TO: Honorable City Council
FROM: City Manager
SUBJECT: A Resolution of the City Council of the City of Commerce, California, Approving the Second Amendment to the Professional Service Agreement between the City of Commerce and Stantec Architecture Incorporated for the Transit Maintenance Facility Project MEETING DATE: July 13, 2022

RECOMMENDATION
Approved the Second Amendment to the Professional Service Agreement between the City of Commerce and Stantec Architecture Incorporated for architecture and engineering services for the Transit Maintenance Facility Project.

BACKGROUND
As part of Amendment #2, Stantec will provide the following additional services as part of their scope of work:

Utility Surveys and Potholing
Locate the water alignments on the CREA site and miscellaneous utilities by GPR methods.

Survey water alignments and potholed locations.

Pothole Coordination and Location Exhibits
Analyze locations and prepare pothole location exhibits for coordination efforts.

Utility Research, Coordination, and Base Mapping
Research missing utility base map with the water alignment and pothole information with pipe depth, material, and size.

Update utility base map with information obtained by utility owners.

Additional Field Surveys
Survey driveway sections (TC, EP, Edges, FL's) at 50-foot intervals.

Survey the driveway intersection at Sheila Street for the design of ADA ramps, driveway apron, and curb return.

The above tasks are required to complete the design phase of the construction project for the new transit maintenance facility.

ANALYSIS
The consultant team will investigate the fire and domestic waterline services on the CREA site using appropriate geophysical equipment, including "sweeping" for the unknown or undocumented utilities (designating). Approximate project limits are presented in the attached "Exhibit A." A thorough field investigation, in compliance with ASCE Standard 38-02, will result in a more complete and accurate Utility Map. The consultant team will field mark the designated waterline alignments with pink paint or flags within the project limits. Locations on the alignments that need to be surveyed will be marked and assigned a unique identifier.

The scope will include establishing the vertical location, material, and size of selected utilities using air-vacuum excavation at up to eight (8) locations. Following excavation, the test holes will be backfilled with drum-mixed slurry, and the surface will be restored with selected materials, as required. Additionally, the consultant will prepare and submit a test-hole data report, including photo logs of the test sites.
