SUBJECT: RESOLUTION APPROVING A MASTER AGREEMENT BETWEEN CITY OF COMMERCE PUBLIC LIBRARY AND SIRSIDYNIX Meeting Date: JUNE 28, 2022
RECOMMENDATION:
The City Council will consider for adoption the proposed Resolution approving the Master Agreement between City of Commerce Public Library and SirsiDynix, and authorize the Mayor to sign the agreement on behalf of the City.
ANALYSIS:
The Integrated Library System (ILS) is the core software used by the Library Service Department to manage its catalog and patron database. The library has been using the SirsiDynix platform since 2007 to provide public access to an online catalog, circulation, serials, acquisitions, public access catalog, cataloging, interlibrary loans, reporting, administrative module and other transactions such as payments.
Since 2018 the contract has been year-to-year, resulting in significant annual increases. A review of options has led to the request for Council approval of a 5-year contract. The multi-year contract provides multiple benefits to the City and the City of Commerce library users. The 5-year contract will secure continued discounts on existing products, with no increase until year 3 with increases under three percent for year 3-5, compared to increase of over five percent with single year contract.

FISCAL IMPACT:
The total estimated 5-year fiscal impact for the (5) year agreement is $258,711.73 to be paid as follows:
July 1, 2022: $49,967.90 - FY 2022 - 2023
July 1, 2023: $49,967.90 - FY 2023 – 2024
July 1, 2024: $51,423.73 – FY 2024-2025
July 1, 2025: $52,908.59 – FY 2025-2026
July 1, 2026: $54,443.61 – FY 2026-2027
The Fiscal Year 2022/23 operating budget includes funding for this contract. If approved, funding will be included in the future Fiscal Year 2023/24, 2024/25, 2025/26, 2026/27 proposed operating budget.
