Dear Mr. McFerguson,
Reference: Commerce Transportation and Public Works Facility Project, Add Service Request No. 2 – Additional Utility Investigations
Please accept our proposal for additional professional design services for professional services for the additional utility investigations required to complete the design of the on-site utilities for the project.

Following initial utility investigations and record reviews, the Stantec team in collaboration with City staff are not able to complete the recording of all on-site utilities that serve the project property. In order to confirm utility locations, depths, sizes, and routing the Stantec team requires additional professional services that were not originally included in the scope of services. Also included in this proposal is the additional survey effort to provide detailed survey information to profile the existing driveway. The original assumption was that the driveway was going to remain as-is but due to the need to add an accessible path of travel from the building to Shelia St., additional survey information is required.

These additional services include:
• Utility Surveys and Potholing (8 locations)
o Locate the water alignments and miscellaneous utilities by GPR methods o Pothole utilities (8 locations)
o Survey water alignments and potholed locations.
• Pothole Coordination and Location Exhibits
o Analyze locations and prepare pothole location exhibit for coordination efforts • Utility Research, Coordination & Base Mapping
o Research missing utility records, prepare and maintain coordination and contacts log o Update the utility base map with the water alignment and pothole information with pipe depth, material, size
o Update utility base map with information obtained by utility owners • Additional Field Surveys
o Survey driveway sections (TC, EP, edges, FL’s) at 50-foot intervals o Survey intersection of driveway at Sheila Street for design of ADA ramps, driveway apron, and curb return
The potholing work noted above will be performed by T2 Utility Engineers as a subcontractor to Stantec Consulting Inc. T2 is a prequalified subcontractor to Stantec but if the City requires additional information on their qualifications we will be happy to provide.

Subject: Commerce Refuse to Energy Facility
Waterline Locating
Utility Investigation – Designating
T2 Proposal No.: 22CA157 – R1
Dear Greg,
Thank you for requesting that T2 Utility Engineers (T2) prepare a cost proposal for subsurface utility investigation services for the Project
Project Scope
Project scope consists of one (2) tasks: Utility Designating (including dips) and Eight (8) Testholes.

Task: Utility Designating: T2 will investigate the fire and domestic waterline services within the project limits using appropriate geophysical equipment, including “sweeping” for unknown or undocumented utilities (designating). Approximate project limits are presented in the attached Exhibit. Records are often incomplete and inaccurate. A thorough field investigation, in compliance with ASCE Standard 38- 02, will result in a more complete and accurate Utility Map.

T2 will field mark the designated waterline alignments with pink paint or flags within the project limits.

Locations on the alignments that need to be surveyed will be marked and assigned a unique identifier.

Stantec will be responsible for surveying the designating marks and updating the utility base map with utility locations.

T2 will dip select wet utilities shown on the attached exhibit to establish the vertical location, material size, and alignments of client-selected utilities at three (3) manholes and / or catch basins.

Task: Testholes
Scope will include establishing the vertical location, material, and size of client-selected utilities using airvacuum excavation at up to eight (8) locations. Following excavation, the testholes will be backfilled with drum-mixed slurry and surface restored with select materials, as required. T2 will prepare and submit Testhole Data Reports, including Photo Logs. Specific testhole locations are currently unknown, but will be identified by the Client during the design phase of the project.

General Assumptions
• Project is subject to prevailing wage requirements.
• No special entry or permits with Commerce Refuse to Energy Facility are required. • T2 shall attempt to complete work during normal business hours, Monday thru Friday. • Traffic Control Plans and devices are NOT required.
• T2 will coordinate private property access with Client assistance as needed.

Designating Assumptions
• The designating process involves:
o Designate conductive utilities with direct connection or passive induction locating equipment.
o Sweep the area for unknown utilities using:
 Tandem passive induction
 Radio and power signature scanning
 Ground Penetrating Radar (GPR)
• Unknown utilities will be traced to source, if possible and within reason. • Irrigation lines less than 4-inches in diameter are NOT included in this proposal. • Designated utilities will be marked in the field with pink paint or flags. • Designating estimate is based on five (5) days of work. • Stantec will survey completed utility designating.
• Designating paint removal will NOT be required.
• Records research and reconciliation will be performed by Stantec.

Testhole Assumptions
• Testholes are less than 7-ft in depth.
• Native materials are free from contamination.
• If contamination is encountered during testholing, T2 will handle the testing and disposal of soils. • Surface restoration will be cold patch asphalt, concrete patch, or native material, based on testhole locations.
• USA paint removals will NOT be required.
• T2 will be responsible for pre-marking testhole locations. • Client will be responsible for surveying completed testhole locations. • Testholes will be marked with a nail/disk by T2 for surveying by the Client.

Limits

The limits of the proposed utility investigation are presented in the attached exhibit.

Deliverables

Designating: T2 will prepare a Field Sketch of the designating results, including electronic depths, comments and notes. The field sketch will be used to support the survey of utility alignments.

Testholes / Dips: T2 will provide a “Testhole Data Sheet” or “Dip Sheet” for each testhole or utility dip completed. The testhole form will include swing ties from existing visible features to the testhole location, depth to top of utility from existing grade, material of and size of utility, if found. The horizontal position of the utility will be marked with a nail/disk or stake for accurate identification during field survey.

Schedule
Schedule will be coordinated following notice to proceed.

Fee
The unit rates and effort are described in the Project Estimate. The total project price will vary due to the unknown specifics for the project; however only the actual units and hours worked will be invoiced.

Task Fee Task Fee
Designating $ 14,600 Testholes $ 7,040
Professional Services $ 1,260 Professional Services $ 630 Permit Compliance $ 0 Permit Compliance $ 0
Total $ 15,860 Total $ 7,940
If Certified Payroll Reports are required after project completion, a flat fee of $1,200 will be invoiced.

Limitations
All field work for this proposal will be performed on a “best effort” basis. T2 does not guarantee that all documented or undocumented existing utilities will geophysically designated or located with testholes.

Terms & Conditions
Terms & Conditions will be in compliance with the active Master Service Agreement between T2 and Stantec.

Acceptance
We will honor this proposal for 90 days. If accepted, please sign below and return this letter to my attention.

T2 looks forward to the opportunity to work on this project. We are confident these services will benefit the continued design and construction efforts on the proposed project.

Please contact me with any questions.

Sincerely,
T2 Utility Engineers
