TO: Honorable City Council
FROM: City Manager
SUBJECT: Street Lighting Improvements on Eastern Avenue from Steven’s Steakhouse to Jillson Street MEETING DATE: July 13, 2022
RECOMMENDATION
The City Council will consider adopting a Resolution approving Street Lighting Improvements on Eastern Avenue from Steven’s Steakhouse to Jillson Street, Change Order No. 2 to CEM Construction Corporation contract for Eastern Avenue Transit Hub and allocating Measure AA funds to cover the street lighting improvement work.
BACKGROUND
On January 12, 2021, the City Council approved the Commerce in Motion Comprehensive Operational Analysis (COA) service plan recommendations. The COA recommendations address the community's unmet transportation needs, such as more frequent service, expanded weekend service, and route extensions. The result is a more efficient, reliable, and expanded transportation network that will improve transportation services throughout the City of Commerce and surrounding communities. One of the COA recommendations was designing and building a transit hub.
On April 20, 2021, the City Council approved the concept design on Eastern Avenue and Harbor Street. The transit hub's key elements focus on lowering on-bus travel times and reduce the need for buses to pass through the seven-pronged intersection where Atlantic Boulevard crosses the Santa Ana Freeway, referred to as the "Mixmaster”.
On June 1, 2021, the City Council approved the plans and specifications for the Eastern Avenue Transit Hub Project, and authorized staff to advertise the project for bids.
On August 17, 2021 City Council awarded a contract to CEM Construction Corporation (CEM) the lowest responsible bidder.
The construction scope of work includes, but not limited to, the installation of bus shelters, information Kiosk and Display System, installation of electrical service lines and service cabinet from Southern California Edison feed point to Information Kiosk with display, relocation of existing electronic speed reader/display sign to new location, installation of concrete bus pad and cold mill existing pavement, asphalt pavement removal and construction, replacement of existing curb and gutter with new curb and gutter, installation of traffic markings, striping, arrow markings, and traffic legends, restoration of traffic loop detectors, furnishing and installation of prefabricated restroom facility, furnishing and installation of water and sewer lateral connections to prefabricated restroom facility. Contractor shall furnish all labor, materials, tools, equipment and incidentals for the rehabilitation of locations identified on project plans, and restoration of traffic loops.
ANALYSIS
The improvement work is expected to commence as soon as mid-July approximately within a month from the scheduled delivery of the procured equipment such as the Kiosk and bus shelters which were ordered several months ago. Unfortunately, the lead time for the delivery of this equipment has been significantly delayed due to the pandemic and its impact on manufacturers.
Since the award of the project, staff has realized that the antiquated high voltage streetlighting system within the Transit Hub project area on Eastern between Steven’s Steakhouse and Jillson needs to be improved due to inadequate lighting levels, frequent outages, missing poles due to hit and runs, and discontinued old lighting fixtures. As a result, a new energy efficient street lighting system with LED Fixtures and new electrical conduit in cooperation with SCE were designed and ready for implementation. Considering that the new lighting system is essential within the transit hub area for the safety of public, especially the residents and bus users, it is recommended that the improvement be completed as part of a Change Order (Change Order No 2) to the Transit Hub Project Contract with CEM in a timely manner. In an effort to avoid a long lead time (4 months) the required street light poles, LED Fixtures and metered Pedestals have been ordered and delivery is expected by mid-August. Change Order No 1 to CEM contract was previously issued for construction of ADA ramps.
The attached Resolution upon City Council adoption will approve the proposed street lighting improvements, Change Order No 2 to CEM Contract and allocate Measure AA funding for the proposed work and related contingencies. Therefore, it is recommended that City Council adopt the attached Resolution.
FISCAL IMPACT
The cost of the new street lighting system including Change Order No 2 for $344,902.88 and a maximum of 15% for contingencies and inspection is $396,638. A funding appropriation in the amount of $396,638 from Measure AA Fund balance is required to cover the cost of the necessary street lighting improvements.
