authorizing staff to file the “Notice of Completion” with the County Recorder’s Office for the project and authorize release of Contractor’s 5% retention per contract provisions.
FISCAL IMPACT:
The total cost of the construction work including two contract change orders is $149,271 which was covered by the approved budget in the amount of $165,770.
